On the morning of November 4, discussing the socio-economic situation, National Assembly deputies mentioned the issue of preventing and combating waste. Delegate Nguyen Thanh Nam (Phu Tho) affirmed that it is necessary to use land resources economically for socio-economic development.
Delegates also acknowledged slow changes in a number of sectors and fields in the arrangement, innovation, and improvement of operational efficiency of agricultural and forestry companies; and the rearrangement and handling of houses and land facilities that are public assets of central agencies located in the locality.
The Party, State and National Assembly have given instructions on the responsibilities of organizations, especially the accountability of leaders for abandoned land, land used for the wrong purpose, and agricultural and forestry land that has been recovered but has no plan for use.
“Putting the fight against waste in the same position as fighting corruption and negativity. However, the sad reality is that there are localities that are very active and proactive in proposing and implementing socio-economic development projects according to approved plans and schemes with these land funds, but they face many barriers and obstacles, leading to the inability to optimally and effectively exploit land resources, leaving the land crying and people lamenting,” Mr. Nam expressed.
He said one of the reasons was the difficulty in determining the scope and sequence between the arrangement of handling public assets and land recovery.
Delegates earnestly request ministries and branches to continue to consider and resolve to create the fastest conditions for localities to exploit land funds within the allocated quota. In addition, promptly transfer houses and land managed by ministries and branches but not in need to locality for economic development, especially locations that have been abandoned for decades.
Also talking about waste, delegate Nguyen Huu Thong ( Binh Thuan ) said that this is not a new content because every year the National Assembly discusses and evaluates it, but it is not old because it is always topical.
According to the delegates, President Ho Chi Minh always focused on preventing and combating waste. He advised, “Corruption, waste and bureaucracy are the enemies of the people, the army and the Government”. He also pointed out, “Corruption is harmful, but waste is sometimes even more harmful: It is more harmful than corruption because waste is very common…”.
Mr. Thong mentioned the waste in "covered projects" and "shelved projects" that up to now have no complete and accurate statistics, but this figure is not less than hundreds of thousands of billions of VND. That is not only a financial figure but also the waste and consequences surrounding it such as: waste of land resources, waste of development opportunities... that are not fully measured and above all, it is a waste of people's trust.
Delegates named wind power and solar power projects that have been invested in but not yet put into operation, or thousands, hundreds of thousands of apartments that have been built and then left empty or unfinished, "standing alone with time"...
Mr. Thong said that regardless of the cause, it must be determined that this is the wealth and resources of society and the country and needs to be resolved. The National Assembly and the Government's consideration of policies and mechanisms to resolve difficulties and obstacles is to accompany and create development, not to legitimize violations.
Delegates hope that the Government will continue to direct ministries, branches and localities to review and evaluate projects and works with institutional problems such as: projects through inspection, examination, investigation, judgment, projects with slow implementation due to lack of synchronization of legal documents... to propose solutions.
He proposed issuing specific, pilot mechanisms for a number of projects to implement, evaluate and replicate, in order to promote social resources for national development.
According to delegate Pham Hung Thang (Ha Nam), the issue that many voters are concerned about is the situation of the two hospitals Bach Mai and Viet Duc, branch 2 in Ha Nam.
He suggested that the Government and the Prime Minister pay attention to directing relevant ministries, branches and units to thoroughly handle the problems and backlogs so that these two hospitals can soon be put into operation. "If possible, I propose that the National Assembly allow this content to be included in the resolution on the socio-economic development plan for 2025," the delegate proposed.
Fighting waste like fighting corruption, the country will stand firm in the new era
