Efficient exploitation of resources
In the period of 2015 - 2020, Ly Nhan district focused on mobilizing capital sources, including budget capital, mobilized capital from organizations, contributions from people and other capital sources, thereby effectively arranging for investment in building essential infrastructure. The total average development investment capital is estimated at 2,955.8 billion VND/year, exceeding the set target by 465.8 billion VND/year.
Planning and construction work is strictly managed; appraisal, licensing, quality management and acceptance of construction works in the area are well implemented. Publicly organize and strictly manage approved plans such as: Thai Ha Urban Planning, Thai Ha Industrial Park Planning, Tran Thuong Temple Special National Monument Planning, Duc Ban Memorial Planning, district planning, general planning combined with Nhan My and Nhan Hau town zoning... Site clearance for projects is carried out to ensure progress and in accordance with prescribed procedures.
Also during this period, Ly Nhan district coordinated with higher-level functional departments to complete the construction and upgrading of many major traffic projects such as: Thai Ha bridge project, Hung Ha bridge project; the road connecting the two expressways Hanoi - Hai Phong with Cau Gie - Ninh Binh; the project to upgrade National Highway 38B; the project to upgrade Provincial Road 492, ... thereby creating a new look for Ly Nhan district, contributing to ensuring traffic safety and socio -economic development of the locality.
Socio-economic development tasks for the 2020 - 2025 term
The district promotes the exploitation of resources, focuses on allocating investment capital to build essential infrastructure to serve the socio-economic development tasks of the district. Coordinates with all levels and sectors to complete many projects.
Continue to effectively implement Resolution No. 04-NQ/TU, dated April 8, 2016 of the Provincial Party Committee on promoting the development of supporting industries and processing industries as well as Resolution No. 01-NQ/HU dated July 24, 2020 of the 26th Congress of the Ly Nhan District Party Committee, focusing on site clearance, coordinating the construction of synchronous infrastructure, to soon hand over to investors to implement the construction of infrastructure of Thai Ha Industrial Park, creating momentum and breakthrough in the economic development of the district; at the same time, promote investment and call for businesses to invest in infrastructure construction in accordance with the regional planning of Ha Nam province. The industrial development orientation of Ly Nhan district is high-tech industry to limit environmental pollution, supporting industry, processing, industry serving agricultural and rural development.
The project to invest in construction and business of infrastructure of Thai Ha Industrial Park Phase 1 in Ly Nhan District was approved under Decision No. 1643/QD-TTg dated November 15, 2019 of the Prime Minister with a scale of 100 hectares, located at the junction of three provinces of Ha Nam , Thai Binh and Hung Yen, very convenient for transportation and circulation of goods by both road and waterway, promising that when the industrial park completes its technical infrastructure, it will attract many domestic and foreign investors. The factories coming into operation will promote the socio-economic development of Ly Nhan district in particular and the districts in the province in general, especially the people in Bac Ly, Chan Ly and Tran Hung Dao communes, helping to increase budget revenue, creating a new look for the district's agricultural lands to become industrial production areas, attracting surplus labor in the locality, contributing to shifting the labor structure corresponding to the speed of economic restructuring towards industrialization and modernization.
Thai Ha Industrial Park is oriented to develop high-tech, low-environmental pollution industrial sectors, with sectors such as: Mechanical engineering, assembly, automobiles, motorbikes; electricity, electronics, telecommunications, information technology; supporting industries, new materials; processing, preserving agricultural products, food, beverages, milk, etc. In addition, the important strategic location helps Ha Nam have a good advantage in economic, cultural and scientific-technical trade with neighboring provinces, including the capital Hanoi and specific economic development areas of the North, Central and other regions in the country and internationally.
After completion, the industrial park infrastructure will be connected to local traffic routes to form a synchronous traffic system. At the same time, when the industrial park infrastructure is completed, the People's Committee of Ha Nam province will invest in building a number of routes connecting National Highway 38B to the Hanoi - Hai Phong expressway with Cau Gie - Ninh Binh expressway to connect the synchronous traffic network between the provinces of Ha Nam, Nam Dinh, Hung Yen, Thai Binh, creating a driving force to promote the economy from a district specializing in agricultural production to a district with an economy and revenue from the industrial park, while developing spiritual tourism, inter-regional trade and services and the Red River Delta region. In addition, the operation of the industrial park will strongly promote business services in localities in the district, especially in the communes of Bac Ly, Chan Ly, Tran Hung Dao, people will have conditions to do business, develop the economy, develop services right in their hometown to improve their lives. The average income per capita of people in the region will be raised from commercial service revenue sources.
