47th ASEAN Summit: Prime Minister Pham Minh Chinh meets with Thai Prime Minister Anutin Charnvirakul

On the afternoon of October 27, on the occasion of attending the 47th ASEAN Summit in Malaysia, Prime Minister Pham Minh Chinh met with Thai Prime Minister Anutin Charnvirakul.

Prime Minister Pham Minh Chinh and Thai Prime Minister Anutin Charnvirakul expressed their pleasure at the positive development of relations between the two countries.

Thai Prime Minister Anutin Charnvirakul expressed his pleasure at meeting Prime Minister Pham Minh Chinh at the Conference and thanked the Prime Minister for calling and sending a letter congratulating him on his election as Prime Minister of Thailand.

Prime Minister Anutin Charnvirakul affirmed that Vietnam is one of Thailand's important partners in Southeast Asia; and expressed his desire to cooperate with the Vietnamese Prime Minister to strengthen comprehensive cooperation between the two countries.

The two Prime Ministers expressed their pleasure at the positive development of Vietnam-Thailand relations, especially the official upgrading of relations to a Comprehensive Strategic Partnership in May 2025 ; and agreed to closely coordinate in developing an action program to implement bilateral relations in the new phase.

Prime Minister Pham Minh Chinh expressed his deepest condolences on the passing of Queen Mother Sirikit; highly appreciated Thailand's continued position as Vietnam's largest trading partner and second-largest investment partner in ASEAN; proposed that the two sides coordinate and strive to achieve the target of US$25 billion in bilateral trade turnover in a balanced manner, through facilitating further market opening and removing obstacles; and explore the establishment of joint ventures to jointly control prices, explore new markets, and strengthen cooperation in mutually beneficial areas, especially the application of new technologies in oil and gas exploration and liquefied natural gas (LNG) cooperation.

The two leaders highly appreciated the importance of implementing the "Three Connections" Strategy on the basis of ensuring mutual benefits and advantages, especially connecting supply chains, connecting human resource training, and connecting transportation and tourism ; they agreed to soon establish a joint working group and develop an action program to exchange ideas, build the content and specific plan for implementing this Strategy.

Regarding security cooperation, the Prime Minister reaffirmed the importance of strengthening coordination and information exchange in combating terrorist and reactionary organizations; ensuring that no individual or organization is allowed to use the territory of one country to act against another.

The two leaders agreed to strengthen cooperation in education and training, people-to-people exchanges, and local connections; and to promote cultural exchange programs, especially in the year marking the 50th anniversary of the establishment of diplomatic relations between the two countries (2026), in order to deepen understanding and strengthen ties between the people of the two countries, especially the younger generation.

The Prime Minister of Thailand welcomed Vietnam's efforts in combating illegal, unreported, and unregulated (IUU) fishing; and agreed to cooperate and support the enhancement of IUU prevention capabilities, aiming to lift the EU's "yellow card".

The two leaders agreed on the need to strengthen cooperation, maintain solidarity and unity within ASEAN; promote ASEAN's central role in international and regional issues, including the sustainable management and use of Mekong River water resources; ensure peace, stability, security, safety, and freedom of navigation and overflight in the South China Sea region on the basis of international law and UNCLOS 1982; fully and effectively comply with the DOC Declaration and promptly achieve the COC Code of Conduct.
