Deepen and further substantiate the relationship between the Vietnamese National Assembly and the Russian Federation Parliament

With a rich and scientific schedule of activities and substantial results achieved, it can be affirmed that the official visit of National Assembly Chairman Tran Thanh Man and the high-ranking delegation of the Vietnamese National Assembly to the Russian Federation at the invitation of Chairman of the State Duma of the Russian Federation Vyacheslav Victorovich Volodin and Chairwoman of the Federation Council of the Russian Federation Valentina Ivanovna Matvienko, from September 8-10, was a great success.

The visit contributes to deepening and further substanti- cating the relationship between the Vietnamese National Assembly and the Russian Federation Parliament, affirming that cooperation between the two countries' legislative bodies is an important cooperation channel in the overall Vietnam-Russian Federation Comprehensive Strategic Partnership.

Promoting cooperation commensurate with the Vietnam-Russian Federation Comprehensive Strategic Partnership

This is the first foreign visit of National Assembly Chairman Tran Thanh Man as head of the legislative body and the first high-level visit of a senior Vietnamese leader right after the Russian Federation successfully held the presidential election and completed the government.

During the visit, National Assembly Chairman Tran Thanh Man had a meeting with President of the Russian Federation Vladimir Putin; held talks with Chairman of the State Duma of the Russian Federation VV Volodin and Chairman of the Federation Council of the Russian Federation VI Matvienko.

Affirming that the visit was a great success in accordance with the proposed political plan, Secretary General of the National Assembly and Head of the National Assembly Office Bui Van Cuong said that the host side gave National Assembly Chairman Tran Thanh Man a very sincere and respectful welcome with many ceremonies that went beyond the usual diplomatic ceremonies, demonstrating the feelings of close friendship and comprehensive strategic partnership.

According to Chairman of the National Assembly's Foreign Affairs Committee Vu Hai Ha, the content of the visit was carefully prepared by both sides. Almost all of the highest-ranking leaders of the Russian Federation had talks, meetings, and contacts with National Assembly Chairman Tran Thanh Man.

The content of the talks and meetings was also very profound; the two sides comprehensively discussed the overall relationship between the two countries in all fields: politics, diplomacy, economics, trade, investment, oil and gas, energy, science and technology, education and training, labor, etc.

National Assembly Chairman Tran Thanh Man affirmed that the Party, State and people of Vietnam always attach importance to the friendly and loyal relationship and appreciate the valuable support and assistance that the people of the former Soviet Union and the Russian Federation today have given to Vietnam.

On this occasion, the National Assembly Chairman respectfully conveyed the greetings and best wishes of health from General Secretary, President To Lam and Prime Minister Pham Minh Chinh to the senior leaders of the Russian Federation.

At the talks, the two sides discussed and agreed on measures to promote and expand cooperation commensurate with the tradition and comprehensive strategic partnership between Vietnam and the Russian Federation; coordinate in organizing practical activities to celebrate the 75th anniversary of the establishment of diplomatic relations in 2025; agree to coordinate, supervise, urge, promote and create legal conditions for the executive agencies of the two countries to carry out bilateral cooperation activities in various fields...

Notably, during this visit, National Assembly Chairman Tran Thanh Man and Chairman VI Matvienko signed a new cooperation agreement between the Vietnamese National Assembly and the Federation Council of the Russian Federation Parliament on the basis of inheriting the agreement signed in 2012, opening up new opportunities to strengthen and develop relations between the Vietnamese National Assembly and the Federation Council of the Russian Federation Parliament.

Strengthening political understanding and trust

Within the framework of the visit, National Assembly Chairman Tran Thanh Man and Chairman of the State Duma of the Russian Federation VV Volodin co-chaired the 3rd meeting of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation.

This is the first and highest model of parliamentary cooperation between our National Assembly and a foreign legislative body. The two sides successfully held the first session in 2019 in Russia and the second session in 2023 in Vietnam.

At the end of the session, the Vietnamese National Assembly and the State Duma of the Russian Federation issued a joint statement, stating: The two sides affirmed their readiness to cooperate in legislative work to ensure effective implementation of agreements between the two countries and the heads of the two countries to promote the Vietnam-Russian Federation Comprehensive Strategic Partnership.

The two sides affirmed the need to expand inter-parliamentary relations between Vietnam and the Russian Federation, agreed to strengthen close coordination of actions, both bilaterally and at regional and international forums, coordinate to monitor and promote the effective implementation of the joint statements reached and signed cooperation documents, promote joint efforts to respond to global challenges and implement the 2030 Agenda for Sustainable Development.

Vietnamese Ambassador to the Russian Federation Dang Minh Khoi assessed that the meeting mechanism of the Inter-Parliamentary Cooperation Committee between the National Assembly of Vietnam and the State Duma of the Russian Federation is a very effective, practical mechanism, suitable for the current situation.

The Inter-Parliamentary Cooperation Committee has contributed to monitoring the implementation of the two countries' agreements, urging the implementation of these high-level agreements, and at the same time setting out requirements for the Government as well as ministries and branches to promptly resolve outstanding issues in order to expand cooperation between Vietnam and the Russian Federation.

Affirming that the 3rd session of the Vietnam-Russia Inter-Parliamentary Cooperation Committee was very successful, First Deputy Chairman of the State Duma of the Russian Federation Ivan Ivanovich Melnikov said that an important thing at this session was the participation of both representatives of the Vietnamese and Russian governments.

This helps to resolve many issues specifically and promptly. Notably, right after the visit, on September 11, the 25th meeting of the Vietnam-Russia Intergovernmental Committee on cooperation in the fields of economy, trade and science and technology took place in Moscow.

This is a seamless continuation of activities for Vietnam and Russia to discuss the agreements reached, affirm the effectiveness of bilateral cooperation mechanisms as well as the ability to expand these cooperation mechanisms, commensurate with the Vietnam-Russian Federation Comprehensive Strategic Partnership.

In Moscow, National Assembly Chairman Tran Thanh Man received Chairman of the Communist Party of the Russian Federation Gennady Zyuganov and Chairman of the Party “Just Russia - Patriots - For Truth” Sergey Mironov, thereby contributing to promoting relations between the Communist Party of Vietnam and Russian political parties, contributing to creating an important political foundation for cooperation between the two countries.

The National Assembly Chairman also received representatives of several large enterprises of the Russian Federation such as Gazprom Group; Novatek Group; received the Governor of Rostov province; received representatives of the Vietnam Business Association in Russia... to promote investment cooperation between the two countries.

Taking place right after President Putin's visit to Vietnam in June 2024 and after President To Lam was elected to the position of General Secretary of the Communist Party of Vietnam; and right after the phone call between General Secretary and President To Lam and President Putin on August 8, 2024, this official visit to the Russian Federation by National Assembly Chairman Tran Thanh Man contributes to continuing to implement the foreign policy of the 13th National Congress of the Communist Party of Vietnam on independence, self-reliance, diversification and multilateralization of foreign relations.

In which it is determined: Continue to develop the Comprehensive Strategic Partnership with Russia in a practical and effective manner; strengthen political trust. Promote cooperation in defense, security, oil and gas - energy, science - technology, culture, tourism; effectively implement signed bilateral and multilateral agreements and treaties. Quickly remove major obstacles in cooperation between the two countries on the basis of balancing the interests of both sides, taking into account overall and long-term interests.

The visit also made an important contribution to continuing to consolidate and enhance mutual understanding and political trust between the two countries; enhancing in-depth political exchanges and dialogues at the highest level on the National Assembly channel; and concretizing the content of the "Joint Statement between the Socialist Republic of Vietnam and the Russian Federation on deepening the Comprehensive Strategic Partnership on the basis of 30 years of implementing the Treaty on the fundamental principles of Vietnam-Russian Federation friendship."

At the same time, maintain stability and deepen Vietnam - Russian Federation relations, thereby creating a favorable environment for national development, creating foreign relations, and promoting relations with other important partners./.
