Resolution 226/NQ-CP takes effect from August 5, 2025, replacing Resolution 25/NQ-CP dated February 5, 2025, on growth targets for sectors, fields, and localities to ensure the national growth target for 2025 reaches 8% or higher.
Resolution 226/NQ-CP clearly states: In order to achieve the target of 8% or more growth in 2025 as directed by the Central Committee and Resolution No. 192/2025/QH15 of the National Assembly, and to create a foundation for 10% or more growth in 2026, the Government requests Ministers, Heads of ministerial-level agencies, agencies under the Government, and Chairmen of People's Committees of provinces and centrally-administered cities to continue to promote a spirit of responsibility, solidarity, unity, and concerted effort, focusing on thoroughly and comprehensively implementing the Resolutions, Conclusions, and directives of the Central Committee, the Politburo , the Secretariat, the General Secretary, and key leaders of the National Assembly, the Government, the Prime Minister, and the Government's Resolutions on the monthly regular Government meetings; Taking advantage of opportunities and favorable conditions, especially the effectiveness of newly issued policies and solutions, and the organization of a two-tiered local government system, exploiting new development spaces, and making the utmost effort to promote even higher growth in the third quarter, the fourth quarter, and the whole year of 2025.
The government's main objectives and guiding principles for governance are:
The priority will continue to be promoting growth while maintaining macroeconomic stability, controlling inflation, ensuring major economic balances, and keeping the budget deficit, public debt, government debt, and foreign debt within the limits permitted by the National Assembly; striving for a GDP growth rate of 8.3-8.5% in 2025; an average consumer price index (CPI) increase of less than 4.5% in 2025; total social investment in 2025 increasing by 11-12%; mobilizing and implementing total social investment capital of approximately 2.8 trillion VND in the last six months of the year; and continuing to improve and enhance the material and spiritual lives of the people.
Closely monitor and grasp the situation, coordinate closely, and implement the tasks and solutions outlined in this Resolution comprehensively and effectively; promote unity and consensus in leadership and management; have innovative and groundbreaking thinking, a long-term vision, think deeply and act on a grand scale, demonstrate high determination, great effort, decisive action, focus on key areas, and complete each task thoroughly. Organize and implement seriously and effectively with the spirit of "6 clear points": clear person, clear task, clear time, clear responsibility, clear output, and clear authority. Uphold a high sense of responsibility, serving the people, and focus on promptly and effectively resolving legitimate issues and requests from citizens and businesses.
The Government's resolution also outlines the main tasks and solutions for the coming period. These include, The Ministry of Culture, Sports and Tourism and local authorities are stepping up tourism promotion, developing diverse, high-quality tourism products for each tourist season and key area, effectively exploiting international and domestic tourism seasons, enhancing the experience and increasing the average spending of tourists, striving to achieve at least 25 million international tourists and 150 million domestic tourists annually; strengthening market inspection and management, prices of accommodation and food services, and food safety and hygiene, especially in key tourist areas; and strengthening linkages in tourism development, combining tourism with the consumption of OCOP products and local specialties.
The Ministry of Public Security and the Ministry of Foreign Affairs, in accordance with their assigned functions and duties, shall preside over and coordinate with the Ministry of Culture, Sports and Tourism to develop convenient and flexible visa policies for tourists and improve visa application procedures for tourists entering Vietnam.
The Government requests that ministries, agencies, and localities, based on the results of implementing the growth targets for their respective sectors and fields in the first six months of the year, the ability to mobilize resources, and the driving forces and development potential for the last six months of the year, urgently develop growth scenarios along with solutions for their sectors and fields for the remaining months and quarters of the year to strive to achieve and surpass the targets in Appendix II of this Resolution.
Regarding the GRDP growth target, localities should direct specialized agencies to closely coordinate with statistical agencies, based on estimated GRDP data for the first six months of the year, the ability to mobilize resources, driving forces, and development potential in the last six months of the year, to urgently review and develop GRDP growth scenarios by economic sector and product taxes minus product subsidies, and by first-level industry for the remaining quarters of the year, along with solutions to strive to achieve and surpass the targets in Appendix III of this Resolution.
Ministries, agencies, and localities should submit their growth implementation scenarios to the Ministry of Finance before August 15, 2025, for compilation and monitoring.
Ministries, agencies, and localities should proactively implement tasks and solutions within their authority and research and propose specific mechanisms, policies, tasks, and solutions in cases exceeding their authority, submitting them to the Ministry of Finance for compilation and reporting to the Government and the Prime Minister in order to promptly address difficulties and obstacles, promote growth, fulfill the targets assigned in this Resolution, and strive to exceed the targets under more favorable conditions.
