
The campaign will take place for 90 days, starting from September 19 and ending on November 30, 2025; the scope of implementation is the whole province, focusing on reviewing and classifying land data that has been built up to now into 3 groups: Collecting types of land and housing certificates, identity cards/CCCDs of land users and owners of houses that have not been built. Creating a database for land plots and houses that have been granted certificates but have not yet built a land database. Connecting and sharing the land database in the province to receive and resolve administrative procedures on land and assets attached to land and determine financial obligations for people and businesses, organizing the land database after arranging administrative units according to the 2-level local government model; supplementing land plot identification code information to connect and integrate with the national digital address platform and other national databases.
Our province has established a steering committee and working group at the provincial and communal levels; departments, branches and localities have proactively arranged human resources, technical infrastructure, software, and funding to organize implementation to ensure clear people, clear work, clear time, and clear results. Through review, the whole province has 358,149 land plots with full information on land use rights certificates and land users; of which, more than 252,500 plots have been successfully authenticated with the national population database; 50,436 plots have incorrect information and over 55,000 plots cannot be verified with the national population database. In addition, more than 644,800 land plots lack one of the information fields on land use rights certificates and land users, which need to be further supplemented and adjusted.

However, in the implementation process, a reality is that the discrepancy and errors between paper records and digital data, especially with certificates issued long ago, information is no longer synchronized or lacks legal basis, is still common, making it difficult to update; some cases are still involved in disputes, making it difficult to collect and standardize data. Collecting, scanning, scanning, and circulating large amounts of people's personal data is posing strict requirements on safety and security; manual methods, such as sending via USB, take a lot of time to perform data reconciliation. In addition, the staff at the grassroots level is still limited, having to take on many tasks, while people are slow to provide or have incomplete, torn, or lost records.

To ensure progress, departments, branches and localities are focusing on promoting propaganda work so that people clearly understand the meaning, implementation progress, their rights and obligations when participating in providing updated information on the national database, facilitating the implementation of related administrative procedures. Focus on collecting documents; thoroughly resolving technical problems arising during the implementation process to ensure stable system operation; establish a regular reporting, inspection and monitoring mechanism to promptly handle arising problems. Departments and branches focus on supporting the People's Committees of communes and wards in the process of implementing the campaign to enrich and clean up the national database on land.
When the land and housing databases are connected, people and businesses will easily look up legal information, carry out administrative procedures on land, grant construction permits, and transfer real estate faster and more transparently. The campaign aims to ensure that the national land database is "correct - sufficient - clean - alive - unified - shared", effectively serving the connection and sharing with the national database on population and other sectors, towards smooth, transparent and safe operation in the digital environment.
