Series of requirements for metro line 1 to operate in the fourth quarter

Implementing the direction of the Prime Minister , the State Inspection Council on construction acceptance work has directed the Standing Office of the Council to organize field inspections of the urban railway project No. 1 (Ben Thanh - Suoi Tien route).

At the time of inspection, the construction part of the project was basically completed according to the design, reaching about 99%. The investor is organizing the project's joint operation (test run) and preparing for the project's trial operation (trial run). These activities are expected to be completed by the end of November 2024.

It is expected that the project will be granted a System Safety Certificate in mid-December 2024. Currently, competent authorities are inspecting the fire prevention and fighting and environmental safety items.

The preparation and compilation of new project completion documents is being carried out by contractors.

To put metro line 1 into operation and use on schedule, the Standing Office of the Council requested the investor to urgently focus on reviewing and completing the existing documents for completing the project of the CP2 package.

Similarly, urgently prepare and collect project completion documents for the remaining items of package CP2 and other packages of the project.

Based on the workload and construction status of contractors, make a detailed plan for the completion progress of remaining items and work as a basis for acceptance of completion according to regulations.

Complete the work of integrating and interoperating the system; test operation; training of management and operating personnel; inspection of construction quality; establishment and approval of maintenance procedures, safety management procedures for operation and exploitation; and train inspection procedures.

For system safety assessment, the system safety assessment consultant is required to arrange sufficient staff to speed up the system safety assessment.

Direct relevant entities to promptly provide complete records and related documents to the system safety assessment consulting unit and resolve and handle arising technical issues so as not to affect the progress of this work.

In particular, coordinate with the Fire Prevention and Fighting and Rescue Police Department to promptly complete the fire prevention and fighting acceptance work at the project's bid packages.

Coordinate promptly with the specialized agencies of the Ministry of Transport to promptly complete the procedures for granting the Certificate of system safety profile assessment.

Investors also need to urgently carry out environmental impact assessment work. During the implementation process, they need to closely coordinate with specialized agencies of the Ministry of Natural Resources and Environment to provide relevant records and documents to promptly resolve any existing problems related to the issuance of environmental licenses, if any.

The People's Committee has just approved the adjustment of metro line 1 project (Ben Thanh - Suoi Tien), with construction completion scheduled for the end of the fourth quarter of 2024.

The People's Committee assigns the Ho Chi Minh City Urban Railway Management Board to take full responsibility before the law for the content, accuracy and honesty of the information, reported data and submitted documents.

At the same time, organize the implementation of metro line 1 project in accordance with legal regulations, ensuring quality, efficiency, construction completion time and commercial operation of the entire route within the approved time.
