During his meeting with Chinese Premier Li Qiang , Prime Minister Pham Minh Chinh congratulated China on successfully holding the 4th Plenary Session of the 20th Central Committee and developing its 15th Five-Year Plan with a focus on high-quality development. The Prime Minister also informed the Prime Minister about Vietnam's new theoretical and practical achievements and the preparations for the 14th National Congress of the Communist Party of Vietnam.
The two Prime Ministers highly appreciated the positive and comprehensive progress in Vietnam-China relations.

Prime Minister Pham Minh Chinh proposed that both sides effectively utilize existing coordination mechanisms and strategic exchanges between the two countries; and elevate the pillar of cooperation in defense and security. The Prime Minister emphasized the importance of railway cooperation for the development of each country, suggesting that both sides make good use of the Vietnam-China Joint Railway Cooperation Committee mechanism, giving the highest priority to this key area of cooperation. The Prime Minister also requested that China actively cooperate with Vietnam on preferential loans, railway human resource training, and cooperation in building a railway industrial complex.
The two Prime Ministers discussed measures to respond to developments in tariff policies; and proposed specific measures to promote healthier and more balanced economic and trade relations.
Prime Minister Pham Minh Chinh proposed that China continue importing high-quality agricultural products from Vietnam; that both sides promote the expansion of smart border gate models, actively research cross-border economic cooperation models; cooperate in electricity connectivity and accelerate the implementation of aid projects...
Prime Minister Li Qiang affirmed that the Chinese State Council is ready to work with the Vietnamese Government to promote substantive cooperation, especially in the areas of economy and trade, high-quality investment, and railway infrastructure connectivity.
During the meeting, the two sides had a frank, sincere, and constructive exchange on maritime issues in accordance with the high-level common understanding on controlling and resolving disagreements effectively, contributing to maintaining peace, stability, and development in the region and the world.
Meeting with South Korean President Lee Jae-myung, Prime Minister Pham Minh Chinh expressed his pleasure at the more than 30 years of building and developing relations between the two countries, especially after they upgraded their relationship to a Comprehensive Strategic Partnership.
President Lee Jae-myung affirmed that South Korea has always considered Vietnam an important partner in implementing its foreign policy in the region and is ready to stand alongside Vietnam in its next stage of development.

The two leaders agreed to expand substantive cooperation in defense and security; strengthen economic, trade, and investment cooperation; realize the vision of making cooperation in science and technology, innovation, and digital transformation a new pillar in their relationship; and continue to enhance cooperation in the fields of labor, culture, tourism, and local exchanges.
Both sides also agreed to coordinate more closely on regional and international issues of mutual concern, including Vietnam's support for South Korea in successfully hosting the APEC 2025 Summit and South Korea's support and readiness to share experience with Vietnam in successfully hosting the APEC Year 2027.
Meeting with Indonesian President Prabowo Subianto , the two leaders agreed to limit the application of technical barriers to each other's goods.
President Prabowo Subianto acknowledged Vietnam's efforts and agreed to support the European Union in lifting the yellow card imposed on illegal, unreported, and unregulated (IUU) fishing as soon as possible.
The two leaders agreed to strengthen cooperation in the fisheries sector and effectively implement the Memorandum of Understanding on Fisheries Cooperation signed in 2024, aiming for the sustainable development of the fisheries industry and marine economy.
Meeting with New Zealand Prime Minister Christopher Luxon , Prime Minister Pham Minh Chinh stated that 2025 marks a particularly important milestone for both countries as Vietnam and New Zealand, and ASEAN and New Zealand, celebrate the 50th anniversary of the establishment of diplomatic relations and partnership, and upgrade their relationship to a Comprehensive Strategic Partnership.

Prime Minister Christopher Luxon highly appreciated Vietnam's positive contribution as the coordinating country for ASEAN-New Zealand relations from 2024-2027 to the overall success of the special summit commemorating the 50th anniversary of ASEAN-New Zealand relations. He emphasized that Vietnam is a leading partner of New Zealand in the region and New Zealand is ready to provide practical support in areas tailored to Vietnam's development needs.
The two leaders agreed to finalize and sign the action plan for implementing the Vietnam-New Zealand Comprehensive Strategic Partnership for the period 2025-2030 as soon as possible, creating a basis for cooperation in specific areas, with clear timelines and resources.
Both sides agreed on the need for more breakthrough measures to bring bilateral trade turnover to US$3 billion by 2026.
