Da Nang proactively implements the "4 on-the-spot" principle to respond to floods and heavy rains.

(Chinhphu.vn) - On the afternoon of October 28, the People's Committee of Da Nang City held a meeting to implement measures to respond to heavy rain, floods, and landslides in the city.

At the meeting, Director of the Department of Construction Nguyen Ha Nam reported that initial estimates indicate the floods have caused approximately 10 billion VND in damage to the construction industry. The Department proposed declaring a state of emergency due to a natural disaster for several transportation infrastructure projects and requested funding from the City's Disaster Prevention and Control Steering Committee to enable units to carry out remedial work, ensure traffic flow, and maintain road access.

At the meeting, Chairman of the Da Nang City People's Committee Pham Duc An emphasized and highly appreciated the coordination and proactive efforts of the military , police, and communes/wards, all of whom proactively implemented the "four on-the-spot" principle very well. Many communes, when landslides occurred, immediately cleared the national highway to restore traffic flow. In particular, they proactively evacuated residents early, promptly reported the situation to the city, and promptly proposed the arrangement of support vehicles for the locality.

The city also assigned the Department of Construction to deploy and coordinate forces ready to participate in clearing and managing traffic on national and provincial roads that are congested. For district and commune roads, the communes and wards are responsible for clearing the roads themselves; if the volume of landslides exceeds the local capacity at any point, they should report it to the Department of Construction for handling.

According to Tran Nam Hung, Vice Chairman of the Da Nang City People's Committee, as soon as heavy rains occurred, all prevention and control measures were implemented decisively and effectively based on the "four on-the-spot" principle. Local authorities prepared sufficient food supplies at all evacuation centers, ensuring no area experienced hunger or food shortages. Mechanical, manual, and military forces were ready to contribute to the recovery efforts, while also ensuring safety amidst the complex flood situation.

Chairman of the Da Nang City People's Committee, Pham Duc An, requested that localities continue to proactively support people in responding to floods and be ready to carry out recovery work once the water recedes, helping people to stabilize their lives as soon as possible. At the same time, specific calculations and assessments are needed to develop long-term plans to minimize damage caused by floods.

On the same day, City Party Secretary Le Ngoc Quang inspected the work of preventing and combating floods and coastal erosion in Hoi An Tay, Hoi An Dong, and Hoi An wards.

At each location, the City Party Secretary and the delegation directly assessed the flooding situation, inspected the evacuation of residents, provided assistance to tourists, and acknowledged the proactive spirit of the local authorities in responding to the floods. The City Party Secretary commended the timeliness and responsibility of the forces in implementing the "four on-the-spot" principle, and encouraged people to quickly overcome difficulties and stabilize their lives.

The Secretary of the Da Nang City Party Committee also inspected the serious erosion site on the beach in Tan Thanh neighborhood (Hoi An Tay ward) and the progress of the coastal erosion control project in Hoi An Dong ward. Due to the impact of Typhoon No. 12, waves intruded 25-30 meters inland over 100 meters in this area, damaging many sections of the embankment and threatening residential areas and tourist facilities. Authorities have urgently carried out temporary reinforcement work to prevent the erosion from spreading.

Party Secretary Le Ngoc Quang emphasized the need for a proactive, timely, and non-complacent approach in responding to natural disasters, prioritizing the safety of people's lives and property, ensuring stable production and daily life, and contributing to maintaining security, order, and sustainable development in the coastal area.
