Attending the workshop were representatives of the Government Office , Ministry of National Defense, Ministry of Public Security, Ministry of Industry and Trade, Ministry of Finance, Ministry of Science and Technology, Ministry of Agriculture and Rural Development, Ministry of Culture, Sports and Tourism, Ministry of Education and Training, Ministry of Home Affairs, Ministry of Justice, along with the online participation of Vietnamese representative agencies abroad.
Speaking at the opening of the workshop, Permanent Deputy Minister Nguyen Minh Vu emphasized that in the context of the rapidly evolving, complicated and unpredictable world and regional situation, Vietnamese representative agencies abroad have carried out the highest goal of serving the national interests, on the basis of the fundamental principles of the United Nations Charter and international law; promoting the will of independence, self-reliance, proactive integration and improving the effectiveness of international cooperation.
The Deputy Minister acknowledged the efforts of the staff at the representative agencies to overcome difficulties and challenges, especially in the work of protecting citizens, supporting the overseas Vietnamese community to overcome the pandemic, promoting the spirit of solidarity, mutual love, and looking towards the Fatherland.
The Permanent Deputy Minister said that after nearly 16 years of implementation, summarizing the implementation of the Law on Vietnamese Representative Agencies Abroad is an urgent requirement, helping to comprehensively assess the implementation results, clearly identify advantages, difficulties and obstacles, thereby proposing solutions to perfect mechanisms and policies to improve the effectiveness and efficiency of the representative agency system in the new period.

The workshop also heard 15 presentations and many enthusiastic opinions , becoming an in-depth forum, connecting theory and practice, between the Ministry of Foreign Affairs with ministries, branches and Vietnamese representative agencies abroad.
Delegates highly appreciated the work of synthesizing and building a report summarizing the implementation of the Law, recognizing the important contributions of the representative agency system in implementing the foreign policy of the Party and State, serving as a bridge between Vietnam and the world and a solid support for the Vietnamese community abroad.
Many opinions affirmed that representative agencies have promoted their role in political, economic, cultural diplomacy, foreign information and citizen protection; the legal system has been gradually improved, creating a favorable legal corridor for the activities of representative agencies.
In addition to the achieved results, the Workshop also pointed out difficulties and limitations that need to be overcome, such as: some legal regulations are still overlapping and lacking in uniformity; financial mechanisms and budget allocation are not suitable for the specific characteristics of working abroad; policies for officials and members of representative agencies are not compatible with regional and international standards; guidance on consular work and administrative procedures are not flexible enough for each locality.

| Concluding the workshop, Permanent Deputy Minister Nguyen Minh Vu highly appreciated the enthusiastic and profound opinions of the delegates, and affirmed that the Ministry of Foreign Affairs' continued development and improvement of the system of Vietnamese representative agencies abroad is one of the key tasks of the Ministry of Foreign Affairs in the coming time. |
Based on practical analysis, delegates recommended that the Ministry of Foreign Affairs preside over and coordinate with relevant ministries and branches to continue reviewing and evaluating the operational efficiency of the system of Vietnamese representative agencies abroad; at the same time, perfecting the system of legal documents, building a flexible financial mechanism suitable to specific characteristics, and enhancing the application of information technology in management and operation.
The workshop also proposed improving the capacity and professional qualifications of diplomatic staff, establishing a close inter-sectoral coordination mechanism, promptly handling arising issues; gradually building a network of Vietnamese representative agencies in key countries and international organizations, linked to the country's development interests and the task of protecting the legitimate rights and interests of Vietnamese citizens and businesses globally.
Concluding the workshop, Permanent Deputy Minister Nguyen Minh Vu highly appreciated the enthusiastic and profound opinions of the delegates, and affirmed that the Ministry of Foreign Affairs ' continued development and improvement of the system of Vietnamese representative agencies abroad is one of the key tasks of the Ministry of Foreign Affairs in the coming time; receiving and completing the Summary Report on the implementation of the Law on Vietnamese Representative Agencies Abroad, as a basis for developing a plan to amend and supplement the Law and documents guiding its implementation, and submitting it to the National Assembly Standing Committee at the 2nd Session of the 16th National Assembly (expected in January-February 2026).
The goal is to ensure that the operations of Vietnamese representative agencies abroad are increasingly professional, effective, efficient and effective, meeting the requirements of comprehensive and modern foreign affairs in the new development stage of the country.
