Accordingly, at the regular meeting in October, the Government focused on assessing the socio-economic situation in October and the first 10 months of 2024; setting out key tasks and solutions in the coming time to strive to complete the goals and tasks set for 2024 and the 5-year period of 2021-2025.
Minister and Head of the Government Office Tran Van Son said that at the meeting, Government members unanimously agreed that the socio-economic situation in October and the first 10 months of 2024 continued to be positive and better than September; overall, the first 10 months were better than the same period in most areas.
Specifically, the economy continued to grow positively in all three sectors: The agricultural sector continued to grow steadily; The industrial sector continued its positive trend, increasing by 4% in October compared to September and 7% over the same period; the overall increase in 10 months was 8.3%; The service sector continued to grow well; total retail sales of goods and consumer service revenue increased by 8.5%.
At the same time, the macro economy continued to be stable, inflation was controlled, and major balances were ensured. The consumer price index (CPI) increased by 3.78%. Exchange rates and interest rates were generally stable. Energy and food security were ensured (rice exports in the first 10 months reached nearly 7.8 million tons, with a turnover of nearly 4.9 billion USD).
Exports continued to increase, with a large trade surplus. October exports increased by 4.4% compared to September and by 10.1% compared to the same period last year; for the first 10 months, they increased by 14.9%; imports increased by 16.8%; trade surplus was 23.3 billion USD.
State budget revenue increased sharply. Total state budget revenue in 10 months reached 97.2% of the estimate, up 17.3% over the same period (while 149.1 trillion VND of taxes, fees, and charges were exempted, reduced, and extended). Public debt, government debt, foreign debt, and state budget deficit were lower than the prescribed limit.
Development investment achieved positive results. Disbursement of public investment capital in the first 10 months reached 52.29% of the plan. FDI attraction reached 27.26 billion USD, up 1.9%, the highest since 2019; realized FDI capital reached 19.58 billion USD, up 8.8%, the highest in the past 5 years.
Cultural and social areas are focused on; social security is guaranteed. 21,800 tons of rice have been supported for people. In October, 95.4% of households assessed that their income was stable or higher than the same period last year. Policy credit programs in 10 months supported loans for over 1.9 million subjects, creating jobs for nearly 584,000 workers. Traffic accidents decreased in all 3 criteria.
Political and social stability; national defense and security are strengthened; social order and safety are ensured; foreign affairs and international integration are promoted; the country's prestige and position are enhanced.
Strongly promote new growth drivers
Assessing that the situation in the coming time will continue to have more difficulties and challenges than opportunities and advantages due to the trend of separation, fragmentation, strategic competition, changes in policies of countries, disruptions in supply chains, production, and markets, the Prime Minister requested ministries, branches, and localities to carry out the tasks and solutions set out with high determination, great efforts, drastic actions, striving to achieve and exceed all 15/15 main targets of 2024, creating momentum for 2025.
The Prime Minister pointed out 10 groups of key tasks and solutions in the coming time, including synchronously, drastically and effectively implementing resolutions, conclusions and directions of the Central Committee, the Politburo, the Secretariat, the General Secretary, the National Assembly, the Government and the Prime Minister.
In addition, continue to prioritize promoting growth associated with maintaining macroeconomic stability, controlling inflation, ensuring major balances of the economy with the target: GDP growth rate in the fourth quarter is about 7.4-7.6%, the whole year reaches over 7%, controlling inflation below 4.5%; credit growth is about 15%; State budget revenue increases by at least 15%.
Focus on renewing traditional growth drivers and strongly promoting new growth drivers.
The Prime Minister also requested to accelerate the disbursement of public investment capital, 03 National Target Programs; strive to disburse public investment capital to reach over 95% of the plan. Continue to promote the role of the Prime Minister's working groups. Urgently and resolutely start the Lao Cai - Hanoi - Hai Phong railway project in 2025 and then continue to start the Lang Son - Hanoi route.
Identifying institutions as the “breakthrough of breakthroughs”; promoting the improvement of institutions, laws, administrative procedure reform, and national digital transformation: Continue to resolutely remove legal obstacles, promote decentralization, and resolutely eliminate the “request-grant” mechanism, in the spirit of local decision, local action, and local responsibility.
Thoroughly overcome the situation of arrears and slow issuance of detailed regulations and guidance on law implementation. Promptly issue a Decree on the establishment, management and use of the Investment Support Fund and a project on developing high-quality human resources to serve high-tech development.
Establish a Steering Committee and Working Group on streamlining the Government apparatus in accordance with Resolution No. 18-NQ/TW of the Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently, and under the direction of the Politburo. Promote digital transformation, Project 06, and build a National Data Center.
Effectively implement Conclusion No. 77-KL/TW of the Politburo, focusing on thoroughly handling outstanding and long-standing issues, especially the mandatory transfer of remaining special control banks; finalizing the plan to handle SCB; thoroughly handling difficulties related to the Investment Project to build the second facility of Bach Mai and Viet Duc Hospitals; completing documents to remove difficulties and obstacles for renewable energy projects.
Focus on the fields of culture, society, environment; ensure social security, people's life; strengthen national defense and security; promote the fight against corruption, waste, and negativity; improve the effectiveness of foreign affairs and international integration. Ensure security and order, prevent crime, especially high-tech crime, cyber crime, drug crime. Organize well the foreign affairs activities of senior leaders...
