Heavy rain and floods for many days due to the impact of storm No. 11 (storm Matmo) have caused severe damage to many localities in Lang Son province. The province recorded over 1,050 billion VND in damage, however, there were no human casualties.

Heavy damage

According to the report of the People's Committee of Lang Son province, the province has about 5,100 affected households (10 collapsed houses, 1 house was severely damaged, 6 houses were severely damaged, 2 houses were partially damaged, 2,158 houses were flooded, 2,577 houses were isolated, 249 houses were damaged by landslides, 55 houses were at risk of landslides, 42 ancillary structures were damaged).

Preliminary estimates show that over 3,894 hectares of rice and 1,028 hectares of crops and vegetables were flooded, 30 hectares of fruit trees were broken, and 58 hectares of forest were broken due to the impact of storm No. 11.

Natural disasters also affected 9 educational facilities; 668 traffic points were eroded and flooded; many bridges, tunnels and roads were partially flooded, with landslides of over 50,165m3.

According to the report of Lang Son Electricity Company, in the whole province, 29 electric poles were broken and flooded, causing widespread power outages, affecting nearly 46,500 customers. In the heavily flooded communes (Van Nham, Yen Binh, Tuan Son, Quy Hoa, Thien Hoa...), the telecommunication network was cut off, and communication was affected.

In the whole province, there are over 100 irrigation works/items (including reservoirs, dams, pumping stations, canals, etc.) damaged and suffered varying degrees of damage such as: seepage through the dam body, subsidence of the upstream and downstream dam slopes, landslides of the slopes causing silting and landslides of the canals; roofs blown off, walls of pumping stations collapsed, and electrical cabinets of pumping stations flooded due to rapid floodwater rise.

In particular, on the afternoon of October 7, a part of the dam shoulder about 4m long and 3-4m deep broke at Bac Khe 1 hydroelectric dam, Tan Tien commune (Kim Dong commune, old Trang Dinh district), causing damage of about 50 billion VND.

Response, prevention, control and overcoming of consequences

Before, during and after the storm made landfall, Lang Son province established working groups led by leaders of the Provincial Party Committee, People's Committee, People's Council and members of the Provincial Civil Defense Command to inspect key areas, promptly grasp information, and direct the work of preventing, combating and overcoming the consequences of storms and floods in the area effectively, minimizing damage to the people and the State.

Lang Son province has mobilized more than 5,000 officers and soldiers, including police, soldiers, militia, and social organizations to actively help people evacuate people and property, participate in searching for missing people, restore traffic on landslide-affected roads, support affected families, and overcome the consequences after the natural disaster.

Along with that, Lang Son province mobilized 29 ST450 boats, 45 cars, 6,000 life jackets, more than 5,500 life buoys; the National Civil Defense Steering Committee also supported 2 ST450 boats, 2 ST660 boats; 5,000 life jackets, 5,000 round buoys, 300 plastic rafts; 6 decoy guns; 1,500 kg of dry food... to participate in the rescue work and evacuate more than 16,350 people.

According to Lieutenant Colonel Nguyen Van Tien, Deputy Chief of Staff of Lang Son Provincial Military Command, the unit has directed officers and soldiers to use all measures, forces, means of the province and reinforcements to quickly support people affected by floods.

Lang Son Provincial Military Command determined to implement well the "4 on-the-spot" motto to quickly and effectively handle situations that arise, resolutely not letting people lack necessary necessities.

Acknowledging and promptly supporting people's losses, the working delegations also promptly visited, encouraged, and gave relief gifts to people in many flooded areas in the province, and at the same time directed functional forces to deploy measures after the water receded.

According to comrade Doan Thu Ha, Deputy Secretary of the Provincial Party Committee, Head of the Internal Affairs Committee of Lang Son Provincial Party Committee, for areas where the water has receded, it is necessary to quickly implement measures to clean the environment and houses; organize disinfection spraying; continue to implement measures to overcome infrastructure problems, repair houses... so that people can soon stabilize their lives.

At the same time, on October 8, the Ministry of National Defense transported 4 helicopter flights carrying relief goods to the people of Van Nham, Tuan Son and Yen Binh communes. The Prime Minister also signed a decision to support Lang Son with 30 billion from the budget reserve to help the province overcome the immediate damage caused by storm No. 11.

Many other provinces, organizations, businesses and individuals inside and outside the province have also transferred support money to the people who suffered damage through the Fatherland Front Committee of Lang Son province. Since October 8, it has been recorded that there have been many trips of trucks carrying necessities by relief groups and delegations of people in many localities across the country to the people in flooded areas of Lang Son province.

Comrade Doan Thanh Cong, Provincial Party Committee member and Secretary of the Provincial Youth Union, said: "The Provincial Youth Union Standing Committee has directed all levels of the province's Youth Union to establish rapid response teams to be present at key points, participate in building dikes, reinforcing embankments, bracing houses, relocating assets and supporting people to evacuate to safety."

"Currently, the youth volunteer force is continuing to clean up mud, clean schools, medical stations, and cultural houses, helping people stabilize their lives soon; at the same time, supporting the provision and distribution of necessities, clean water, essential items, and harvesting crops to help farming households. We continue to connect and mobilize social resources to support affected people to overcome immediate difficulties," the Provincial Youth Union Secretary added.

Mr. Pham Hoang Tung, Hanoi city, said: "As soon as I learned that storm No. 11 caused a lot of damage to people in Lang Son, I and some of my companions directly brought food such as: water, bread, vegetables... and generators to Lang Son to support with the desire to encourage both mentally and materially to help people stay strong and soon overcome difficulties."
