Implementing non-deforestation farming and livestock raising activities according to European Union regulations (EUDR), Lam Ha district identified coordinated solutions to create a strong change in awareness and production actions associated with resource conservation and protection of sustainable forest ecosystems in the area.

According to EUDR regulations, from December 31, 2020, agricultural products originating from production causing deforestation and forest degradation are prohibited from import, including livestock, cocoa, coffee, rubber, soybeans; in which coffee is the main product of the Central Highlands in general, Lam Ha district in particular. To promote agricultural exports to the European market and potential markets of countries such as the United States, Japan, and South Korea, Lam Ha district focuses on completing the digitization of data on planning of 3 types of forests for the period 2021 - 2030, with a vision to 2050, combining a general forest inventory every 10 years, updating high-quality remote sensing images on forested and non-forested land; soon complete the measurement and marking of forest areas for forest owners on maps and in the field, ensuring strict and effective management of forests and forestry land in the area.

At the same time, Lam Ha district built a data system and EUDR forest map including: Current status boundaries according to the time frame of December 31, 2020; forest changes from December 31, 2020 to the implementation time; delimitation of forest types according to planning and usage purposes; delimitation of areas according to the risk level of deforestation and forest degradation. Thereby, connecting the planting area database system helps businesses trace the origin of exported products according to EUDR regulations. Forest owners coordinate with the Forest Protection Department and local authorities to increase patrolling, inspecting forest protection, and monitoring forest protection solutions on managed forest areas for organizations, communities, households, and individuals who are assigned or leased forests.

Lam Ha district also uses the local digital database to identify high-risk deforestation planting areas (intercropping with forests, production risks that harm forests after December 31, 2020); medium risk of deforestation (adjacent to agricultural land and forest land); low risk of deforestation (concentrated planting areas far from forests that have been stably cultivated and are not related to deforestation before December 31, 2020). In addition, support businesses and farmers to increase the coffee production area that meets UTZ, 4C, RA, FAIRTRADE, ORGANIC, RAINFOREST ALLIANCE certification standards; build a product traceability chain system for roasted and ground coffee brands and specialty coffee. In particular, build a traceability system for 100% of coffee products from farmers' gardens to level 3, level 2 and level 1 purchasing agents that meet EUDR requirements. Sustainable coffee products must comply with a set of criteria for assessment and testing of management systems, documentation; health and safety; working conditions; use and management of chemicals; soil protection, waste management; water protection; and protection of biodiversity and ecosystems.

The system of solutions to support livelihood improvement for households and groups of households living and cultivating near forests has been accelerated by Lam Ha district in measuring cadastral maps, granting stable land use rights, in accordance with planning, assessing risks that may lead to deforestation and forest degradation to have management and prevention measures. In addition, integrating national target programs to build sustainable production models to increase people's income, especially for ethnic minorities, people living in areas interspersed with forests, adjacent to forests in remote and isolated areas in the area.

Proactively implementing the above solutions, Lam Ha district aims to expand large-scale agricultural production areas associated with value-added chain processing; encourage the development of modern, effective and long-term agriculture combined with resource conservation, sustainable protection of natural forest ecosystems, meeting all criteria for EUDR certification to expand export markets...
