In order to reduce damage and stabilize production, farmers whose pigs are forced to be destroyed due to disease will be supported with 40,000 VND/kg of live weight.

The Government has just issued Decree 116/2025 regulating policies to overcome the consequences of animal diseases, effective from July 25. This decree replaces Decree 02/2017 to update the support level to suit reality.

According to the new Decree, livestock farmers whose animals and animal products must be destroyed due to being infected with diseases that are on the list of diseases transmitted between animals and humans or on the list of diseases that must be declared epidemics will receive support. These new support levels are 5-25% higher than the old Decree.

Cases considered for support include: areas where an epidemic has been declared or outbreaks that do not meet the conditions for declaration but have been confirmed positive or suspected by veterinary agencies. In addition, if it is a new infectious disease that has not been declared, a written confirmation from the competent authority is required.

The support level for sick pigs is 40,000 VND/kg of live weight. Buffaloes, cows, horses, and goats are supported with 50,000 VND/kg of live weight; sheep and sika deer are 55,000 VND/kg of live weight; chickens, ducks, geese, and pigeons are 35,000 VND/kg of live weight.

Supported aquatic products include lobster seeds at 10,000 VND per one; white-leg shrimp and black tiger shrimp post-larvae at 10 million VND per million...

In addition to the support level per kilogram or per animal, the Decree also stipulates support based on area for aquatic products, such as black tiger shrimp from 9-12 million VND per hectare depending on farming form, white-leg shrimp 20-50 million VND per hectare depending on density.

Breeders, households, cooperatives, and armed forces units (except enterprises) will receive support if their animals or animal products are infected and must be destroyed, or if they participate in disease prevention according to regulations.

The Government assigned the Ministry of Agriculture and Environment to preside over and coordinate with the Ministry of Finance and localities to guide and supervise implementation. Funding will be arranged by localities; in case of shortage, it will be supplemented from the central budget according to regulations.
