- On August 6, a working delegation led by Mr. Dinh Huu Hoc, Permanent Vice Chairman of the Provincial People's Council, inspected the implementation of the Ly Thai To Street Extension Project and the Lang Son City Residential and Resettlement Area (now in Dong Kinh Ward).
Attending the inspection were leaders of departments, branches and sectors; leaders of Dong Kinh Ward People's Committee.
The Ly Thai To Street Extension Project and Lang Son City Residential and Resettlement Area is a key project of the province with a total investment of 690.3 billion VND. The project implementation period is from 2023 to 2026. Of which, the total area required for site clearance (GPMB) to implement the project is 24.51 hectares of 550 affected cases.
Up to now, the units have issued land recovery notices with an area of over 23.33 hectares for 512 cases. At the same time, 290/512 cases with an area of 5.6 hectares have been measured and counted, the progress of project implementation steps is still slow compared to the plan. Currently, the project's site clearance work still faces some difficulties such as: households still have questions about low compensation and support prices; some households have not cooperated in measuring and counting; the issuance of land prices by Dong Kinh Ward People's Committee is still slow, affecting the progress of approving compensation and support plans; the proposal of resettlement areas is still slow...
During the discussion at the inspection session, representatives of the units provided additional information to clarify the difficulties and obstacles in the project's site clearance. On that basis, the units proposed solutions to speed up the site clearance progress such as: speeding up the construction process, approving specific land prices; Dong Kinh Ward People's Committee strengthens coordination with relevant units to carry out site clearance work immediately after specific land prices are available; strengthens propaganda and mobilization work to mobilize people to hand over the site.
Concluding the meeting, the Standing Vice Chairman of the Provincial People's Council requested the People's Committee of Dong Kinh Ward to continue completing documents and procedures to approve specific land prices according to the proposed plan. For cases that have been counted, the ward needs to carry out land clearance and handover to investors in October 2025 and for households that have not completed the counting, it is in November 2025. At the same time, focus on clearing the area and handing over the site to implement the road project in November 2025. In addition, in August 2025, the People's Committee of Dong Kinh Ward must hand over part of the site so that the investor can start the project.
The Provincial Construction Investment Project Management Board reviews the conditions of the project's resettlement area; organizes the project to start before August 30 and arranges human resources and machinery to organize construction as soon as the site is available. At the same time, review the conditions of the resettlement area, ensuring that the technical infrastructure meets the resettlement arrangements for households before September 15.
The Provincial Land Fund Development Center coordinates with units to complete the inventory of the remaining cases that have not been completed before October 20. For the cases that have been inventoried, the unit needs to quickly complete the land acquisition plan and coordinate with the Dong Kinh Ward Economic Infrastructure Department for appraisal. In addition, the unit needs to continue to closely coordinate with the Dong Kinh Ward People's Committee to speed up the progress of measurement and inventory.
The Department of Agriculture and Environment, the Department of Construction and related units continue to coordinate, guide and support the People's Committee of Dong Kinh Ward to complete documents and procedures related to the project.
