Provincial People's Committee leaders periodically receive citizens in August 2025

Attending the reception were citizens who had registered for the reception; representatives of leaders of relevant departments, branches, units and localities in the province.

Member of the Provincial Party Standing Committee, Permanent Vice Chairwoman of the Provincial People's Committee Ho Thi Nguyen Thao chaired the citizen reception.

At the meeting, Mr. Nguyen Huy Tinh (residing in Tan An ward) requested the leaders of the Provincial People's Committee to consider and intervene to direct the settlement of compensation payment of more than 2 billion VND for an area of 1,124.1 m2 ^.The land (including 300 m2 ^of residential land) at plot number 136 (old plot number 58), map sheet number 56, address in Tan An ward of his family was recovered by the State to implement the project to build Giai Phong road, section from Nguyen Chi Thanh street to Km 5, National Highway 26, Buon Ma Thuot city (referred to as the Project).

Mr. Nguyen Huy Tinh presented his opinion at the citizen reception.

Responding to citizens' opinions, the Provincial Land Fund Development Center said that on June 7, 2021, the People's Committee of Buon Ma Thuot City (old) issued a decision approving the compensation and support plan when the State reclaims land to implement this Project (phase 3), in which Mr. Tinh's family was compensated and supported with VND 2,014,402,500.

The Land Fund Development Center of Buon Ma Thuot City (old) sent 3 notices of compensation payment to Mr. Tinh's family, but Mr. Tinh did not contact the Center to receive the money, so the payment could not be made. On May 4, 2022, Binh Minh Company Limited (the project's construction unit) requested the Land Fund Development Center of Buon Ma Thuot City to return the unpaid compensation amount to the investor and committed to promptly transferring it when people needed to receive the money.

In 2023, some households wanted to receive compensation and support, so the Buon Ma Thuot City Land Fund Development Center asked Binh Minh Company Limited to transfer the money back, but the company has not yet transferred it. From March 2024 to present, Mr. Tinh has sent many complaints and denunciations to all levels and sectors about not paying compensation and support to his family.

Concluding this content, comrade Ho Thi Nguyen Thao requested the Provincial Land Fund Development Center to work with Binh Minh Company Limited and related units, and by September 15, 2025 at the latest, to invite Mr. Tinh to work and have a plan to completely handle the payment of compensation and support for his family.

Representatives of the Provincial Land Fund Development Center responded to citizens' opinions.

Next, Mr. Nguyen Van Thu (residing in Cu Bao ward) presented two contents at the citizen reception. Firstly, Mr. Thu complained about Official Dispatch No. 1459/UBND-TNMT, dated August 4, 2020 of the People's Committee of Buon Ho town (old). Secondly, he denounced a number of local officials and civil servants who took advantage of their positions and powers to intentionally collude to violate the provisions of the law, violating the law in advising on the issuance of Official Dispatch No. 1459 to provide to the High People's Court in Da Nang in order to benefit from the lawsuit filed against his family's land use rights dispute with a local family.

Regarding these contents, according to the citizen reception registration form, Mr. Thu complained about Official Dispatch No. 1459, but in the complaint attached to the registration form, he complained about Decision No. 1693/QD-UBND, dated June 17, 2025 of the People's Committee of Buon Ho town. This decision was assigned by the Provincial People's Committee in Official Dispatch No. 02371/UBND-NC, dated August 19, 2025, to the Provincial Inspectorate to inspect, verify, and advise the Provincial People's Committee to resolve in accordance with the law.

Regarding the second content, the Provincial Inspectorate issued Official Dispatch No. 178/TTr-NV6, dated August 5, 2025, stating: "The content of Mr. Thu's complaint dated July 9, 2025 is the same as the complaint dated November 20, 2024, does not generate new information, does not provide new documents or evidence that changes the results of the previous complaint settlement". Therefore, the Provincial Inspectorate recommends that the Provincial People's Committee allow Mr. Thu's complaint to be kept according to regulations.

Mr. Le Tu Do presented his opinion at the citizen reception.

At the citizen reception, Mr. Le Tu Do (residing in Hamlet 2, Cu M'gar Commune) reflected that he did not agree with all the contents of Notice No. 15/TTr-NV1, dated May 21, 2013 of the Provincial Inspectorate concluding the verification of his complaint with the following contents: reflecting on the Ea Kpam Commune Government (Cu M'gar District (old), now Cu M'gar Commune)'s inadequate compensation for Buon Joong Lake land for the people; some cadres and party members in Hamlet 2, Cu M'gar Commune embezzled money from the State and the People's contributions to build new rural areas; land of some poor and near-poor households has not been converted to residential land... Concluding this issue, Standing Vice Chairman of the Provincial People's Committee Ho Thi Nguyen Thao assigned the Provincial Inspectorate to synthesize the contents that Mr. Do had reflected so far to respond to the citizens; at the same time, report to the Provincial People's Committee, Chairman of the Provincial People's Committee to grasp the contents related to this issue...
