General Secretary To Lam attended and chaired the conference. Also present were: Politburo member and Prime Minister Pham Minh Chinh; Politburo member and Standing Secretary of the Central Committee Tran Cam Tu; Politburo member, Secretary of the Central Committee, and Head of the Central Propaganda and Mass Mobilization Department Nguyen Trong Nghia; and Politburo member, Secretary of the Central Committee, and Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien, who co-chaired the conference.
Attending the conference were: members of the Politburo, former members of the Politburo, Secretaries of the Central Committee, former Secretaries of the Central Committee, members of the Central Committee, former members of the Central Committee, leaders of the Party and State, representatives of leaders of central and Hanoi city departments, ministries, branches, and political and social organizations.
Speaking at the conference, intellectuals, scientists, and artists unanimously agreed that, throughout all periods and stages of the country's history, the intellectual community, scientists, and artists have always been intimately connected with the people, accompanying compatriots and soldiers nationwide under the glorious banner of the Party, fighting, working, and creating in the struggle for national liberation, unification, construction, and development of the country.
After nearly 40 years of implementing reforms, Vietnamese intellectuals, scientists, and artists have made enormous contributions in many aspects, helping to shape and promote the comprehensive development of the country in all fields; they are the core and pioneering force in the development of science and technology, and in building and developing an advanced Vietnamese culture and arts rich in national identity.

Speaking at the meeting, General Secretary To Lam expressed his joy at meeting veteran revolutionaries, scientists, intellectuals, and prominent artists—those who have contributed and are contributing to writing the glorious history of the nation with their intellect, dedication, talent, and tireless contributions, and who have helped to further enhance the "spirit of Thang Long" over the past century.
The General Secretary affirmed that, throughout the history of the Vietnamese revolution, the intellectual community, scientists, and artists have always been the pioneering force in enlightening the people, building revolutionary theory, and applying science, technology, and engineering to practice.
Prominent intellectuals, scientists, and artists have disseminated patriotic, progressive, and revolutionary ideas, as well as the scientific spirit, creating an important foundation for the struggle for national independence. Over the past 80 years, every stage of the Vietnamese revolution has been marked by the significant contributions of intellectuals, artists, and scientists. These individuals were courageous in battle, persistent in creativity, pioneers in innovation, and dedicated to building the nation...
The General Secretary shared that the country's current achievements, potential, position, and prestige are thanks to the 4,000-year-old cultural traditions of the nation, which have been gathered and crystallized over 95 years under the leadership of the Party, 80 years of the Socialist Republic of Vietnam, and 40 years of reform; and thanks to the unity, support, hard work, and dedication of millions of working people from all walks of life, including intellectuals, scientists, and artists.
Our Party and State have always recognized and highly valued the role of intellectuals and artists, always considering intellectuals, scientists, and artists as the lifeblood for the nation's survival and the national spirit.

On behalf of the Party, the State, and the people, the General Secretary commended, acknowledged, expressed gratitude for, and held high hopes for the immense contributions of intellectuals, scientists, and artists throughout the history of the nation, especially since the establishment of the Party and the leadership of President Ho Chi Minh over our country and our people.
At the meeting, the General Secretary briefed on the national situation, particularly the efforts to successfully implement the Resolution of the 13th National Congress of the Party and the thorough preparation for the successful organization of the 14th National Congress of the Party, ensuring the successful achievement of the two centenary goals set by the Party: striving to become a developing country with modern industry and high middle income by 2030; and a developed country with high income by 2045; and listened to the contributions of intellectuals, scientists, and artists.
The General Secretary emphasized that in a volatile world, upholding the current goals of maintaining peace and stability; achieving rapid and sustainable development; and further improving the material and spiritual lives of the people is a very high and urgent requirement. To achieve this goal, the entire political system must be decisively involved, and the whole population needs to respond strongly, including the joint efforts of intellectuals, scientists, and artists.

The General Secretary stated that we are living in an era where knowledge is the most important resource for development, the "new energy" of the 21st century. The Fourth Industrial Revolution, digital transformation, artificial intelligence, biotechnology, renewable energy, etc., are profoundly changing all aspects of social life. If we do not adapt, embrace, and master them in a timely manner, we will fall behind.
Therefore, more than ever, the role of scientists, intellectuals, and artists—those who light the torch of knowledge and creativity—becomes crucial. These individuals are not only "engineers of the soul," "architects of the future," and embodiments of "the potential of the Vietnamese people," but also keepers of the flame, spreading Vietnamese values, spirit, and identity in a world full of competition and change.
To realize the aspiration for national development, the General Secretary requested that intellectuals, scientists, and artists should work alongside the Party and the people, maximizing their intellect, revolutionary qualities, and patriotism to research, create, and contribute to the rapid and sustainable development of the country; focusing on key areas such as science and technology, education and training, healthcare, high-tech agriculture, digital economy, digital society, green energy transition, and circular economy…

The General Secretary proposed continuing to preserve, nurture, and develop Vietnam's advanced culture, rich in national identity, in the digital age and the new era. Artists and writers need to be soldiers on the spiritual front, constantly creating works of ideological and aesthetic value, with the power to inspire and elevate the Vietnamese spirit in the context of globalization and integration as it is today.
Intellectuals, scientists, and artists need to demonstrate a spirit of dedication to their work, actively participating in the process of policy formulation and critique in a scientific, humanistic, and nationalistic spirit.
Intellectuals are not only researchers and teachers, but also creators and contributors to knowledge and ethics, helping to shape the country's development path in the spirit of serving the nation, serving the people, and ensuring the survival of the nation; actively connecting and spreading knowledge, experience, and values to the younger generation. Let us pass on not only knowledge but also the national spirit, revolutionary ideals, patriotism, and compassion to the next generation. This is the most practical way for these positive values to be promoted and "live on in the national cause."

The General Secretary requested that intellectuals, scientists, artists and writers maintain professional ethics, honesty, science, revolution and social responsibility. In the context of multi-dimensional information, mixed truth and falsehood, and many events and incidents being fabricated by technology and artificial intelligence, the qualities of intellectuals become even more important. Integrity, honesty and kindness are the shields protecting the truth, protecting people, helping society to be healthy and develop.
Affirming that the Party and State always pay attention to and create conditions for intellectuals, scientists, artists to promote their talents, creativity and dedication to the country, the General Secretary believes that Vietnamese intellectuals, scientists, artists will continue to be the pioneering force, the flame that paves the way for our nation to move forward strongly, firmly, and confidently into the future.
