According to the report of the Department of Economics , Infrastructure and Urban Area of Nam Nha Trang Ward, through the actual inspection in the upstream area of Tac River and Quan Truong River, it was discovered that a number of organizations, individuals and families encroached on the water surface to place rafts, traps, nets and aquaculture in violation of regulations, causing environmental pollution, losing urban aesthetics, obstructing the flow and affecting the implementation of socio-economic development projects in the area. In particular, when the tide recedes, the mussel bait poles are exposed, which are very dangerous and unsightly. The locality has repeatedly propagated and mobilized, but there are still some cases of non-compliance and re-offending the act of encroaching on the water surface for aquaculture. To thoroughly resolve this problem, the Department of Economics, Infrastructure and Urban Area of Nam Nha Trang Ward has developed a handling plan.

According to the reporter's records, the buoys are made of many materials, such as: Styrofoam, plastic cans, plastic barrels... are densely placed in the riverbed area; the floating rafts are made with a bamboo frame structure, each cell is more than 10m2 , each area has dozens of vertical and horizontal rafts with a water surface area of up to hundreds of square meters to release mussel bait. The location of the buoys and floating rafts is along the Tac River, Quan Truong River from the residential fishing port to Binh Tan Bridge, running along Ring Road 2 to Phong Chau Bridge. This area is implementing the Nha Trang City Mixed Urban Area Project; in the near future, there will be many other projects implemented along the rivers. Therefore, handling cases of illegal encroachment on the water surface of aquaculture is extremely necessary, returning space and beauty to the area. The Provincial People's Committee has directed local authorities to promptly take measures to thoroughly resolve this issue.

Mr. Nguyen Van Minh - Chairman of Nam Nha Trang Ward People's Committee said that after a long period of propaganda and mobilization, on November 8, 30 households using cages, rafts, and bait traps on the Tac River and Quan Truong River in the ward came to receive support money and committed to self-dismantling within the prescribed time limit. The support level for households using cages, rafts, and bait traps on the Tac River and Quan Truong River is 50 million VND/raft, 20 million VND/cage, and 10 million VND/bait trap on the river. These households are on the ward's previous list and have been notified, checked, and verified. In addition to the 30 households coming to receive support funds, on November 8, 12 more households reported that they also had cages, rafts, and bait traps on the Tac River and Quan Truong River. The ward People's Committee received and assigned relevant departments and offices to check and verify each case.
It is known that the entire funding to support people to dismantle cages, rafts, and traps to hand over the water surface to the locality is voluntarily supported by investors of related projects along the two rivers. In case households do not comply with the dismantling, the locality will issue decisions to enforce the reclamation of the water surface according to the provisions of law. Currently, there are some cases of aquaculture that are about to be harvested, the locality will wait for people to complete the harvest and then request the dismantling according to the regulations.
