Con Dao planning won the Special Prize for National Urban Planning

Surpassing hundreds of entries, "Construction management and planning development of Con Dao" was awarded the Special Prize of the 4th National Urban Planning Award (VUPA 2024) organized by the Vietnam Urban Planning and Development Association.

The 4th National Urban Planning Award (VUPA 2024) attracted more than 100 entries, in 6 categories: Construction planning projects; invested and constructed areas; urban environmental quality; rural planning; planning publications; typical organizations and individuals in urban development.

The Organizing Committee awarded 76 best prizes to participating authors, including 2 Special prizes, 26 Gold prizes, 30 Silver prizes, 15 Bronze prizes, 1 Excellent Title and 4 Encouragement prizes.

In which, the work "Construction management and planning development of Con Dao" serving the "Project to adjust the general planning of Con Dao construction, Ba Ria-Vung Tau province to 2045" received the special prize.

According to the People's Committee of Con Dao district, the "Project to adjust the general planning for construction of Con Dao, Ba Ria-Vung Tau province to 2045" was established to suit the orientation of tourism development, protect and promote the value of special national historical relics, exploit and protect the ecology of the National Park, aiming to develop Con Dao into a high-quality, unique sea-island eco-tourism and cultural - historical - spiritual tourist area of ​​regional and international stature with a synchronous and modern technical infrastructure system; branded tourism products, high competitiveness; in line with the policy and orientation on developing Con Dao to 2045.

In addition, the project aims to adjust the general planning for Con Dao construction to meet new requirements in the socio -economic development strategy of Ho Chi Minh City and Ba Ria-Vung Tau province; create feasible conditions for synchronous implementation of solutions to solve problems in population and tourism development with requirements on preserving historical and cultural relics, protecting resources and ecology, ensuring national security and defense. Aiming to develop Con Dao into a branded, highly competitive tourist area, imbued with historical and cultural characteristics, associated with green and smart urban areas...

Accordingly, the planning scope of the project includes the entire administrative boundary of Con Dao district, 16 large and small islands with a total land area of ​​about 7,578.87 hectares and the exploitation of marine space of about 140 hectares.

According to the functional zoning orientation, Con Dao will develop according to the structural model of a special ecological island with a multi-center dispersed structural model. Each area is connected to the natural forest ecosystem and the sea surface. In particular, the regional orientation for natural ecosystem conservation includes: the main island area; small beaches and some small islands...

Priority areas for urban and tourism development include: Con Son central area; Con Dao prison special national relic site; renovated existing residential areas; newly developed urban and tourism areas; separate tourism and resort service areas...

Con Dao will develop according to the structural model of a special ecological island with a multi-center dispersed structural model.

The project also offers many solutions for developing the urban-tourism area, in the direction of preserving, embellishing and promoting the values ​​of Con Dao Relic Site; renovating and embellishing the old quarters; developing low-rise tourist villa architecture; developing green trees combined with expanding the water surface associated with Quang Trung, An Hai and expanded Quang Trung lakes; creating open spaces in Hang Duong Square, Coastal Square... for cultural activities.

Orientation of socio-economic infrastructure system; orientation of technical infrastructure system planning (green, smart technical infrastructure; traffic planning; construction elevation planning; surface drainage planning; power and energy supply planning; information and communication infrastructure planning; water supply planning; wastewater collection and treatment planning; solid waste collection and treatment planning; cemetery and funeral home planning) and environmental protection solutions are researched appropriately and comply with current regulations to ensure suitability with terrain characteristics, general landscape and socio-economic development orientation.

According to the evaluation of the Jury, the “Project to adjust the general planning of Con Dao, Ba Ria-Vung Tau province to 2045” has high practical value, demonstrating modern planning thinking. In particular, the project has proposed breakthrough, suitable and economical solutions for management and development of Con Dao, exploiting terrain and landscape conditions, saving land resources, aiming at sustainable development, adapting to climate change, green and smart urban areas, digital transformation, etc.

Speaking at the 4th National Urban Planning Awards Ceremony (VUPA 2024), Deputy Prime Minister Tran Hong Ha affirmed that urban planning plays a very important role in guiding, being the basis and foundation for urban and rural development and management activities. Urban planning is the art, the scientific social organization of balanced development, the bridge between the past and the future, between humans and nature, the basis for optimizing resources, promoting the value of nature and humans.

Faced with the reality that nature is increasingly being affected by man-made development, the Deputy Prime Minister suggested making green, sustainable development and circular economy thinking a core, consistent principle and mandatory criterion in urban planning; there needs to be a strict screening and appraisal mechanism so that each approved project must have solutions for low-carbon urban areas, green infrastructure, clean energy, climate change adaptation, ensuring safety against natural disasters and other issues.
