Develop a plan to set up markers and boundaries for the national scenic spot Xuan Huong Lake

According to document No. 5112/UBND-KGVX dated October 11, 2025, Lam Dong Provincial People's Committee agreed on the policy of completing the scientific dossier of Xuan Huong Lake scenic relic according to the provisions of the Law on Cultural Heritage and other relevant regulations.

Previously, on October 2, 2025, the Department of Culture, Sports and Tourism of Lam Dong proposed a policy to rebuild the scientific dossier of the Xuan Huong Lake scenic relic. In particular, the Department will preside over and coordinate with the Department of Agriculture and Environment, the Department of Construction, the People's Committees of Xuan Huong - Da Lat, Lam Vien - Da Lat wards and related units to review documents, propose plans to set up markers and boundaries for the Xuan Huong Lake scenic relic, ensuring compliance with planning and current legal regulations.

Since November 1988, the Ministry of Culture (now the Ministry of Culture, Sports and Tourism) has issued Decision No. 1288-VH/QD, ranking Xuan Huong Lake in the heart of Da Lat city as a national scenic spot. By 1997, the People's Committee of Lam Dong province (old) issued a decision, redefining the total area of the Xuan Huong Lake scenic relic site to be 96.1 hectares; of which, the protected area I is 36.9 hectares, the protected area II is 59.2 hectares.

However, the scientific records of the Xuan Huong Lake scenic relic to be presented to the Ministry of Culture for classification in 1988 and the Decision of the Lam Dong Provincial People's Committee in 1997 on determining the protection zones I and II are not consistent. This causes difficulties in the management, protection and promotion of the value of the relic today. Notably, a number of projects and construction works around Xuan Huong Lake have caused controversy within the State management agencies regarding the boundaries of the protection zones I and II. The most typical is the Golf Club Building Project of Da Lat Golf Course (abbreviated as Doi Cu Golf Course Project).

Faced with the above situation, in September 2023, the People's Committee of Lam Dong province (old) issued an official dispatch requesting ministries, branches and the Central Government to give their opinions on the policy of revising and completing the scientific dossier of Xuan Huong Lake landscape. On September 27, 2023, the Ministry of Culture, Sports and Tourism issued Official Dispatch No. 4049/BVHTTDL-DSVH on revising and completing the dossier of Xuan Huong Lake landscape. Accordingly, the Ministry agreed with the proposal of the People's Committee of Lam Dong province (old) on revising and completing the scientific dossier of Xuan Huong Lake landscape to strengthen the management, protection and promotion of values according to the provisions of current laws, ensuring compliance with planning, in line with the local socio-economic development strategy...

The national scenic spot Xuan Huong Lake is considered the heart of Da Lat city (old). The lake was built in 1919 by blocking Cam Ly stream flowing through the heart of Da Lat city (old) to create a landscape for tourism. The lake is named after poetess Ho Xuan Huong with an area of about 25 hectares, a circumference of 5km, shaped like a crescent moon stretching 2km through many tourist attractions. Around the lake are planted many kinds of flowers, miniature landscapes creating landscapes so it is loved and chosen by tourists when traveling to this land.
