On the afternoon of May 17, Prime Minister Pham Minh Chinh chaired a meeting of the Government Standing Committee with ministries, branches and agencies on drafting the Politburo Resolution on breakthroughs in public health care and the Politburo Resolution on breakthroughs in education and training development.
Attending the conference were: Permanent Deputy Prime Minister Nguyen Hoa Binh ; Deputy Prime Ministers; Deputy Secretaries of the Government Party Committee; leaders of relevant ministries, branches and central agencies.
There is a roadmap to free hospital treatment for the people.
The draft Resolution of the Politburo on breakthroughs in public health care, meeting the requirements of national development in the new era, shows the goals and roadmap for free hospital fees for the people; regular health check-ups; ensuring vaccines and vaccinations; improving the quality of medical services; ensuring the supply of drugs, medical equipment, and effective application of science and technology...
The draft proposes basic tasks and solutions such as: innovation in thinking in leadership, direction and organization of people's health care; improving the capacity of the health system, especially preventive medicine, primary health care, traditional medicine; training high-quality health human resources, with special preferential policies for health human resources; promoting health financial reform; breakthroughs in science and technology development, innovation and digital transformation in the health sector; breakthroughs in private health development, mobilizing and effectively using all resources for health system development...
After the delegates discussed, the Prime Minister requested to urgently complete the draft Resolution. Inheriting and absorbing the existing Resolutions, conclusions, and strategies related to health and public health care; at the same time, deepening, comprehensively, deeply, comprehensively, especially removing bottlenecks, finding breakthroughs for public health care; meeting people's wishes; proposing solutions to mobilize resources for health development, with specific mechanisms and policies, especially public-private partnership to create breakthroughs in public health care; implementing in the spirit of decentralization, delegation of power, improving implementation capacity and inspection and supervision tools; reducing procedures, simplifying administrative procedures, eliminating the request-grant mechanism.

The resolution must include relevant content in the "strategic quartet," creating a fulcrum and leverage for people's health care; changing from medical examination and treatment as the main focus to people's health care and protection as the main focus, with the motto "people's health care and protection are above all, first and foremost, fundamental, strategic, long-term, and decisive; medical examination and treatment are regular and sudden."
In particular, implementing people's health care according to the 2-level local government model; ensuring equal access to health care, especially in remote, border, island and ethnic minority areas; developing preventive medicine and primary health care; improving the physical strength of Vietnamese people, overcoming population aging; developing pharmaceutical and vaccine industries; improving the quality of health care, developing medical tourism services for foreigners; building digital hospitals and smart hospitals; having a roadmap to exempt hospital fees for people, first of all, free medical examination and treatment for children...
Improve the quality of education and training, focusing on emerging industries
Along with pointing out the achievements in education and training development in recent times, the bottlenecks in education and training development, the requirements for national development in the new period, the orientation for building the Resolution of the Politburo on modernization, breakthrough in education and training development focuses on expanding access to equitable education; improving the quality of comprehensive education; innovating vocational education, improving the skills of the workforce; modernizing higher education, developing high-quality human resources and technological talents, promoting research and innovation.
The draft Resolution proposes breakthrough solutions including: breakthroughs in state management, unleashing all potential and creativity; breakthroughs in financial mechanisms and policies, improving the efficiency of state budget use, promoting socialization; breakthroughs in investment in modernizing educational institutions; breakthroughs in comprehensive digital transformation, popularizing English, digital technology, artificial intelligence; breakthroughs in developing high-quality human resources and high-skilled jobs, associated with the development of science, technology, innovation...

The Prime Minister requested to clarify the scope of the Resolution, which is general education, vocational education, university education and postgraduate education; to have solutions to ensure equal access to education, especially in remote areas; a roadmap for universalizing foreign languages, especially English and languages of neighboring countries; solutions for cultural, artistic, aesthetic and physical education for learners to develop comprehensively; to streamline training and improve vocational skills; postgraduate training needs to focus on training in emerging industries; to have a talent training program; to build a team of teachers and facilities that meet requirements; to review the system of schools and training facilities to invest in focusing on meeting standards in both quality and scale...
The Prime Minister requested the ministries in charge to absorb the opinions of the delegates, and continue to seek opinions from relevant entities; complete projects, submissions, draft resolutions, action programs of the Government, as well as related national target programs to submit to the Politburo for consideration to ensure quality and time as required./.
