
According to information gathered during the inspection, local authorities have proactively implemented measures to prevent and mitigate the effects of Typhoon No. 13, such as relocating residents to safe and secure areas; barricading dangerous areas; and providing food assistance. Many households have also proactively reinforced their homes with sandbags and water containers.
Vice Chairman of the People's Committee of Phan Thai Binh City inspected the reinforcement work at residential areas, schools, and medical centers; the relocation of residents from unstable houses to safe areas; and areas damaged by previous floods.

The Vice Chairman of the City People's Committee acknowledged the timely response to Typhoon No. 13 and the efforts to mitigate the damage caused by the recent floods and heavy rains by the localities.
While emphasizing that the storm's trajectory is constantly changing and is expected to make landfall tonight, the Vice Chairman of the City People's Committee urged localities and residents to absolutely not be complacent.
Local leaders continued to vigorously implement storm response measures, completing them by the afternoon of November 6th; prioritizing the deployment of forces to evacuate people, especially households and elderly people living alone, to safe shelters; for those who refused to evacuate, coercive measures were enforced to ensure the safety of people's lives.
