Strong and comprehensive innovation in training and vocational training is one of the tasks and solutions set out in Resolution No. 09 of the Politburo on building and developing Khanh Hoa province until 2030, with a vision to 2045, contributing to the development of human resources for the province. The goal by 2030 is that the province will have a 90% rate of trained workers, of which 40% will have degrees and certificates.

Innovation, improve training quality

In recent times, Dien Khanh Vocational College has made many changes in enrollment and training, especially since the implementation of Resolution No. 09. Mr. Nguyen Xuan Tao - Party Secretary and Principal of the school said: “We have applied information technology, social networks, created short videos to promote the benefits of vocational training in many forms; at the same time, we have established teams to regularly visit junior high and high schools to provide counseling, enrollment, and career guidance. Therefore, the school enrolled 342 students in the 2022-2023 school year and 344 students in the 2023-2024 school year, exceeding the assigned target”.

Along with improving the quality of training, Nha Trang College of Tourism also actively participates in booths in the province's activities, organizes vocational skills competitions... to promote the image of the school. Mr. Nguyen Doan Thanh - Party Secretary, Principal of the school commented that connecting with businesses is an inevitable trend today to contribute to improving the quality of training, output, meeting job positions immediately, businesses do not have to retrain. At the school, businesses participate from the process of building, adjusting, updating and supplementing the program, together with the school to evaluate the results of practice and internship of students, record feedback to make appropriate changes. To attract students, in addition to the efforts of schools to affirm their brands, all levels and sectors need to innovate more in propaganda work to raise awareness and trust of society in vocationaleducation .

According to Mr. Mac Tien Hung - Party Cell Secretary, Principal of Ninh Hoa Vocational College, innovation and improvement of training quality, meeting the needs of businesses, the market and the development orientation of the province is the school's continuous task. Therefore, in addition to investing in facilities and training equipment, constantly innovating career guidance and enrollment, the school will open more occupational groups in the industrial sector, linking with businesses in the area, especially in Van Phong Economic Zone so that students can access technology, directly practice and operate machinery and production processes; at the same time, link training according to industry orders for businesses. In addition, the school has developed a plan to recruit 13 more teachers; create conditions, send teachers to study to improve their expertise and skills; invite engineers and leading experts in businesses to participate in teaching, compiling lesson plans, and considering graduation exams.

Synchronize solutions

In recent years, the Department of Labor, War Invalids and Social Affairs has advised the Provincial Party Committee to issue many documents directing the implementation of contents on innovation and improving the quality of vocational education. The Party Committees and Party cells of the schools have paid attention to leading and directing the implementation of innovation and improving the quality of training at the units, completing and exceeding the annual plan targets. Implementing the Target Program on vocational education - employment and labor safety, in the past time, the Central budget has arranged to purchase training equipment and repair factories for 8 public vocational education institutions in the province, with a total cost of 95 billion VND. Thereby, from January to June 2023, the whole province has recruited and trained more than 15,000 workers, raising the rate of trained workers to 82.5%, of which the rate of workers with degrees and certificates reached 28.2%. In July, the leaders of the Provincial People's Committee directly surveyed the situation and resolved problems in procedures and land to prepare for the groundbreaking of the Dien Khanh Vocational College project, with a total capital of nearly 80 billion VND; and to deploy the construction and repair of Khanh Vinh Ethnic Boarding Vocational College, with a total capital of more than 20 billion VND.

According to Mr. Ta Hong Quang - Party Secretary, Director of the Department of Labor, War Invalids and Social Affairs, in order to strongly and comprehensively innovate vocational training and education in the spirit of Resolution No. 09 of the Politburo, the Party Committee of the Department and the Party Committees of vocational training institutions have thoroughly grasped the key tasks to all Party members, managers, and teachers. Accordingly, in the period of 2025 - 2030, the province will reorganize public secondary schools to form multidisciplinary colleges in the province's dynamic economic regions, only retaining ethnic boarding secondary schools in 2 mountainous districts. In addition, moving towards full autonomy of colleges and secondary schools (except for ethnic boarding secondary schools). The goal by 2030 is that vocational training institutions will be distributed in all districts, towns, and cities, in which all plain districts will have schools or training facilities of colleges. At the same time, the province continues to invest in facilities and equipment of public colleges and intermediate schools that meet the prescribed standards; supplement training equipment for key occupations to serve the development of the province's human resources from local budget sources and ODA preferential loans...

To achieve that goal, the province's vocational education system needs to closely coordinate to synchronously implement solutions, such as: Developing policies to facilitate businesses, organizations, and individuals to establish vocational education institutions; encouraging the participation of businesses in vocational training; developing policies to support junior high school graduates to continue studying at intermediate level in parallel with studying the high school cultural program. In addition, changing the funding mechanism according to estimates for public vocational education institutions to a mechanism of bidding, ordering, and assigning training tasks; developing preferential policies to attract and recruit vocational education teachers with high professional qualifications and skills; developing and promulgating training programs and textbooks based on national vocational skills standards and labor market requirements. At the same time, synchronously investing in facilities and equipment according to occupations; Build a labor market information system, forecast local and national human resources to develop and implement vocational training plans associated with job creation; promote the connection between families - schools - businesses in enrollment, training organization, practice, internship and job creation after graduation...

It can be said that with the drastic participation of the entire political system, in the coming time, the province's vocational education activities will be invested in and developed comprehensively.

Mr. DINH VAN THIEU - Vice Chairman of the Provincial People's Committee: Vocational education plays a very important role in providing high-quality human resources to serve the development of the province. Therefore, vocational education institutions need to innovate comprehensively, taking quality and efficiency as the top priority. From now until the end of 2023, the Department of Labor, War Invalids and Social Affairs is tasked with focusing on researching and hiring a consulting unit to develop a project to plan the development of the network of vocational education institutions in the province for the period 2021 - 2030 and orientation to 2045. The project must have a roadmap and solutions to develop vocational education close to reality, in sync with general education and in line with the current situation and labor needs of the province; focusing on investing in building and upgrading modern facilities and practice equipment.
