The 28th session of the Hanoi City People's Council did not have direct questioning in the hall.

On November 24, the Standing Committee of the Hanoi People's Council, term XVI, held an information conference on the 28th Session (regular at the end of 2025).

According to Permanent Vice Chairman of the Hanoi People's Council Tran The Cuong, at the 28th Session, the 16th Hanoi People's Council considered many reports and resolutions related to social security and socio-economic development of the capital.

With the spirit of "running and lining up at the same time," the Committees of the City People's Council are working urgently, even on days off, to review the submissions, so that when the resolution is passed by the City People's Council, it will be correct and accurate, and soon come into life.

In particular, in the face of the great loss of people in the Central and Central Highlands regions caused by recent floods, the Secretary of the City Party Committee, leaders of the People's Council and People's Committee, especially the Vietnam Fatherland Front Committee of Hanoi City, have called for and allocated funds to support damaged localities and are currently continuing to mobilize.

At the conference, Chief of Office of the National Assembly Delegation and Hanoi People's Council Do Van Truong said that the City People's Council plans to consider 75 contents, including 22 reports and 53 contents to issue resolutions according to its authority.

In addition, at the meeting, the City People's Council is expected to issue many important resolutions contributing to promoting the development of the Capital such as: Hanoi's socio-economic development plan in 2026; Decision on land price list to be announced and applied from January 1, 2026...

Mr. Do Van Truong added that at this session, based on the provisions of the Law and the practical situation, the Standing Committee of the City People's Council collected written opinions from the delegates and received high consensus that the City People's Council would not conduct direct questioning in the hall but would question in writing to save time for law-making work and socio-economic development solutions in 2026.

Notably, at the conference, reporters from news agencies raised questions about a number of issues of public concern such as the Decision on land price list to be announced and applied from January 1, 2026; Evaluation of the settlement of voters' petitions since the implementation of 2-level local government...

Responding to reporters' questions, Head of the Economic and Budget Committee of the Hanoi People's Council Ho Van Nga said that the construction of the new land price list was carried out by the specialized agency of the Hanoi People's Committee in accordance with legal regulations.

With the land valuation method, it can be seen that the specialized agencies of the City People's Committee and the consulting unit have calculated the objective practical factors. The land price list has approached the market price in accordance with the Land Law, ensuring no negative impact on the implementation of projects, socio-economic development and people's lives.

Regarding the settlement of voters' petitions since the implementation of the two-level local government model, Head of the Legal Department of the Hanoi People's Council Duy Hoang Duong said that the People's Councils of communes and wards have ensured smooth and interconnected operations, without interruption in settling voters' petitions.

The 28th session of the Hanoi People's Council, term XVI, 2021-2026, is scheduled to take place on November 26-27, 2025./.
