* Sir, in implementing social security work, what solutions has Lien Chieu district had to help poor households and policy households in difficulty change their occupations and solve jobs for households in the clearance area?

- In recent years, site clearance for projects has been carried out vigorously. The district has proactively worked with relevant agencies to focus on removing obstacles and speeding up site clearance for projects, especially key and dynamic projects in the district.

In addition, district leaders and departments mobilized people to comply with the relocation policy, organized meetings and dialogues with people to resolve problems and make legitimate recommendations to speed up the clearance process and arrange resettlement land for people to stabilize their lives.

In addition to receiving support under the policies of the Central and the city for poor and disadvantaged households, households in the resettlement area are cared for by Party committees and authorities at all levels. For households that have not received resettlement land in time, the district proposed to support rent while waiting for actual land receipt.

A part of the people in the new resettlement areas do not have stable jobs, the district proposed to solve the problem of employment, change to suitable occupations. With the motto of "leaving no one behind", the district mobilized resources and many practical solutions such as supporting capital, means of livelihood, vocational training for these households to do business, gradually stabilize their lives.

* Currently, many key projects are being implemented in Lien Chieu district, including Lien Chieu port, which will be the connection to form a free trade zone. What does the locality expect from the development with a series of dynamic projects being implemented?

- With many projects that have been and are being implemented such as: Mikazuki Spa & Hotel Resort complex; Nam O eco- tourism area; Golden Hills; Lang Van resort complex; Mega Market commercial center... making the urban appearance of the district quickly formed, the technical and social infrastructure is increasingly perfected in a modern direction, developing various types of services, contributing to creating jobs for local people, supporting the promotion of the regional economy.

In particular, the two projects of Lien Chieu port and the coastal road connecting the port are being accelerated to speed up construction progress to help synchronize infrastructure, especially when this area will be linked to the Free Trade Zone, the first pilot project in the country, contributing to the breakthrough growth of Da Nang's economy.

* Can you tell us about the district's future directions?

- In the coming time, the District People's Committee will closely coordinate with the city's sectors to promote the implementation of key projects, driving forces for infrastructure and urban development in the area such as Lang Van project, Free Trade Zone, Western Ring Road 2, Nguyen Sinh Sac extended road...; new urban and residential area projects such as Tan Hai Doanh, New City; invest in construction, upgrading, and repair of schools, medical centers, community centers,... call for and attract investment in commercial center projects, apartments, services, accommodation, and tourism in the central area and along Nguyen Tat Thanh street.

Continue to deploy and coordinate the implementation of planning tasks, investment preparation and investment in infrastructure projects in Decision No. 2983/QD-UBND dated November 19, 2022 of the City People's Committee, to effectively implement Resolution No. 10-NQ/TU dated June 20, 2022 of the City Party Committee.

The locality focuses on reviewing and proposing to effectively implement the medium-term public investment plan for the 2021-2025 period, develop a medium-term public investment plan and a list of key and driving projects for the 2026-2030 period; develop 5-year socio-economic development plans for 2026-2030; implement the work of eliminating temporary and dilapidated houses in the city; strictly handle the situation of illegal and unlicensed construction.

The district continues to remove obstacles regarding land and construction permit procedures for people, especially in areas with planning problems, non-residential land, etc.; conduct reviews and research to remove long-term projects in the area from the planning according to the district's authority.

At the same time, improve the effectiveness of land management and use according to the specialized resolution of the District Party Committee, focusing on directing the review of regulations on administrative procedures and processes to overcome errors in procedures for granting certificates and licenses on land and construction, and strengthening the settlement of administrative procedures for people in these fields.

In addition, focus on completing socio-economic development targets according to the 2025 resolution; continue to focus on supporting industrial establishments, cooperatives, industrial, commercial and service enterprises in the district to improve the efficiency of production and business activities.

The locality effectively implemented the plan to carry out the tasks in the project on Orientation for tourism development in Da Nang city to 2030, with a vision to 2045 in Lien Chieu district.

The district effectively implemented the theme of 2025, strengthened administrative discipline and order, resolved administrative procedures for people and businesses, accelerated the progress of administrative procedure settlement to serve people and businesses, especially procedures related to land and construction; promoted the application of information technology; effectively implemented the content of decentralization and authorization; researched and proposed to cut unnecessary administrative procedures for people and businesses. Improved the ranking of the document - archive index and information technology application in the district block.

The district focuses on removing difficulties and obstacles, speeding up the progress of site clearance for projects in the area; promoting the disbursement of public investment capital; having strong and drastic solutions to accelerate the progress of implementing public investment projects from the beginning of 2025, especially large-scale projects; striving to disburse 100% of the capital plan allocated in the budget for the year by December 31, 2025, in which by the end of the third quarter of 2025, the disbursement will reach at least 80% of the capital plan assigned at the beginning of the year.

In the spirit of the Resolution of the 6th District Party Congress, term 2020-2025, Lien Chieu needs to focus on building many breakthrough solutions and ideas to promote and arouse its potential and strengths, attract investment for development, further accelerate the urbanization process; well implement planning and planning management; complete compensation and site clearance for key projects; complete infrastructure, renovate existing urban areas; effectively solve social issues such as sustainable poverty reduction, environmental protection; preserve and develop culture; further improve the material and spiritual life of the people.

In particular, it is necessary to promote the responsible role and exemplary character of leaders at all levels; at the same time, build a team of civil servants, public employees and workers with courage, intelligence, daring to take responsibility and wholeheartedly attached to the people.
