On the morning of November 4th, during discussions on the socio -economic situation, National Assembly deputies addressed the issue of preventing and combating waste. Deputy Nguyen Thanh Nam (Phu Tho) affirmed the need to use land resources economically for socio-economic development.

Delegates also noted slow progress in some sectors and fields in restructuring, reforming, and improving the efficiency of agricultural and forestry companies; and in reorganizing and handling public land and buildings owned by central government agencies located in the locality.

The Party, the State, and the National Assembly have issued directives regarding the responsibilities of organizations, especially the accountability of their leaders, for abandoned land, land used for improper purposes, and agricultural and forestry land that has been reclaimed but lacks a plan for its use.

"The fight against waste is considered on par with the fight against corruption and negative practices. However, the sad reality is that some localities are very active and proactive in proposing and implementing socio-economic development projects according to approved plans and schemes using these land funds, but they encounter many obstacles and impediments, leading to the inability to optimally and effectively exploit land resources, leaving people in despair," Mr. Nam expressed.

He argued that one of the reasons was the difficulty in defining the scope and sequence between the arrangement and handling of public assets and land reclamation.

Delegates earnestly requested that ministries and agencies continue to consider and resolve issues, creating the quickest possible conditions for localities to conveniently exploit land within the allocated quotas. In addition, they urged the prompt transfer of land and buildings managed by ministries and agencies but not currently needed by localities for economic development, especially those locations that have been left vacant for decades.

Also speaking about wastefulness, delegate Nguyen Huu Thong ( Binh Thuan ) said that this is not a new issue because the National Assembly discusses and evaluates it every year, but it is not outdated because it is always relevant.

According to the delegates, President Ho Chi Minh always emphasized the prevention and combating of waste. He warned, "Corruption, waste, and bureaucracy are enemies of the people, the army, and the government." He also pointed out, "Corruption is harmful, but waste is sometimes even more harmful: It is more harmful than corruption because waste is so widespread…".

Mr. Thong mentioned the wastefulness in "stalled projects" and "projects left unfinished," noting that while there are no complete and accurate statistics to date, the figure is no less than hundreds of trillions of dong. This is not just a financial figure, but also encompasses the waste and consequences surrounding it, such as: wasted land resources, wasted development opportunities… which are immeasurable, and above all, a waste of public trust.

Delegates listed wind and solar power projects that had been invested in and constructed but not yet put into operation, as well as thousands or hundreds of thousands of apartments that were built but left vacant or unfinished, standing defiantly against the passage of time…

Mr. Thong argued that regardless of the cause, it must be recognized that this is the wealth and resources of society and the country, and that it needs to be addressed. The National Assembly and the Government considering and implementing policies to resolve these difficulties and obstacles is about supporting and fostering development, not legitimizing wrongdoing.

Delegates hope the Government will continue to direct ministries, departments, and localities to review and assess projects and works that have institutional obstacles, such as projects subject to inspection, investigation, or court rulings, and projects that are delayed due to inconsistent legal regulations, in order to propose solutions.

He proposed the issuance of a special, pilot mechanism for certain projects to implement evaluation and scaling up, in order to leverage social resources for national development.

According to delegate Pham Hung Thang (Ha Nam), a matter of great concern to many voters is the situation of the Bach Mai and Viet Duc hospitals' second facilities in Ha Nam.

He suggested that the Government and the Prime Minister pay close attention to and decisively direct relevant ministries and units to resolve outstanding issues so that these two hospitals can soon become operational. "If possible, I propose that the National Assembly allow this content to be included in the resolution on the socio-economic development plan for 2025," the representative suggested.
