Attending the meeting were members of the Politburo , members of the Party Central Committee, Deputy Prime Minister, Deputy Secretary of the Government Party Committee, members of the Government, leaders of ministries, branches and agencies under the Government.

The 11th Central Conference (13th tenure) approved the Project on merging provincial-level administrative units, not organizing district-level units, merging commune-level units and building a 2-level local government organization model.

This is an important and historic issue, not only in terms of organization, apparatus, and staff, but also in terms of decentralization of authority; allocation of resources; creation of new development space, especially in terms of building a government that is closer to the people, serving the people better, and shifting from a passive to an active state of serving the people and businesses. The implementation process must ensure smooth, uninterrupted operations of agencies and daily activities of people and businesses.

Pursuant to Resolution No. 60-NQ/TW dated April 12, 2025 of the 11th Central Conference and Plan No. 47-KH/BCĐ dated April 14, 2025 of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW, the Government has established a Steering Committee on the arrangement of administrative units at all levels and the construction of a 2-level local government organization model.

With the spirit of "running and lining up at the same time", right after the National Conference to disseminate and implement the Resolution of the 11th Central Conference, the Government's Steering Committee focused on leading and directing the implementation of a number of key tasks. In particular, issuing guiding documents and urging localities to complete the procedures for developing and submitting to the Government the dossier of the Project on rearranging administrative units at the provincial and communal levels.

In recent times, localities have urgently and seriously implemented the directions of the Central Government and the Politburo, organized to collect public opinions and prepared a step of personnel work in the process of rearranging and reorganizing administrative units at all levels and building a model of organizing a two-level local government.

According to the agenda, at the meeting, the Government gave its opinions on: Report on the implementation of the work of arranging administrative units at all levels and organizing 2-level local governments, the content of the submission to the Government of the Project dossiers on arranging and merging provinces and cities and the Project dossiers on arranging commune-level administrative units; the work of building and perfecting institutions related to organizing 2-level local governments, implementing decentralization and delegation of power between the Central and local governments.

After this meeting, the agencies will continue to urgently complete the documents, stages, and steps to submit to the National Assembly Standing Committee and the National Assembly for consideration, approval, and implementation.
