The campaign's goal is to create a solid foundation for digital transformation in land management, improve the effectiveness of State management, and reform administrative procedures (AP), creating convenience for people and businesses. Data cleaning also aims to ensure the legitimate rights of land users when information on the Certificate is synchronized with the land database and the national population database.

According to the plan, the campaign will take place in 90 days (from September 1, 2025 to November 30, 2025) in 99 communes and wards with more than 5 million land plots that need to be reviewed, classified, and standardized. In particular, the key task groups include: reviewing and classifying land data; verifying land user information with the national population database; collecting and digitizing land and housing certificates that have not been updated; creating new data; synchronizing provincial data with the national database.
In particular, the plan emphasizes the need to reduce paper documents, restructure the process of handling administrative procedures related to land, and increase processing in the electronic environment. This is expected to shorten the time and improve the satisfaction of people and businesses.

To successfully implement this, the province has established a Provincial Steering Committee and a Standing Working Group, assigned the Department of Agriculture and Environment as the presiding agency, closely coordinating with the Provincial Police, Department of Science and Technology, technical units and Commune People's Committees; relevant agencies and units are clearly assigned responsibilities, time and results.
In addition, ensuring information security and safety is a top priority. Technical measures such as firewalls, encryption, authorization, and incident prevention plans will be deployed to ensure the data system operates continuously and smoothly.

The plan also requires updating and adding land plot identification codes to integrate with the national digital address platform and other databases, creating the premise for modern and transparent management.
With high determination, the province strives to complete the synchronization and standardization of land database, contributing to modernizing management, improving service quality for the people and promoting local socio -economic development.
