Spreading the spirit of "For the poor" – Working together to build happiness for the people.

By promoting the spirit of solidarity and compassion, the "For the Poor - Leaving No One Behind" movement in Lao Cai is becoming an important driving force in socio-economic development, contributing to improving the lives and fostering happiness for the people.

Implementing the "For the Poor - Leaving No One Behind" emulation movement for the period 2021-2025, Lao Cai province has mobilized the strength of the entire political system and society, deploying many practical and effective activities. Many new, spacious houses, sustainable livelihood models, and the self-reliance of the people have affirmed the profound humanitarian significance of the movement, contributing to building happiness for the people.

Implementing Decision No. 666/QD-TTg of the Prime Minister on the Plan for organizing the emulation movement "For the Poor - Leaving No One Behind" for the period 2021-2025, Party committees, government agencies, the Fatherland Front, and political and social organizations in the province have synchronously implemented many solutions aimed at achieving sustainable poverty reduction and ensuring social security. The emulation movement "For the Poor - Leaving No One Behind" has been widely launched, becoming a regular task of the entire political system, contributing to consolidating national unity, caring for the lives and supporting the livelihoods of the poor.

Playing a pivotal role in implementation, the Vietnam Fatherland Front Committee of the province has focused on innovating its approach, ensuring the movement is implemented synchronously, practically, and appropriately to the conditions of each locality. The province develops annual plans, linking the mobilization of the "For the Poor" Fund with national target programs on sustainable poverty reduction, new rural development, and development of ethnic minority areas. The Fatherland Front at all levels plays a central role in connecting social resources, coordinating closely with the government, businesses, and mass organizations to organize direct support activities, prioritizing areas with special difficulties, poor households, and near-poor households.

Many localities have proactively integrated resources, combining support from the State, businesses, and the community, while encouraging people to participate and monitor the use of support to ensure it is used for the right purposes and effectively. This flexible, people-oriented approach has helped the "For the Poor - Leaving No One Behind" emulation movement to deepen, arousing the spirit of self-reliance and the will to overcome poverty in each household.

Specific programs, such as housing support, health insurance card issuance, vocational training, job placement, free medical examinations and treatment, and livelihood support for poor and near-poor households, have significantly improved people's lives. On average, the multidimensional poverty rate in the province decreases by about 4% each year, currently standing at 5.71%; 100% of poor households and social welfare beneficiaries have been issued health insurance cards; and the health insurance coverage rate has reached 96%, higher than the national average.

Along with government support policies, the "For the Poor" Fund, launched by the Fatherland Front at all levels, has become an important resource, creating a widespread impact in the community. During the period 2021-2025, the "For the Poor" Fund and social welfare programs have mobilized nearly 500 billion VND, supporting thousands of poor and near-poor households in building new houses, repairing existing ones, providing scholarships, supporting livelihoods, providing medical care, and giving gifts during holidays and Tet (Lunar New Year).

The "Eliminating Temporary and Dilapidated Houses" movement is a clear testament to the spirit of solidarity for the poor. The entire province supported the construction of 12,915 houses, completing 100% of the plan and finishing 6 months ahead of the central government's target. As a result, the socio-economic development of mountainous and ethnic minority areas has made significant progress, gradually narrowing the development gap. Lao Cai is also the first province in the country to develop and implement a happiness index, achieving an impressive result of 68.3%, clearly reflecting the effectiveness of policies aimed at improving people's lives.

In Mu Cang Chai commune, the "For the Poor" movement has become a regular and widespread activity in the community. From 2021 to 2025, the locality supported the demolition of dilapidated houses for 448 poor and near-poor households with a total budget of over 15.5 billion VND; more than 3,000 students received care and support at boarding schools and kindergartens with a budget of over 66 billion VND. In addition, officials, civil servants, businesses, philanthropists, and the people actively supported the "For the Poor" Fund, visiting and giving gifts to policy beneficiaries and poor households with a total budget of over 860 million VND. Thanks to this collective effort, the poverty rate in the commune decreased by an average of 8% each year, currently standing at 21.5%.

Mr. Pham Viet Cuong, Chairman of the Fatherland Front Committee of Mu Cang Chai commune, shared: “Through the ‘For the Poor’ Fund, many households in the area have built sturdy houses, developed livestock farming, cultivated medicinal plants, and poor students have been able to attend school. More importantly, the movement has awakened the spirit of self-reliance and eliminated the mentality of waiting and relying on others among a segment of the population.”

The story of Mr. Hờ A Tủa in Trống Tông village is a testament to this. Mr. Tủa emotionally said: “My family received 60 million VND in support to build a new house, and my wife and I are very happy. We all told each other that we must work hard and not let down the care and concern of the Party and the State.”

Beyond just housing support, the movement also focuses on creating sustainable livelihoods. The snail farming model of Mr. Than Van Bac in Cay Si village, Viet Hong commune, is a prime example. In 2022, his family received 20 million VND in support from the Fatherland Front at all levels and borrowed an additional 40 million VND to rent over 3 sao (approximately 3,000 square meters) of land for snail farming. Thanks to his diligence and willingness to learn, in the first year he earned 140 million VND from selling eggs, snail hatchlings, and mature snails. With accumulated capital, he continued to rent an additional 2 sao of land, expanding the scale and generating nearly 200 million VND per year. To date, Mr. Bac's family has risen out of poverty and become a well-off household in the village.

Mr. Bac shared: “My family is classified as a poor household. Thanks to the support from the Fatherland Front at all levels in purchasing snail seedlings and receiving technical training, I have effectively applied the knowledge to develop snail farming, bringing in a stable income and helping my family escape poverty.”

From Mr. Bac's model, one can clearly see the systematic approach of the Fatherland Front of Viet Hong commune in poverty reduction. Every year, the Fatherland Front of the commune proactively reviews and compiles statistics on the current situation, categorizes the causes of poverty and the needs of each household to provide appropriate support measures. In the past three years alone, the commune has supported dozens of small-scale livestock and production models, helping many households rise out of poverty sustainably.

Building on the achievements, in the coming period, the Fatherland Front from the provincial to the grassroots level will continue to innovate its mobilization methods, playing a core role in disseminating information and mobilizing social resources; strengthening inter-sectoral coordination among agencies, units, and businesses in supporting livelihoods for poor and near-poor households; and promoting social supervision and criticism to ensure that poverty reduction funds and policies are used for the right purposes, fairly, and transparently.

Based on the achievements, it can be affirmed that the "Nationwide Solidarity for the Poor - Leaving No One Behind" movement in Lao Cai not only demonstrates the solidarity and compassion of the entire society but also serves as vivid evidence of the Party, State, and People's companionship on the journey towards sustainable development and fostering happiness for all. Through these persistent efforts, Lao Cai is affirming its position as a model locality in the Northwest region in implementing the "For the Poor" movement, contributing to building a prosperous, compassionate, and happy community.
