Leaders of Lang Son Provincial People's Committee worked with Electricity Corporation - TKV: Consider adjusting some investment projects in the area - Lang Son Newspaper and Radio and Television Station

- On the afternoon of May 13, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, had a working session with the Electricity Corporation - TKV (Vietnam National Coal - Mineral Industries Group) led by Mr. Ngo Tri Thinh, General Director of Electricity - TKV to discuss the adjustment. project Na Duong II Thermal Power Plant and the project to build an ash and slag storage yard for Na Duong Thermal Power Plant in the 2013-2015 period.

Also attending the meeting were leaders of departments and branches of Lang Son province and Loc Binh district.

According to the General report Electricity Company - TKV, the project to build a slag and ash storage yard for Na Duong Thermal Power Plant in the 2013-2015 period was approved by the People's Committee of Lang Son province in Document No. 216/UBND-KTN dated April 8, 2010.

Mr. Ngo Tri Thinh, General Director of Electricity - TKV spoke at the meeting.

The project's objective is to build an ash and slag disposal site to serve the dumping work for the Na Duong Thermal Power Plant in the period of 2013-2015, with a vision to 2020, ensuring safety and not affecting the surrounding residential area and environment. The entire disposal site is designed on an area of 162 hectares, however, in the period of 2013-2015 and vision to 2020, the land area planned for dumping is 57.93 hectares.

Leaders of the Department of Finance discussed some related contents at the working session.

Regarding the project implementation progress, up to now, the project has completed the consulting work and completed the site clearance work for an area of 57.979 hectares. The People's Committee of Lang Son province has also allocated land for a dumping site with an area of over 9.64 hectares (Decision No. 1012/QD-UBND dated June 2, 2020).

The Na Duong II Thermal Power Plant project was approved by the People's Committee of Lang Son province for investment policy and investor approval in Decision No. 619/QD-UBND dated April 1, 2024 with a total land use area of 11.0491 hectares, of which 10.095 hectares is land for long-term use and 0.9541 hectares is land for temporary use for construction.

The project scale has a designed capacity of 110MW. The total investment capital is 4,089 billion VND. The project's operating period is 50 years from the date the investor is decided to lease the land.

In the process of implementing the investment steps of the two projects, the Electricity Corporation - TKV encountered a number of difficulties and problems. In particular, the main problems were related to land allocation to implement items related to the two projects, especially the lack of land allocation area to implement the ash and slag disposal site and auxiliary items.

Faced with the difficulties encountered, the Electricity Corporation - TKV proposed to the leaders of the People's Committee of Lang Son province a number of issues related to the two projects. In particular, the Electricity Corporation - TKV requested to stop implementing the two projects to carry out the steps to establish a new project complex.

At the meeting, leaders of relevant departments, agencies and branches of the province and leaders of Electricity Corporation - TKV discussed a number of contents related to the proposals and recommendations of Electricity Corporation - TKV.

After listening to the report and recommendations of the Electricity Corporation - TKV and opinions from relevant departments and branches of the province, speaking at the working session, Comrade Luong Trong Quynh, Vice Chairman of the Provincial People's Committee, highly appreciated the efforts and cooperative spirit of the Electricity Corporation - TKV in the process of implementing projects invested by the Corporation in the province.

He emphasized that in recent times, the Provincial People's Committee has been very active and proactive in directing relevant departments, branches and localities to closely monitor, coordinate, guide and remove many obstacles to provide maximum support for the implementation of related projects.

Regarding the proposal of the Electricity Corporation - TKV, the Vice Chairman of the Provincial People's Committee assigned the provincial departments and branches to continue to closely coordinate with the Electricity Corporation - TKV to study two options.

In which, option 1 is to consider the feasibility of separating an area of 48.15 hectares from the existing Na Duong Thermal Power Plant Ash and Slag Dump project to serve the Na Duong II Thermal Power Plant project.

Option 2 is to establish a new project with this area aiming to build an ash and slag dump, a gypsum dump, environmental treatment facilities and a production area, storing construction materials from ash and slag, gypsum for the two projects: Na Duong Thermal Power Plant Ash and Slag Dump and Na Duong Thermal Power Plant II.

The Vice Chairman of the Provincial People's Committee also requested the departments, branches and the Electricity Corporation - TKV to specifically assess the legality, planning suitability and land management of each option. After completing the report on both options, submit it to the competent authority for consideration.
