Promoting comprehensive cooperation between Vietnam and the state of New Mexico (USA)

From October 20-24, the working delegation of the Consulate General of Vietnam in San Francisco led by Consul General Hoang Anh Tuan paid a working visit to the state of New Mexico, one of the 11 states on the West Coast of the United States belonging to the consular area of ​​the Consulate General.

The working trip aims to strengthen cooperation between Vietnam and the state of New Mexico in the areas of the state's strengths and Vietnam's priorities such as economy, energy, technology and higher education, contributing to the celebration of the 30th anniversary of the establishment of diplomatic relations between the two countries, and further developing the Vietnam - US Comprehensive Strategic Partnership.

Strengthening economic and energy cooperation

On October 21, at the New Mexico State Government building in the capital city of Santa Fe, Consul General Hoang Anh Tuan had a working meeting with Lieutenant Governor Howie Morales and Secretary of Economy Rob Black.

The exchange took place in a sincere atmosphere, demonstrating the determination of both sides in promoting cooperation between Vietnam and the state of New Mexico – an emerging energy and technology center of the Southwest region of the United States.

New Mexico is now the second-largest oil-producing state in the United States, behind only Texas, and about five times more than Alaska, according to Lieutenant Governor Howie Morales. In addition to oil, the state is expanding its liquefied natural gas (LNG) production capacity to meet export demand, while developing clean energy projects to balance growth and environmental protection.

“New Mexico wishes to expand international cooperation in energy exploitation, processing and export, and Vietnam is a leading potential partner in Asia,” he affirmed.

New Mexico Secretary of Economy Rob Black said the state is focused on building an industrial ecosystem that combines traditional energy, high-tech, and advanced manufacturing. New Mexico is investing heavily in developing itself into one of the twelve U.S. High-Tech Hubs and an industrial base for the entire North American supply chain.

He highly appreciated the potential for cooperation with Vietnam in the fields of research, investment and technology transfer, especially in the semiconductor, new materials and logistics industries, LNG and beef exports, with a convenient transport axis connecting to the West Coast seaport (Long Beach/Los Angeles).

Consul General Hoang Anh Tuan affirmed that Vietnam attaches importance to cooperation with dynamic US states, in which New Mexico can become a “new bright spot” in cooperation in the state’s strengths such as energy, technology and high-value supply chains, as well as education and training. He expressed his belief that the similarity in sustainable development vision will open up many specific cooperation opportunities in the coming time.

On the same afternoon, the delegation had a meeting with the New Mexico Biotechnology and Biomedical Technology Association (NMBio) with the participation of dozens of Association members including businesses, scientists and experts in the state's biomedical and pharmaceutical fields.

The exchange took place in an open atmosphere, demonstrating a common interest in research cooperation, innovation and human resource training in the field of biotechnology.

NMBio representative said that New Mexico is strongly developing research centers and startup incubators in the biomedical field, which combine the private sector, universities, national research institutes and national laboratories. Vietnam is considered a potential partner thanks to its rapid development in medicine, vaccine technology and young and trained human resources.

Consul General Hoang Anh Tuan shared about Vietnam's orientation in biotechnology development, highlighting areas of potential cooperation such as gene technology, pharmaceutical production, AI in disease diagnosis and treatment, as well as cooperation in training and research.

The Vietnamese Consul General in San Francisco emphasized: “Vietnam has a great need for high-tech transfer and high-quality human resource training in biomedicine. Cooperation with New Mexico will bring practical benefits to both sides – combining US research capacity with Vietnam's market and human resources.”

The two sides agreed to continue to exchange and explore the possibility of connecting Vietnamese businesses and research institutes with biotechnology centers of New Mexico state in the coming time.

Cooperation in education and training, research and development of science and technology, including quantum

On October 22, in Albuquerque, the Consul General and the delegation worked with the President of the University of New Mexico (UNM), Professor Garnett S. Stokes, and leaders of many schools of UNM. The two sides discussed cooperation in the fields of scientific and technical research, which are the strengths of the university, and international student training.

Ms. Stokes and leaders and lecturers of UNM faculties and schools shared about UNM's strengths; expressed their impressions of Vietnamese students studying at UNM; and affirmed their desire to expand cooperation programs and exchange lecturers and students between UNM and major universities in Vietnam. There are currently about 80 Vietnamese students studying at UNM.

Professors also said that UNM University is trusted by the federal and state governments to promote innovation and develop high-tech centers, including participating in the construction of the Quantum Technology Center, with the goal of making New Mexico one of the twelve high-tech centers in the United States.

Consul General Hoang Anh Tuan highly appreciated the training quality of UNM University and said he would support the connection between the school and Vietnamese partners, especially in the fields of quantum technology, artificial intelligence and data science.

On October 23 in Las Cruces, Consul General Hoang Anh Tuan worked with New Mexico State University (NMSU), met and discussed with NMSU President Dr. Valerio Ferme and leaders and lecturers of several schools under NMSU.

NMSU President Dr. Ferme introduced NMSU's strengths in training and research in fields such as engineering, computer science, AI and cybersecurity, high-tech agriculture and social sciences. Both sides shared the desire to strengthen cooperation in training and research, especially in the fields of high technology, AI, drones and sustainable high-tech agriculture.

The Consul General said that promoting educational cooperation and sending Vietnamese students to study at state universities is one of the priorities of the Vietnamese Consulate General in San Francisco. He emphasized: “Education is a long-term bridge between the two nations. We wish to expand student exchange programs, graduate students and short-term courses between Vietnam and the state of New Mexico.”

During the discussion, professors and lecturers at the School of Computer Science and the School of Engineering of NMSU expressed their appreciation for the important and positive contributions of Prof. Dr. Tran Cao Son - an intellectual of Vietnamese origin and the head of research at the School of Computer Science - to the strong development of training and research of the School, as well as the excellent learning and research results and positive contributions of Vietnamese lecturers and doctoral students at NMSU in recent times.

Meet intellectuals and promote learning and research opportunities in the state of New Mexico

During his time at NMSU, Consul General Hoang Anh Tuan and the delegation met with a number of Vietnamese professors and scientists who are teaching, as well as Vietnamese graduate students studying for doctoral degrees in AI, physics, computer science and mathematics at NMSU.

The Consul General listened to the young scientists' sharing, encouraged their learning spirit, and affirmed that the Consulate General will always accompany and support the Vietnamese intellectual community to successfully integrate and maintain connections with their homeland.

Also during this working trip to New Mexico, the delegation learned about and was introduced to the high-quality and affordable university study opportunities in the state of New Mexico. Representatives from NMSU and UNM said that the state of New Mexico applies a preferential tuition policy for international students if they have a high school degree - with a minimum of one year of high school in the state.

Thanks to state government support, tuition and living costs are significantly lower than in many other US states, while the quality of education is highly regarded, especially in engineering, AI, drones and quantum information technology.

The Consul General assessed this as a good educational model, suitable for the study abroad needs of Vietnamese students, helping them have the opportunity to access advanced US education in a safe environment, education associated with practical application, research and efficiency.

Journey to connect the future

At the end of the working trip, Consul General Hoang Anh Tuan expressed his deep impression of the dynamic development of New Mexico state, the spirit of cooperation and hospitality of leaders, businesses and academia.

He said the trip not only opens up new cooperation opportunities in energy, technology, education, training and research, but also affirms the increasingly practical role of regional/local international cooperation in Vietnam-US relations.

The Consul General shared before concluding the working trip: “We see in New Mexico a partner with great potential, openness and receptiveness. These meetings are an important first step to strengthen the connection of knowledge, energy and creativity between the two sides – for the common benefit of the people of Vietnam and the United States.”

The working trip of the Vietnamese Consulate General in San Francisco to the state of New Mexico has contributed to deepening the friendship and trust between the two sides, opening up new directions for cooperation in the fields of energy, technology, biomedicine and education. This is an important first step, laying the foundation for a sustainable partnership, together towards development, innovation and common prosperity between Vietnam and the US state of New Mexico.

New Mexico is an emerging energy, manufacturing, and technology hub in the Southwestern United States, with a vibrant border industrial park and trade gateway with Mexico.

The New Mexico state government is investing $5 billion to implement a digital infrastructure project in the border industrial park in the southern part of the state. New Mexico is using its border advantage to attract new investment in the fields of digital infrastructure, data centers, high-tech equipment manufacturing and energy, with the goal of turning New Mexico into a closed-loop manufacturing-computing/digital data-logistics cluster, elevating New Mexico's role from a "trade border gate" - a gateway in a number of strategic trade sectors, to a "frontline industrial base" for the entire North American supply chain.

New Mexico State University (NMSU) located in Las Cruces and the University of New Mexico (UNM) located in Albuquerque are two leading universities in the state of New Mexico, with a reputation for education and research, and have been training many international students with different programs.

These two cities are the two largest economic, scientific, educational, and innovation centers of the state of New Mexico.
