With the goal of receiving applications for Party membership cards for 100% of official Party members in the area, replacing old cards with electronic chip cards on the National data platform on population, identification and electronic authentication, Lao Cai Provincial Police have synchronously deployed many solutions.



Determining that replacing the old Party Membership Card with a chip-embedded Party Membership Card, using a unified national identification number, plays a very important role in integrating accurate, complete, and unified personal data, serving the convenience of management, lookup, and verification of Party member information, as soon as Lao Cai Provincial Police deployed the plan to issue and exchange Party cards for Party members, the units fully prepared human resources, machinery, and technical transmission lines to perform the task day and night.
Arriving at Yen Bai Ward Police Station during the first days of issuing and exchanging Party Membership Cards for Party members, our first impression was that the working atmosphere was very busy. The officers and soldiers on duty to issue and exchange Party Membership Cards for Party members were always highly focused with a spirit of dedicated service. Yen Bai Ward Police Station arranged 4 working rooms with many officers to receive Party member records from 6am to 11pm every day.
Up to now, the whole ward has only 244 party members whose application for Party membership cards has not been received due to absence from the locality or not having a card number.
Directly participating in the issuance of Party Membership Cards for Party members, Major Tran Trung Thanh, Regional Police Team, Yen Bai Ward Police said: In order for the issuance of Party Membership Cards to proceed smoothly, the unit coordinated with the Yen Bai Ward Party Committee to arrange schedules for each Party cell; giving priority to older Party members to ensure health and convenience in travel.

To quickly complete the process of issuing and exchanging Party membership cards for party members, many localities have established mobile teams to go to the homes of elderly or in poor health party members to pick them up and bring them to the application reception point.
Party member Tran The Ky in village 5, Viet Hong commune has 55 years of Party membership. Due to his old age, poor health, and difficulty in traveling, the Viet Hong commune working group went to his house to pick him up and take him to the Party membership card exchange point.
Mr. Ky happily shared: “My health is weak, it is difficult for me to walk because my legs hurt. When the comrades in the Commune Working Group came to pick me up at home and took me to get a Party Membership Card, I was very happy because we are always cared for.”


With great efforts in the implementation of issuing and exchanging Party membership cards, up to now, Lao Cai Provincial Police have collected nearly 93,900 Party membership card exchange data files; reaching about 92% of the plan.
Some units achieved high rates, such as: Cam Duong ward, Lao Cai, Sa Pa, Nghia Lo, Yen Bai; Viet Hong, Phong Du Ha, Chau Que, Lam Giang, Dong Cuong, Hanh Phuc, Bao Thang, Phong Hai communes...

For party members who have not yet had their Party membership cards renewed due to being absent from their place of residence due to working far away, going for medical treatment, etc., the police of communes/wards will continue to arrange staff, machinery, and equipment to carry out the renewal of Party membership cards, contributing to ensuring the rights of party members in the area.
Changing Party membership cards on the national database of population, identification and electronic authentication is a step forward in applying digital technology to Party work. Thereby, meeting the digital transformation requirements of Party agencies in the new period.
