
The press conference was chaired by Senior Lieutenant General Pham The Tung, Deputy Minister of Public Security; Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu; Director of the Department of Cyber Security and High-Tech Crime Prevention and Control (Ministry of Public Security), Major General Le Xuan Minh; Chief of Office of the Ministry of Public Security, Major General Nguyen Quoc Toan; Director of the Department of Law and International Treaties, Ministry of Foreign Affairs Nguyen Dang Thang, along with representatives of diplomatic missions, international organizations, as well as a large number of domestic and foreign reporters.
Speaking at the press conference, Senior Lieutenant General Pham The Tung, Deputy Minister of Public Security, said that according to statistics, during the two days of the event, the Convention Opening Ceremony welcomed more than 2,500 delegates from 110 countries, 150 international, regional and private organizations, and more than 50 research institutions. This number exceeded the forecast of the Organizing Committee, demonstrating the deep interest of the international community in the event held for the first time in Vietnam.
The signing ceremony received great attention from domestic and foreign news agencies and newspapers, with 400 reporters from 180 press agencies, helping the entire event to be conveyed to the public fully, comprehensively and quickly.
The event was also broadcast live on the United Nations web TV system, facilitating wide dissemination to all agencies of the organization, with an interpretation system in the six official languages of the United Nations, ensuring full access and monitoring of the program content.
According to the Deputy Minister, the most outstanding result of the event was that 72 countries signed the Convention in two days (October 25-26), of which 64 countries signed right at the plenary session. This wide response shows the global influence of the Convention, covering all geographical areas, from 19 Asia- Pacific countries, 21 African countries, 19 European Union countries to 12 Latin American countries. The United Nations assessed that this is one of the largest convention signing ceremonies in the past 10 years.
At the event, 71 speeches were delivered by representatives of countries, international organizations and technology corporations, which were meaningful for the implementation of the Convention. Opinions, sharing and recommendations were presented in 8 thematic workshops and 37 side events jointly organized by international organizations, businesses and technology corporations. All took place in a lively, constructive and cooperative atmosphere.
The Heads of Delegation attending the Opening Ceremony had important meetings and discussions with senior leaders of Vietnam. The parties highly appreciated Vietnam's viewpoint, commitment and determination in promoting innovation, especially in the fields of digital technology and cyber security.
Deputy Minister Pham The Tung said that the reception work was highly appreciated by the United Nations and international friends for its professionalism and respect, demonstrating Vietnam's hospitality. Security work was absolutely guaranteed, with close and smooth coordination between the Ministry of Public Security, the Ministry of Foreign Affairs, the Hanoi People's Committee and relevant agencies, and was considered a model in organizing international events in Vietnam.

According to Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu, the most important result of the signing ceremony and the High-Level Conference of the United Nations Convention against Cybercrime is that Vietnam, together with member countries, has ensured conditions for the Convention to be implemented soon.
Deputy Minister Nguyen Minh Vu said that according to regulations, the Convention takes effect when at least 40 countries ratify it, so the signing by 72 countries at the opening ceremony is an important premise for the Convention to soon come into effect and be implemented in practice, contributing to the formation of a closer global cooperation mechanism in preventing and combating cybercrime.
Deputy Minister Nguyen Minh Vu also said that the organization of the Summit and the sideline seminars also brought about many practical results, with many opinions highly appreciating the role of international cooperation and the need to quickly implement the Convention in the context of increasingly complex and widespread cybercrime on a global scale.
Deputy Minister Nguyen Minh Vu also affirmed that the successful hosting of the event contributes to affirming Vietnam's international position, when Hanoi is not only a city for peace, but also becomes a symbol of global responsibility and commitment. The event demonstrates Vietnam's policy of not only participating in, but also proactively leading and shaping multilateral forums, especially in the field of digital governance and technology cooperation.
On the sidelines of the signing ceremony, a technology exhibition took place, gathering many domestic and international technology corporations and enterprises, introducing initiatives to promote innovation, digital transformation and improve socio-economic life. The event helped international friends better understand the image of the dynamic, creative and integrated Vietnamese country and people, as well as our country's balanced, responsible and constructive approach to global issues.

At the press conference, representatives of the Ministry of Public Security and the Ministry of Foreign Affairs answered questions of interest to the press. In response to reporters' questions about putting the Hanoi Convention into effect in practice, Major General Le Xuan Minh, Director of the Department of Cyber Security and High-Tech Crime Prevention (Ministry of Public Security) said that the implementation of the Convention has many new issues, so to put the Convention into practice, it is necessary to standardize the laws of countries, coordinate implementation from the highest level to the people who participate in cyberspace every day.
According to Major General Le Xuan Minh, the Hanoi Convention is the expectation of countries and the United Nations; it plays a very important role in forming a new cooperation framework. Vietnam was chosen as the first country to sign the Convention, showing that although it is a developing country, Vietnam has demonstrated the prestige and responsibility of a country in the United Nations, a country responsible for ensuring security and safety in cyberspace. In the coming time, Vietnam will continue to play a role in realizing the Convention into practice, so that people, businesses... can join hands to effectively implement the Convention.
