The Prime Minister assigns tasks to Deputy Prime Ministers

(Chinhphu.vn) - Prime Minister Pham Minh Chinh has just signed Decision No. 2369/QD-TTg dated October 27, 2025 on the assignment of tasks of Deputy Prime Ministers.

Deputy Prime Minister Nguyen Hoa Binh , Permanent Deputy Secretary of the Government Party Committee

Deputy Prime Minister Nguyen Hoa Binh, Permanent Deputy Secretary of the Government Party Committee.

a) Perform the duties of Permanent Deputy Prime Minister.

b) Monitoring and direction: Government Inspectorate, Government Office .

c) On behalf of the Prime Minister, directly monitor and direct the following areas of work:

- Crime prevention.

- Prevent and combat corruption, negativity, and waste; inspect and resolve complaints and denunciations.

- Amnesty.

- Judicial reform. Coordination of work between the Government, the Supreme People's Court and the Supreme People's Procuracy.

- Content related to the International Financial Center in Vietnam.

- Handling and removing difficulties and obstacles related to long-standing projects nationwide (handling slow-progressing and ineffective projects and enterprises in the industry and trade sector is monitored and directed by Deputy Prime Minister Ho Duc Phoc).

- Approve investment policies and direct, inspect, urge, and handle arising issues of investment projects under authority according to assigned fields.

d) Duties: Head of the Central Steering Committee for National Target Programs for the period 2021 - 2025; Head of the Steering Committee for reviewing and removing difficulties and obstacles related to long-standing backlog projects nationwide; Chairmen of National Councils and Committees, Heads of Steering Committees, Chairman of the Council for appraising planning in related fields.

d) On behalf of the Prime Minister, direct the implementation of Government work when the Prime Minister is absent and is authorized by the Prime Minister.

a) Monitoring and direction: Ministry of Education and Training, Ministry of Health.

b) On behalf of the Prime Minister, directly monitor and direct the following areas of work:

- Education, training; vocational education.

- Social issues. Drug addiction management. Implementation of the National Target Program on Drug Prevention and Control until 2030.

- Health, population, family and children.

- Approve investment policies and direct, inspect, urge, and handle arising issues of investment projects under authority according to assigned fields.

c) Duties: Chairman of the National Council for Education and Human Resources Development; Chairman of the Central Council for National Defense and Security Education; Chairman of the National Committee for AIDS, Drug and Prostitution Prevention and Control; Head of the Central Inter-sectoral Steering Committee on Food Safety and Hygiene; Chairman of National Councils and Committees, Heads of Steering Committees, Chairman of the Council for Appraising Planning in Related Fields.

d) Other tasks assigned and authorized by the Prime Minister.

- Approve investment policies and direct, inspect, urge, and handle arising issues of investment projects under authority according to assigned fields.

c) Duties: Chairman of National Councils and Committees, Head of Steering Committees, Chairman of the Council for appraisal of planning in related fields.

a) Monitoring and direction: Ministry of Justice.

b) On behalf of the Prime Minister, directly monitor and direct the following areas of work:

- Institution building, building a socialist rule of law state.

- Handling international disputes and complaints.

- Approve investment policies and direct, inspect, urge, and handle arising issues of investment projects under authority according to assigned fields.

c) Duties: Chairman of National Councils and Committees, Head of Steering Committees, Chairman of the Council for appraisal of planning in related fields.

d) Other tasks assigned and authorized by the Prime Minister.

Deputy Prime Minister Bui Thanh Son monitors and directs the fields of work, ministries, agencies and tasks assigned in Decision No. 401/QD-TTg dated February 25, 2025 of the Prime Minister (points b, c, d, dd, Clause 6, Article 2), including:

b) Monitoring and direction: Ministry of Foreign Affairs, Ministry of Industry and Trade.

c) On behalf of the Prime Minister, directly monitor and direct the following areas of work:

- Diplomacy and foreign relations.

- Official development assistance (ODA) and preferential loan mobilization.

- Foreign non-governmental aid, foreign non-governmental organizations.

- International integration; monitoring, directing negotiations and implementation of bilateral and multilateral international commitments.

- Vietnam's relations with international and regional organizations.

- Border work and East Sea - Island issues.

- Overseas Vietnamese affairs and foreign issues in Vietnam.

- Human rights issues.

- Prevent smuggling and trade fraud.

- Industry; trade - import and export; petroleum storage and supply, logistics services.

- Ensure energy, use energy economically and efficiently.

- Approve investment policies and direct, inspect, urge, and handle arising issues of investment projects under authority according to assigned fields.

d) Duties: Chairman of the Vietnam - China Bilateral Cooperation Steering Committee; Head of the State Steering Committee on Land Border Demarcation and Marker Planting; Head of the Human Rights Steering Committee; Head of the State Steering Committee for important national programs, works and projects, key energy sector projects; Head of the National Steering Committee against smuggling, trade fraud and counterfeit goods; Chairman of National Councils and Committees, Head of Steering Committees, Chairman of the Council for Appraisal of Planning in Related Fields.

d) Other tasks assigned and authorized by the Prime Minister.

Deputy Prime Ministers: Tran Hong Ha, Ho Duc Phoc, Nguyen Chi Dung, Mai Van Chinh continue to monitor and direct the areas of work, ministries, agencies and tasks assigned in Decision No. 401/QD-TTg dated February 25, 2025 of the Prime Minister.

- Transportation; ensure traffic order and safety.

- Resources and environment; climate change.

- Agriculture and rural development, new rural construction; flood and storm prevention, search and rescue.

- Poverty reduction.

- National key projects, basic construction investment projects under the authority of assigned fields.

- Economic zones, industrial zones, export processing zones.

- General mechanisms and policies on bidding (resolving bidding-related work in specialized fields under the direction of Deputy Prime Ministers in charge of the field).

b) On behalf of the Prime Minister, directly monitor and direct the following areas of work:

- Investment plan; forecast and macroeconomic management policy.

- Finance, prices; currency, banking; capital market, stock market; financial investment sources; state reserves.

- State budget expenditure, use of State budget reserves, Financial Reserve Fund, Foreign Exchange Reserve Fund and other State Funds; issuance of government bonds.

- Salary and social insurance policy.

- Arrange and innovate state-owned enterprises.

- General mechanisms and policies on public asset management (resolving work related to public asset management in specialized fields directed by Deputy Prime Ministers in charge of the field).

- Approve investment policies and direct, inspect, urge, and handle arising issues of investment projects under authority according to assigned fields.

c) Duties: Chairman of the National Financial and Monetary Policy Advisory Council; Chairman of the National Steering Committee on the ASEAN Single Window Mechanism, the National Single Window Mechanism and Trade Facilitation; Chairman of the National Council on Sustainable Development; Head of the Central Steering Committee on reforming wage policies, social insurance and incentives for people with meritorious services; Head of the Steering Committee for Enterprise Innovation and Development; Head of the Steering Committee for handling shortcomings and weaknesses of a number of slow-progressing and ineffective projects and enterprises in the industry and trade sector; Chairman of National Councils and Committees, Heads of Steering Committees, Chairman of the Council for appraisal of planning in related fields.

a) Monitoring and direction: Ministry of Science and Technology, Vietnam Academy of Science and Technology, Vietnam Academy of Social Sciences.

b) On behalf of the Prime Minister, directly monitor and direct the following areas of work:

- Science and technology; innovation; digital transformation.

- Developing business types. Collective economy, cooperatives.

- Foreign direct investment (FDI), Vietnam's investment abroad.

- Content related to semiconductor industry, artificial intelligence (AI)...

- National master plan, regional plan, provincial plan.

- Approve investment policies and direct, inspect, urge, and handle arising issues of investment projects under authority according to assigned fields.

c) Duties: Chairman of the National Planning Council; Head of the Steering Committee for innovation and development of collective economy and cooperatives; In charge of the Vietnam - Laos Intergovernmental Committee; Chairman of the National Councils and Committees, Head of the Steering Committees, Chairman of the Council for appraisal of plans in related fields and national master plans, regional plans, and provincial plans.

d) Assist the Prime Minister in monitoring, directing and managing the implementation of tasks and activities of the Socio-Economic Subcommittee to present to the 14th National Congress of the Party.

d) Assist the Prime Minister in developing the innovation ecosystem nationwide and abroad.

e) Other tasks assigned and authorized by the Prime Minister.

Deputy Prime Minister Mai Van Chinh continues to monitor and direct the fields of work, ministries, agencies and tasks assigned in Decision No. 401/QD-TTg dated February 25, 2025, including:

a) Monitoring and direction: Ministry of Ethnic Minorities and Religions, Ministry of Culture, Sports and Tourism.

b) On behalf of the Prime Minister, directly monitor and direct the following areas of work:

- Ethnicity, religion.

- Culture; tourism; physical education and sports.

- Media, press, publishing.

- Implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021 - 2030 period, and the National Target Program on Cultural Development for the 2025 - 2035 period.

- Approve investment policies and direct, inspect, urge, and handle arising issues of investment projects under authority according to assigned fields.

c) Duties: Head of the State Steering Committee on Tourism; Chairman of National Councils and Committees, Head of Steering Committees, Chairman of the Council for appraisal of planning in related fields.

d) Other tasks assigned and authorized by the Prime Minister.

Decision No. 2369/QD-TTg takes effect from October 27, 2025.
