On November 19, Deputy Prime Minister Ho Quoc Dung and his working delegation inspected the response to heavy rain and floods in communes and wards in eastern Dak Lak .
Local representatives reported that Tuy An Bac commune and surrounding areas are deeply flooded, making it difficult to access and rescue people. The situation is considered critical as floodwater levels are approaching the historic level of 1993.
Provincial forces activated the "4 on-site" policy from November 18, but the water rose too quickly, isolating many areas.
The leader of the Dak Lak Provincial People's Committee said that he urgently requested the Provincial Military Command, Provincial Police and military units stationed in the area to increase rescue forces and vehicles.
Shock teams in villages and hamlets are checking and updating the locations of trapped people to organize timely evacuation.
Deputy Prime Minister Ho Quoc Dung requested that forces must concentrate their efforts to ensure the safety of people's lives and property.
Localities must warn and block landslides and deep flooding points and prohibit people and vehicles from passing through dangerous areas; immediately block roads at risk of landslides to ensure safety.
He also requested the province and communes to promptly provide relief and adequate food and necessities to people during the evacuation period and when they return after the flood recedes.
By noon on November 19, many communes and wards in the northeast of Dak Lak province were deeply flooded. The Dak Lak Provincial Military Command said that rescue and relief work was facing many difficulties due to adverse weather conditions. Some places lacked vehicles, while others with vehicles could not access the flooded areas.
The total number of flooded households is still unknown because many areas have lost contact. There were deaths caused by floods on the morning of November 19. Military Region 5 is sending more vehicles and forces to the eastern part of Dak Lak province to assist in the evacuation of people.
It is likely that on the afternoon of November 19, National Highway 1 and other national highways in the eastern region of Dak Lak may be cut off, making rescue operations difficult.
According to the Dak Lak Province Hydrometeorological Station (updated to 10:00 a.m. on November 19), the amount of rain in the past 10 hours in the eastern part of Dak Lak province was very heavy. The amount of rain from 7:00 p.m. on November 18 to 10:00 a.m. on November 19 was generally 200 - 550 mm, with some places being larger such as Son Thanh 810.1 mm, Hoa Dong 742.7 mm, Hoa My Tay 736.6 mm.
It is forecasted that from now until November 21, the eastern part of the province (including the old M'drak district) will continue to have heavy rain, some places will have very heavy rain. Total rainfall is generally from 100 - 200mm, some places will be greater than 300mm. The west will have rain, moderate rain, some places will have heavy rain. Total rainfall is 10-30mm, some places will be greater than 50mm.
In the next 6 - 12 hours, floods on Ky Lo, Tam Giang rivers and the downstream of Ba river will continue to rise, flood peaks at Phu Lam stations will reach 1.5 - 2.5m above alert level 3, Ha Bang station will reach 13.4m near the historical flood in 2009 (13.47m), at Xuan Quang station will reach 1 - 2m above alert level 3; at Cung Son station will reach 3.5 - 4.5m above alert level 3.
On Ban Thach River, the flood level is from BĐ3 to 1.60m above BĐ3. On Serepok River basin, flood water level continues to rise and fluctuate at a high level, at Ban Don station it is likely to reach approximately BĐ2 and Giang Son station fluctuates at a level above BĐ2 from 0.2 - 0.4m.
