Among the northern waterway routes, the Viet Tri (Phu Tho) - Hanoi route is one of the busiest waterway routes with a high density of traffic. Therefore, ensuring a safe traffic corridor for vehicles is urgent. To do that, the authorities have implemented many synchronous measures, including regularly dredging the waterway and allocating maintenance of signboards along the Red River.
The investment project to build Van Lang bridge connecting National Highway 32 with National Highway 32C (connecting Ba Vi district, Hanoi and Viet Tri city, Phu Tho ) has a total investment of more than 1,460 billion VND.
However, in recent times, due to many factors along with unusual weather conditions, the waterway on the Red River has become dry, with an increasing number of vehicles, some with draft loads exceeding the depth of the waterway, and some vehicles showing signs of overloading, causing local congestion on the Red River route from Phu Tho to Hanoi. This has become a concern for water transport vehicles passing through this route....
Since the completion of Van Lang Bridge (2018), the flow through the above area has changed significantly, the waterway has narrowed and reduced in depth.
In particular, there are reefs on the channel that are dangerous for ships.
According to the reporter's records, the waterway through the above area was previously stable, ensuring traffic circulation, but after the completion of Van Lang Bridge (in 2018), the flow through the border area between Hanoi and Phu Tho changed significantly, the waterway narrowed and reduced in depth.
In particular, there are reefs appearing on the channel, making it more difficult for ships to move through and potentially causing many dangerous waterway accidents.
Van Lang Bridge has only one navigation bay, while the channel leading to the navigation bay is dangerous, so most watercraft do not pass through. Instead, vehicles gather to wait for the water to rise to cross the bridge via the spontaneous channel (Ba Vi side).
However, the spontaneous channel is often shallow, the flow is complicated and there are no waterway signals, so many cargo ships run aground, even crash into bridge piers, leading to sinking of vehicles and human casualties. Typically, in early 2022, the sand carrier VP-0127 sank at Van Lang bridge, killing a crew member on board.
Most vehicles passing through Van Lang bridge follow the spontaneous channel (on the bank of Ba Vi district, Hanoi), but the channel is shallow so stranding and accidents often occur.
With the goal of eliminating black spots to create a safe corridor for the circulation of goods and clear the flow, on November 2, 2022, the Vietnam Inland Waterways Administration issued Decision No. 1667/QD-CĐTND, thereby deciding on the results of the selection of contractors for the XL-TTSH package: Clearing the reef at Km 258+100 - Km 259+200 of the Red River and regulating traffic to serve the construction of the project: Clearing the reef at Km 258+100 - Km 259+200 of the Red River in 2022.
The winning bidder is a consortium of VNG Consulting, Investment and Construction Joint Stock Company and Song Xanh Investment and Development Joint Stock Company. The winning bid price of the above package, including taxes, is VND 9,477,212,265 (over VND 9.4 billion). The contract implementation period is 40 days.
The Vietnam Inland Waterways Administration also requested the consortium of contractors VNG Consulting, Investment and Construction Joint Stock Company and Song Xanh Investment and Development Joint Stock Company to coordinate with the functional departments of the Administration to sign a contract to implement the next tasks to ensure progress, quality and compliance with current regulations.
It is known that VNG Consulting, Investment and Construction Joint Stock Company is located at Group 4, Phuc Loi Ward, Long Bien District, Hanoi City. The representative is Mr. Pham Ngoc Thanh. Notably, this is the first bidding package that this unit has participated in since its operation.
Song Xanh Investment and Development Joint Stock Company is located at 2nd floor, No. 1B, Street No. 42, Tan Quy Ward, District 7, Ho Chi Minh City. The representative is Mr. Phan Danh Bang. This is a familiar name to the Vietnam Inland Waterways Administration when all the bid packages this unit participated in and won were from the Vietnam Inland Waterways Administration.
The winning companies have stopped construction and will not continue with the project.
The implementation of the above project is something that most people and businesses are happy and support, but that joy did not last long because after a while, the companies that won the bid for the above project enthusiastically started to handle the clearance of the reef, then suddenly stopped and did not carry out the construction anymore. At the time of recording at the end of May 2023, the project was still "inactive".
According to the actual record, the above reef is still located in the middle of the river, which makes it extremely difficult and time-consuming for vehicles to move through here. Around that area, there are no vehicles or mechanical equipment of the winning contractor implementing the project. Therefore, public opinion is raising many questions related to the above project and the assessment of the capacity of the construction units by the Vietnam Inland Waterways Administration.
The delay in clearing the reef on the Red River in the Van Lang bridge area has prolonged a "black spot" of accidents, causing difficulties for water transport on the route.
