As directed, the Ministry of Public Security will establish and manage a utility system so that people can directly give their opinions on the draft Resolution on the VNeID application, starting from May 6 and ending on May 29. The Ministry of Public Security is also responsible for presiding over propaganda work, guiding people to give their opinions on this digital platform, and coordinating with the Ministry of National Defense and relevant agencies to ensure security and order during the implementation process.
After the consultation period, the Ministry of Public Security will compile a report summarizing the results of receiving comments via VNeID and send it to the Ministry of Justice no later than May 30 for general synthesis.
As for the Ministry of Justice, the Deputy Prime Minister assigned the task of being the focal point to monitor and urge ministries, branches and localities during the implementation process. The Ministry will also synthesize the results from different channels of receiving opinions, develop a Government report and a draft report summarizing public opinions, and submit it to the Government for consideration and approval before June 3. The report will then be sent to the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution no later than June 5.
Along with receiving comments via VNeID, the Deputy Prime Minister requested to build a separate section on this content on the Government Electronic Information Portal to facilitate people to look up and contribute comments. Ministries, branches and localities are assigned to promote propaganda and dissemination of the draft content, mobilize cadres, civil servants, public employees and people from all walks of life to actively participate in giving comments.
This widespread consultation demonstrates the spirit of democracy and openness, while affirming the role and responsibility of each citizen in building and perfecting the Constitution - the original law of the country. This is also a concrete step to promote digital transformation in legislative activities, creating a premise for modernizing the process of policy and law making in the new era.
