In addition, the Provincial Steering Committee organized surveys and on-site inspections of the current state of exploitation, use, and maintenance of information and cultural equipment (at the commune and hamlet levels), children's games, outdoor sports equipment, and libraries provided in 31 communes and 200 hamlets; and monitored the actual operation of cultural institutions. It also supported and guided localities in implementing and evaluating cultural criteria in the construction of new rural communes, advanced new rural communes, and model new rural communes; and verified cultural criteria in the construction of new rural districts and advanced new rural districts.
Regarding the construction and organization of grassroots cultural and sports facilities, the province currently has 126 out of 148 communes, wards, and towns with standard-compliant Community Cultural, Sports, and Learning Centers; and 643 out of 953 hamlets/neighborhoods with standard-compliant cultural houses. Cultural, artistic, and sports movements are developing in many localities, with numerous suitable activities organized to attract people for recreation and entertainment.
Many clubs and over 1,500 clubs, teams, and interest groups regularly operate at cultural institutions at the commune and village levels, such as: intergenerational self-help clubs, health and wellness clubs, walking clubs, traditional music clubs, singing clubs, ornamental plant clubs, chess clubs, happy family clubs, table tennis clubs, women's and men's volleyball clubs, cycling clubs, aerobics clubs, martial arts clubs, etc., contributing to promptly fulfilling political tasks and serving the cultural and spiritual needs of the people, with at least 30% of their activity time dedicated to serving children and caring for the spiritual well-being of the elderly.
Improving the quality of the movement
According to Nguyen Van Trung, Director of the Department of Culture, Sports and Tourism and Deputy Head of the Steering Committee for the Movement to Build a Culturally Advanced Society in the province, the movement has continued to be maintained and developed throughout the province since the beginning of the year. Improving the quality of the movement, alongside the task of building new rural areas and civilized urban areas, has received attention from all levels, sectors, and society as a whole. People trust and actively participate in and contribute to the movement, contributing to socio -economic development.
Propaganda work in some localities is becoming increasingly in-depth with diverse forms, disseminating legal education tailored to each target group and area, contributing to raising people's legal awareness. Many grassroots cultural institutions are operating effectively. Propaganda work is being strengthened through cultural and artistic activities, sports, and community learning.
The management of sound-emitting devices in community cultural and artistic activities has made significant progress; civilized practices in weddings, funerals, and festivals are implemented according to regulations; social vices are curbed; the quality of life for people is improved in a civilized and progressive direction; and family relationships and neighborly solidarity are strengthened.
According to Nguyen Van Trung, Director of the Department of Culture, Sports and Tourism: In the last six months of 2025, the province will continue to stabilize the organizational structure and staff of cultural affairs; consolidate the Steering Committee for the movement in the new administrative units, ensuring that the Steering Committee has sufficient capacity and prestige to lead and direct the movement effectively. The operational regulations of the Steering Committee will be revised, with specific assignments of tasks for each member in accordance with their functions, duties, and areas of expertise.
Furthermore, a thorough review and assessment of the impact of the restructuring on the movement is necessary, ensuring appropriate arrangements regarding cultural facilities, operating funds, dedicated staff, and the organization of activities at cultural institutions to avoid disruption or negative impacts on improving the physical and spiritual well-being of the people and on the preservation and promotion of traditional cultural values. Advice and guidance should be provided on adjusting the criteria for cultural titles to suit the new unit after the merger; and support should be given to maintaining the movement's activities in the communes.
