Comrade Y Thanh Ha Nie Kdam, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation and Comrade Ho Van Muoi, Deputy Secretary of the Provincial Party Committee, Chairman of the Lam Dong Provincial People's Committee attended and chaired the Conference.
Also attending the Conference were comrades: Nguyen Hoai Anh, Alternate Member of the Party Central Committee, Standing Deputy Secretary of the Provincial Party Committee; Bui Thang, Deputy Secretary of the Provincial Party Committee; Le Trong Yen, Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee.

According to the report at the Conference, in the first 8 months of 2025, Lam Dong's industrial production index (IIP) increased by 4.11% over the same period, higher than the scenario of 4.17%. Total retail sales of goods and service revenue are estimated at 165,666.9 billion VND, up 13.23%. Export turnover reached 2,147.9 million USD, up 19.44%. Import turnover reached 1,459 million USD, up 11.72%.

At the working session, the delegation also discussed the implementation of investment projects in the national sector planning related to the energy and mineral sectors in the province. At the same time, it assessed the implementation of decentralized tasks in the industrial and commercial sectors according to the two-level local government model.

Regarding the adjusted Power Plan VIII, Lam Dong has proposed to add 20,530 MW to the plan. Currently, the province has approved 6,598 MW, and the mobilization into the plan has reached 32%. This shows that the potential for energy development needs to be further exploited.

Lam Dong has developed a plan to implement the Power Plan VIII with specific content and progress. The province has reviewed and evaluated the suitability of projects in the planning list with other plans related to national security and defense, and the current status of land plots and land areas.

According to the 866 Plan approved by the Prime Minister, Lam Dong currently has 7 types of planned minerals; of which, bauxite and titanium are two types with great potential. The total reserves of bauxite are about 7 billion tons and titanium 566 million tons, with 17 mining areas covering 15,986 hectares.

Regarding bauxite mineral processing, the two projects Nhan Co and Tan Rai have a capacity of 650,000 tons of alumina per year. The aluminum electrolysis project of Tran Hong Quan Metallurgy Company Limited is also being invested with a capacity of 450,000 tons per year.

Plan 866 proposes to increase the capacity of two existing complexes to 2 million tons of alumina/year and build six new alumina complexes with a capacity of 1-2 million tons/year. Regarding titanium minerals, the province has licensed three titanium slag projects with a total capacity of 96,000 tons/year and three zircon powder projects with a total capacity of 57,000 tons/year, which are now in operation.

Regarding the implementation of decentralization in the industrial and commercial sectors, after the two-level local government came into operation, with many communes being reorganized, the shortage of professional staff became serious, especially in 50/124 communes and wards.
The Chairman of the Provincial People's Committee has authorized the Director of the Department of Industry and Trade to shorten the process and increase initiative. To date, 298 provincial and 18 commune-level administrative organizations have been announced and updated on the national database and the Provincial Public Service Portal.

Despite some encouraging results, the implementation of the industrial and commercial development plan and investment projects in the national sector planning related to the energy and mineral sectors still faces many difficulties and obstacles. Representatives of the departments, offices and institutes under the Ministry of Industry and Trade have contributed many opinions and answered some of the remaining problems of the locality.

Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Ho Van Muoi pointed out a number of solutions that the locality will implement in the coming time and proposed to the Ministry of Industry and Trade a number of urgent issues regarding the implementation of energy projects in areas where bauxite and titanium minerals have been planned that need to be resolved by the locality.
The officers seconded to Lam Dong will be the bridge between the locality and ministries and sectors in solving urgent current issues, including the energy and mineral sectors.
Comrade Y Thanh Ha Nie Kdam, Member of the Party Central Committee, Secretary of Lam Dong Provincial Party Committee

In his concluding remarks at the Conference, Minister of Industry and Trade Nguyen Hong Dien pointed out the economic and social potentials and strengths, especially in the energy sector (solar power, wind power) of Lam Dong.
Lam Dong needs to review the provincial planning based on the overall regional planning and national planning. In particular, industrial centers need to be planned synchronously, linked with transport infrastructure and warehouses. Select reputable contractors to implement projects in the area to promote power projects so that Lam Dong can become the energy center of the country.
