Lam Dong Provincial Police informed that they have initiated a case, prosecuted the accused and executed an arrest warrant to detain 5 subjects to investigate the crime of "Lending at high interest rates in civil transactions".
The subjects include: Doan Bay (63 years old), Lam Thi Phuoc (61 years old), Nguyen Thanh Phap (31 years old), all residing in Phu Thuy ward; Lam Han Tien (52 years old) and Nguyen Thi Bich Tram (31 years old), all residing in Binh Thuan ward.
Through investigation, the police discovered that the group led by Doan Bay had signs of usury activities, so they took professional measures to eradicate it.
Authorities determined that Doan Bay and Nguyen Thanh Phap had lent money to many people at interest rates ranging from 10% to 20% per month, equivalent to 120% to 240% per year, and collected interest daily. The above subjects directly went to collect money and debts from borrowers .
Lam Han Tien and his wife Nguyen Thi Bich Tram introduced borrowers to Doan Bay to benefit together. During the operation, the subjects required borrowers to write loan papers and provide land use rights certificates, housing certificates or documents related to assets.
When borrowers are unable to repay their debts or are late in paying interest, the subjects begin to call and send threatening messages to the borrower's home or workplace to pressure them to pay or transfer assets to pay off the debt.
During the search, the police seized billions of dong in cash; 8 savings books worth about 84 billion dong; 36 certificates of land use rights, house ownership rights, and assets attached to land; 3 land use rights transfer contracts; 2 house mortgage papers and many pieces of jewelry.
From 2020 to present, the subjects have lent many people a total amount of more than 130 billion VND.
