At the meeting with Chinese Premier Li Qiang , Prime Minister Pham Minh Chinh congratulated China on successfully organizing the 4th Central Conference of the 20th tenure, building the 15th five-year plan with a high-quality development orientation. The Prime Minister also informed about Vietnam's new theoretical and practical achievements, and preparations for the 14th National Party Congress.
The two Prime Ministers highly appreciated the good and comprehensive progress of Vietnam-China relations.

Prime Minister Pham Minh Chinh suggested that both sides promote coordination mechanisms and strategic exchanges between the two countries; and raise the level of cooperation pillars in defense and security. The Prime Minister emphasized the importance of railway cooperation for the development of each country, and suggested that both sides promote the mechanism of the Vietnam-China Railway Joint Cooperation Committee, giving the highest priority to this key area of cooperation. The Prime Minister also suggested that China actively coordinate with Vietnam on preferential loans, railway human resources training and cooperation in building a railway industrial complex.
The two Prime Ministers discussed measures to respond to developments in tariff policies and specific measures to promote healthy and more balanced economic and trade relations.
Prime Minister Pham Minh Chinh suggested that China continue to import high-quality agricultural products from Vietnam; the two sides promote the expansion of smart border gate models, actively study cross-border economic cooperation models; cooperate in electricity connection and speed up the implementation of aid projects...
Prime Minister Li Qiang affirmed that the Chinese State Council is ready to work with the Vietnamese Government to promote substantive cooperation, especially in economics, trade, high-quality investment, and railway infrastructure connection.
At the meeting, the two sides had a frank, sincere, and constructive exchange on maritime issues in line with the spirit of high-level common awareness on controlling and resolving disagreements, contributing to maintaining peace, stability, and development in the region and the world.
Meeting with South Korean President Lee Jae-myung, Prime Minister Pham Minh Chinh expressed his delight that the two countries have had more than 30 years of building and developing, especially after the two countries upgraded their relationship to a Comprehensive Strategic Partnership.
President Lee Jae-myung affirmed that South Korea always considers Vietnam an important partner in implementing foreign policy in the region and is ready to accompany Vietnam in the next stage of development.

The two leaders agreed to expand substantive cooperation in defense and security; strengthen economic, trade and investment cooperation; realize the vision of making science and technology cooperation, innovation and digital transformation a new pillar in the relationship; and continue to strengthen cooperation in the fields of labor, culture, tourism and local exchanges.
The two sides also agreed to coordinate more closely on regional and international issues of mutual concern, including Vietnam's support for the Republic of Korea to successfully organize the APEC Summit 2025 and the Republic of Korea's support and willingness to share experience with Vietnam in successfully organizing the APEC Year 2027.
Meeting with Indonesian President Prabowo Subianto , the two leaders agreed to limit the application of technical barriers to each other's goods.
President Prabowo Subianto acknowledged Vietnam's efforts and agreed to support the European Union in promptly removing the yellow card for illegal, unreported and unregulated (IUU) fishing.
The two leaders agreed to strengthen cooperation in the fisheries sector and effectively implement the Memorandum of Understanding on fisheries cooperation signed in 2024, towards jointly developing the fisheries sector and sustainable marine economy.
Meeting with New Zealand Prime Minister Christopher Luxon , Prime Minister Pham Minh Chinh said that 2025 marks a particularly important milestone for both countries when Vietnam - New Zealand, ASEAN - New Zealand together celebrate the 50th anniversary of establishing diplomatic relations and partnership, and at the same time upgrade the relationship to Comprehensive Strategic Partnership.

Prime Minister Christopher Luxon highly appreciated Vietnam's active contribution as the coordinator of ASEAN-New Zealand relations for the 2024-2027 period to the overall success of the special summit to celebrate 50 years of ASEAN-New Zealand relations. He emphasized that Vietnam is New Zealand's leading partner in the region and New Zealand is ready to support in practical areas according to Vietnam's development needs.
The two leaders agreed to soon complete the development and signing of an action program to implement the Vietnam-New Zealand Comprehensive Strategic Partnership for the 2025-2030 period to create a foundation for cooperation in specific fields, with clear implementation deadlines and resources.
The two sides agreed that more breakthrough measures are needed to bring two-way trade turnover to 3 billion USD by 2026.
