Declaration system error, Customs Department issues urgent document to handle the incident

On May 6, the Customs Department issued an urgent document instructing how to handle the system not accepting documents in the customs dossier.

Accordingly, the Customs Department received feedback from local customs and businesses that the electronic customs data processing system did not certify documents in customs dossiers from May 3.

"The Customs Department is coordinating with relevant units to check and determine the errors that have occurred and fix the situation where the system does not accept documents in the customs dossier," the Customs Department said.

While waiting for the system error to be resolved, to promptly resolve import and export procedures, the Customs Department requests regional customs branches to direct border gate customs and customs outside the border gate to come up with many solutions.

Specifically, instructions for customs declarants to send documents in the customs dossier using the HYS customs clearance service of the revised and supplemented Electronic Customs Declaration System.

In case the receipt of documents in the customs dossier by HSY procedure does not ensure timely settlement of procedures for goods, the customs declarant is responsible for storing the documents in the customs dossier.

"For yellow and red channel customs declarations, customs declarants are instructed to submit/present paper documents to carry out customs procedures. Customs officers receive documents and records submitted/produced by declarants to process, clear goods and store them according to regulations.

Accordingly, within 5 days from the date the system is repaired, customs declarants must declare and attach additional documents in the customs dossier (including green, red, and yellow channels) to the system," the Customs Department emphasized.

In addition, the Customs Department also directed the heads of the regional customs branches to be responsible for related work, especially not allowing civil servants to take advantage of incidents to cause difficulties, inconvenience, and harassment for businesses when carrying out procedures.

On May 6, speaking with Tuoi Tre Online , many businesses said that after the April 30 and May 1 holidays, the customs declaration system had errors, and businesses could not complete the declarations in the customs dossier.

"Normally, customs declarations are made with attached documents on the software, and are done very quickly. But yesterday (May 5), some businesses were lucky enough to successfully complete their declarations. But today, they completely "failed". This is the first time they have been "severely" affected.

Businesses are affected a lot, orders for partners are delayed, warehouse costs and container storage costs arise. In particular, orders for importing raw materials, which require raw materials for production, if the declaration cannot be completed, production progress will be delayed," said a business in Ho Chi Minh City.

Previously, in the group "Customs procedures and electronic customs" with more than 114,000 members, many businesses "cried out" because the customs declaration system had errors, causing delays in business activities in the circulation of goods.
