Ambassador Nguyen Nguyet Nga - The mark of raising the level of multilateral diplomacy, the mindset of 'contributing, building, shaping'

When mentioning Ambassador Nguyen Nguyet Nga, we cannot fail to mention her contributions to Vietnam's important policies and guidelines on international integration and multilateral diplomacy. Notable among them are Resolution 22 of the Politburo on international integration, Directive 25 of the Secretariat on promoting and elevating multilateral diplomacy...

Ambassador Nguyen Nguyet Nga also made many important contributions to major multilateral events organized by Vietnam since the early 2000s, from the 5th Asia-Europe Meeting (ASEM) Summit (2004), the 9th ASEM Foreign Ministers' Meeting (2009), the first National Conference on "Multilateral diplomacy in the 21st century - policy recommendations for Vietnam" (2014), APEC Year 2017, culminating in the APEC Summit Week in Da Nang city, the TPP Ministerial Meeting during the APEC Summit Week 2017...

The Ambassador also left a deep impression in promoting major regional and international initiatives, including participating in the negotiations of the Trans -Pacific Partnership Agreement (TPP), promoting the formation of the Comprehensive and Progressive Agreement for Trans -Pacific Partnership (CPTPP), promoting the EU to establish a cooperation mechanism with the Mekong sub-region (Mekong-Danube) within the framework of the Asia-Europe Cooperation Forum (ASEM), building the APEC Vision to 2040...

Always concerned and concerned about the country's international integration, still saying that "I know nothing about economics and integration, and was assigned to the Department of International Cooperation", she has actually devoted a lot of effort and intelligence to research, summarize and promote great ideas about international integration and multilateral diplomacy. Summarizing Vietnam's integration journey since 1995 when Vietnam joined ASEAN, she was the one who promoted the mindset of needing to shift from "signing, participating" to the mindset of "contributing, building, shaping". Summarizing from the first Free Trade Agreement (FTA) that Vietnam participated in, AFTA, to the FTAs that Vietnam negotiated and signed later, she was the one who emphasized to localities and businesses that the period from 2018 to 2030 is the period that must focus on "implementation and execution".

During the process of drafting Directive 25 of the Secretariat on promoting and enhancing multilateral diplomacy, she pondered, thought, and edited countless days and nights. She said, "We must remember the three core words of Directive 25: core, leading, and reconciling." Building the APEC Vision as Vice Chair of the APEC Vision Group, she did countless studies, assessments, made presentation slides, and read documents. She said that APEC must have "peace, self-reliance, and connectivity", must have priorities on trade and investment, digitalization and innovation, and prosperity for the people in the region.... Those ideas have contributed to shaping Vietnam's policies and guidelines on international integration and multilateral diplomacy over the past decade, as well as shaping the vision of the Asia-Pacific region and APEC.

She has always been the center connecting women, forming the Network of female Ambassadors - Department Heads through the periods.

Ms. Nga is passionate and dedicated to women's work, including international cooperation on gender equality, ASEAN women's solidarity, and connecting women in the diplomatic sector. She is the one who founded the ASEAN Community Women's Group in Hanoi (ACWH) and is the first Honorary President of the Group, with many initiatives and "first" marks.

She led, gathered, and united women, establishing the Network of Female Ambassadors and Department Heads of the Ministry. She devoted herself to working with the women in the Ministry to create the Yearbook "75 years of Vietnamese Diplomatic Tradition: Female Diplomats and the Journey of Innovation and Integration of the Country". She said, "This yearbook is very meaningful, to inspire future generations of female cadres because it is hard for women to do diplomacy". Most recently, when Prime Minister Pham Minh Chinh met for the first time with representatives of international and Vietnamese female diplomats on the occasion of the United Nations International Women's Day and the 80th Anniversary of the establishment of the Diplomatic Sector, the women in the Ministry all had the same thoughts and confided in each other. On occasions like this, everyone thought of Ms. Nguyet Nga, of her efforts, dedication, and enthusiasm to gather and unite women.

A talented, exemplary, dedicated, devoted, strict leader who spares no effort in training and educating future generations.

Thinking about this makes me cry. After about 10 years of working directly under her direction, the image of an intelligent, visionary, strategic leader who closely monitors all tasks from the biggest to the smallest; a strict but close sister who scolds but only because she "wants to train us", "doesn't want us to be silly like this". A teacher who always guides from work to daily life.

She educated and shared about personality, about living with integrity, with love and gratitude. She meticulously asked us to rewrite each thank you letter to international partners and friends, each thank you letter to the agencies that supported us. She shared her personal life with us, taught the girls about being a wife, a mother, a daughter-in-law, how to raise children, how to cook, how to cook quickly because working in a multinational company is very busy... Work is too stressful. She said she would go buy fabric to make a dress at noon, get a haircut, and not work anymore...

The thoughts just keep on going and can't stop. So many memories keep coming back, no matter how much I write, it still feels like it's not enough, no matter how much I say, I still can't see all of your contributions and efforts.

A few lines as a word of gratitude, remembrance and love for you, the Chief, the Teacher, the Sister of many of us, the officers of the Multilateral Economic Department. Thinking of you, forever brings gratitude, admiration, respect, and a steadfast sisterly love that will never fade.
