
In Quang Khe, livelihood projects related to mulberry cultivation and silkworm rearing, under the national target program for sustainable poverty reduction, are considered highly effective by the local community and residents. The project involves 22 households. On average, each household harvests two batches of cocoons per month, generating an income of 8-13 million VND per month per household. These models not only help people escape poverty but also create stable local employment, enabling them to be proactive in production.
According to Ms. H'Liêm, a Ma ethnic woman from Quang Khe commune, she was one of the first people in the area to develop mulberry cultivation and silkworm rearing. After more than three years of maintaining the profession, she found it to be the right decision because her family could utilize their land to grow mulberry trees and raise silkworms. Silkworm rearing doesn't require overly difficult techniques; with diligence and care, they can earn a relatively stable and regular income, allowing their family to cover their monthly living expenses.
Mr. Mai Van Tung, Chairman of the People's Committee of Quang Khe commune, said that mulberry cultivation and silkworm rearing are suitable choices for the natural conditions and production practices of the local people. In particular, the households selected to participate are all those who genuinely need the opportunity and have the will to improve their lives. This has contributed significantly to the program's effectiveness. Mr. Tung affirmed that, along with the proactive efforts of the people, the role of the grassroots political system is crucial in guiding and supporting the development of the model. Specifically, the local Party committee and government assign specific leaders and responsible teams to regularly supervise, inspect, and monitor activities aimed at connecting and creating stable development for the mulberry cultivation and silkworm rearing industry. As a result, this has created a tangible and effective ripple effect, with people proactively learning and following suit to reduce poverty and create a stable source of income for their families.
Thanks to the unexpectedly positive results, many households have not only escaped poverty but are also developing larger-scale and more sustainable production, gradually forming concentrated production areas.
Currently, Quang Khe commune has over 200 households engaged in mulberry cultivation and silkworm rearing, covering an area of more than 100 hectares, concentrated in hamlets 8, 7, 3, Tan Tien, and Dak Lang. In addition, many households have converted less productive land to specialize in mulberry cultivation for leaf harvesting, supplying silkworm farmers in other localities.
According to the Central Steering Committee for National Target Programs, the national target programs for the period 2021-2025 have achieved many outstanding results, unleashing the power of the people and improving their lives.
This result demonstrates the strong involvement and high determination of the Party committees and local authorities in leadership and guidance, where policies and guidelines are most effectively implemented among the people. This is a valuable experience that Vietnam will continue to build upon in the coming period. The general principle is to continue assigning specific tasks to ministries, sectors, and levels; and to thoroughly and effectively implement the leadership and guidance of the Central Party Committee, the Politburo, the Secretariat, and the General Secretary .
The entire country is urgently developing national target programs for building new rural areas and sustainable poverty reduction for the period 2026-2035 in an integrated manner; mobilizing the entire political system with high determination, great effort, decisive action, and assigning six clear responsibilities: clear person, clear task, clear time, clear responsibility, clear output, and clear authority.
