Promote cashless payments
One of the key tasks being promoted by the entire industry is to implement non-cash payment of pensions and social insurance benefits, contributing to the goal of national digital transformation. In Dong Ha ward, out of 3,900 monthly beneficiaries, the rate of receiving via ATM accounts reached nearly 69% (2,685 people), while more than 1,200 people still receive cash. Currently, Dong Ha ward has been actively coordinating with the Social Insurance and commercial banks to promote propaganda and support people to register.
Mr. Nguyen Van Kiet, Vice Chairman of Dong Ha Ward People's Committee, said: "The good news is that through propaganda and policy dissemination sessions, people have raised awareness and realized the practical benefits of receiving pensions and social insurance benefits through bank accounts. At the conference on implementing the payment of pensions and social insurance benefits without cash for people in the ward that was recently held, the Social Insurance and related units mobilized 100 people to register. In the coming time, we will continue to integrate communication in many forms, including through neighborhood party cell meetings to increase the rate, contributing to completing the goal of national digital transformation."

However, at social insurance facilities in mountainous, remote and isolated areas, due to the large and difficult terrain, the rate of receiving through ATM accounts is still low. For example, at Khe Sanh Social Insurance facility (managing 7 communes), as of September 30, 2025, out of a total of 932 beneficiaries, only 63.7% (594 people) received through accounts. The rate of receiving cash is up to 36.3% because this area has few bank branches and ATMs, forcing people to travel far, incurring additional travel costs to withdraw money. However, when propagandized and mobilized, people still support this policy.
Mr. Ho Quoc Vuot, in Hamlet 3, Khe Sanh Commune, shared: “I think this is a major policy of the Party and the State, bringing practical benefits to the people. Receiving pensions and subsidies through personal accounts helps beneficiaries to conveniently and proactively receive money every month, not having to depend on a fixed payment schedule at a centralized point as before, while ensuring more safety and transparency than receiving cash.”
Also in remote areas, another difficulty that social insurance units are facing is that the health insurance coverage rate is still low compared to the general level of the whole province. For Minh Hoa Social Insurance, after the 2-level local government model came into operation, the unit responsible for managing the area of 6 communes, as of October 2025, the health insurance coverage rate only reached 62.05% of the population, a sharp decrease compared to 2024. The number of cards decreased mainly due to the subjects that had been supported such as near-poor households, who did not re-participate when the term expired. The reason is that people's awareness is still based on the mindset of waiting, lack of self-awareness, and even the mentality of buying cards only when they are sick or in pain.
Director of Minh Hoa Social Insurance Dinh Huu Nam said: “In the coming time, the unit will further strengthen propaganda and mobilize people to participate in voluntary social insurance and family health insurance to complete the target for 2025. At the same time, advise the commune-level steering committee to complete the operating regulations and assign members to regularly carry out propaganda, in villages and residential groups. Strengthen the coordination between the Social Insurance agency and local authorities at 2 levels to directly go to each commune, support and resolve problems related to social insurance and health insurance policies for people right at the locality”.
"Sprint" in the last months of the year
As of September 30, 2025, the provincial Social Insurance has achieved many positive results in developing the number of participants in social insurance, health insurance, and unemployment insurance with a total of 1,716,677 people, reaching 92% of the plan assigned by the Vietnam Social Insurance. Of which, the group participating in compulsory social insurance reached 129,463 people (reaching 91% of the plan), the group participating in unemployment insurance reached 117,708 people (reaching 93% of the plan), an increase of 3,423 people compared to the same period last year. Notably, voluntary social insurance recorded 58,348 participants, although only reaching 62% of the plan, it has grown impressively with 5,993 people compared to the same period last year. For health insurance, the number of participants is 1,411,158 people, reaching a population coverage rate of 90% (reaching 94.1% of the plan), an increase of 7,633 people compared to the previous quarter.

Regarding collection, by the end of September 2025, the whole province had collected 5,428,773 million VND, an increase of 598,651 million VND compared to the same period last year and reaching 75.3% of the plan assigned by Vietnam Social Security. This collection rate is 3.8% higher than the required progress, showing the efforts of the whole industry with 16/17 units achieving and exceeding the collection progress, of which the 3 units with the highest increase are the Provincial Social Security Office, Minh Hoa Social Security and Trieu Phong Social Security.
In the last months of 2025, the provincial Social Insurance will accelerate and drastically implement synchronous solutions to develop participants in social insurance, health insurance, and unemployment insurance. In particular, it will strengthen collection and reduce late payment, improve the quality of health insurance appraisal, strictly control medical examination and treatment costs to effectively use the health insurance fund and ensure maximum benefits for participants.
Director of the Provincial Social Insurance Tran Anh Tuan said: “The Provincial Social Insurance identifies improving the quality of service to the people as one of the key tasks. Accordingly, we will continue to closely coordinate with relevant units to implement the plan of the Vietnam Social Insurance on organizing the assessment of the satisfaction level of organizations and individuals with the service of the Social Insurance agency in 2025. Organize conferences to propagate social insurance and health insurance policies and laws to effectively support the development of participants. In particular, promote propaganda and mobilize people receiving monthly pensions and social insurance benefits to make payments through non-cash payment methods. At the same time, urgently collect, update and supplement personal identification numbers/citizen identification cards of participants to the National Population Database to complete the system and improve the quality of service to the people.”
