Roadmap for applying emission standards for motor vehicles imported, manufactured and assembled in Vietnam

(CPV) - Deputy Prime Minister Tran Hong Ha signed Decision No. 19/2024/QD-TTg dated November 15, 2024, stipulating the roadmap for applying emission standards to imported, manufactured and assembled motor vehicles.

This Decision stipulates the roadmap for applying emission standards to motor vehicles with imported thermal engines and manufactured and assembled in Vietnam.

This Decision does not apply to: Motor vehicles under the management of the Ministry of National Defense and the Ministry of Public Security used for defense and security purposes; motor vehicles imported or manufactured and assembled in Vietnam for scientific research; research for production; displayed and introduced at fairs and trade exhibitions; motor vehicles manufactured and assembled for export; motor vehicles imported under the provisions of international treaties to which Vietnam is a member with different provisions, then the provisions of such international treaties shall apply; motor vehicles designed with special structures not for the purpose of participating in road traffic; three-wheeled motorbikes and three-wheeled motorbikes for the disabled; automobiles manufactured and assembled from basic automobiles (from chassis or from complete automobiles) that have been certified for technical safety and environmental protection.

Roadmap for applying emission standards

According to the Decision, the roadmap for applying emission standards to newly imported, manufactured and assembled motor vehicles:

a- Newly imported and manufactured and assembled automobiles continue to apply Level 5 emission standards specified in Clause 1, Article 3 of this Decision from January 1, 2025;

b- Newly imported and manufactured and assembled two-wheeled motorbikes continue to apply Level 2 emission standards specified in Clause 1, Article 3 of this Decision from January 1, 2025 to June 30, 2027;

c- Newly imported and manufactured and assembled two-wheeled motorcycles continue to apply Level 3 emission standards specified in Clause 1, Article 3 of this Decision from January 1, 2025 to June 30, 2026;

d- Newly imported and manufactured and assembled two-wheeled motorbikes applying Level 4 emission standards specified in Clause 1, Article 3 of this Decision from July 1, 2027;

d- Newly imported and manufactured and assembled two-wheeled motorcycles applying Level 4 emission standards specified in Clause 1, Article 3 of this Decision from July 1, 2026;

e- Newly imported, manufactured and assembled four-wheeled motor vehicles and four-wheeled motor vehicles shall apply the "0" emission standard prescribed in Clause 3, Article 3 of this Decision from January 1, 2026;

g- Newly imported and manufactured three-wheeled motorbikes and three-wheeled motorbikes shall apply the "0" emission standard prescribed in Clause 3, Article 3 of this Decision from January 1, 2026.

In addition, the Decision also clearly states the roadmap for applying emission standards to imported used motor vehicles:

1- Used imported cars apply Level 4 emission standards specified in Clause 2, Article 3 of this Decision from January 1, 2025;

2- Used imported four-wheeled motor vehicles and four-wheeled motorized cargo vehicles shall apply the "0" emission standard prescribed in Clause 3, Article 3 of this Decision from January 1, 2026.

* Article 3 of Decision No. 19/2024/QD-TTg clearly explains the emission standards:

1. The emission standards (Level 2, Level 3, Level 4 and Level 5) for newly imported and manufactured and assembled vehicles specified in this Decision are emission standards corresponding to the emission standards (Euro 2, Euro 3, Euro 4 and Euro 5) of the United Nations Economic Commission for Europe (UNECE) and the European Union (EC) Directive on approval of motor vehicle types.

2. The emission standards (Level 1, Level 2, Level 3, Level 4) for imported used vehicles specified in this Decision are the limits of polluting components in exhaust gas specified in National Standard TCVN 6438:2018 and amendment 01:2021 TCVN 6438:2018 - Road vehicles - Maximum allowable limits of exhaust gas.

3. The emission standard level of "0" prescribed in this Decision is the level showing the emission from the engine of a motor vehicle that does not contain pollutants that are limited within the emission standard levels stated in Clause 1 and Clause 2 of this Article.

Transitional provisions

For types of motor vehicles manufactured and assembled:

Motor vehicle models manufactured and assembled that have been certified for technical safety and environmental protection quality before the application of emission standards as prescribed in Points a, b and c above may continue to be manufactured and assembled under the validity of the issued certificates.

Motor vehicle models manufactured and assembled that have been certified for technical safety and environmental protection before the application of emission standards as prescribed in Points d, đ, e, and g above may continue to be manufactured and assembled under the validity of the issued certificate or after 12 months from the effective date of the emission standards, whichever comes first.

Imported motor vehicles that have opened customs declarations; arrived at ports or arrived at Vietnamese border gates before the time of application of emission standards according to the roadmap prescribed in this Decision shall continue to apply the emission standards in effect at the time the imported vehicle opened customs declarations; arrived at ports or arrived at Vietnamese border gates.

This Decision takes effect from January 1, 2025./.
