On December 15, 2025, in Hanoi, the Party Committee of the Central Public Security Ministry and the Ministry of Public Security solemnly organized the 81st National Public Security Conference. Member of the Politburo and Prime Minister of the Socialist Republic of Vietnam, Pham Minh Chinh, attended and delivered a keynote address. Member of the Politburo, Secretary of the Party Committee of the Central Public Security Ministry, and Minister of Public Security, General Luong Tam Quang, chaired the conference.

In his opening remarks at the Conference, Minister Luong Tam Quang stated that this Conference was organized in an innovative way, shortening the time and increasing discussion (organizing discussion groups) to assess the situation and results of all aspects of police work in 2025, and to set goals, requirements, targets, and key tasks and solutions for 2026. At the Conference, delegates unanimously agreed on the following assessment: 2025 is a significant year, marking the completion of the implementation of the Resolution of the 13th National Congress of the Party and the Socio-Economic Development Plan (2020-2025). Alongside opportunities and advantages, the global and regional situation is complex and volatile, posing many challenges that impact the task of ensuring security and order. In this context, the People's Public Security Force (PPSF) has closely followed the leadership of the Party and the State; successfully fulfilling the tasks of protecting national security, ensuring social order and safety, and building the PPSF force – logistics and technical support, achieving and exceeding the set goals and requirements. Highlights include:

Major General Bui Quang Thanh, Chief Inspector of the Ministry of Public Security, presented a summary report on the work of preventing and combating corruption and negative practices, practicing thrift, and combating waste in 2025.

Strategic advisory work continues to be a "bright spot," becoming increasingly "deep, insightful, solid, timely, and effective," contributing to many important strategic issues of the country, preventing passivity and surprises. It exemplifies and leads the implementation of the Party's policies, especially the strategic resolutions of the Politburo . It innovates and enhances strategic thinking and synchronizes measures to ensure national security in all situations, fundamentally resolving many security issues from the grassroots level and beyond national borders, absolutely protecting the security and safety of important political, cultural, and social events of the country in the direction of "both absolutely protecting security and safety and creating maximum convenience for the people to enjoy, strongly arousing national pride, patriotism, and the aspiration to contribute among the people." Crime is curbed and reduced, and social order and safety have improved more positively.

Furthermore, the People's Public Security Force has set a leading example in building and perfecting laws, reforming administration, and removing bottlenecks in state management of security and order. It has pioneered breakthroughs in the development of science and technology, innovation, and national digital transformation. It has led the way in streamlining and reorganizing the organizational structure to be "lean, efficient, and strong," creating a foundation and providing important practical experience for the implementation of two-tiered local government. It has resolutely modernized its infrastructure and developed the security industry towards self-reliance, self-sufficiency, self-strength, dual-use, and modernity. Advisory, leadership, and command work has been focused, thorough, synchronized, decisive, effective, and directed towards the grassroots. The People's Public Security Force has always been a "pillar of peace" for the people during times of hardship, danger, natural disasters, and floods, and has done well in social welfare work.

Member of the Central Committee of the Party, Deputy Secretary of the Party Committee of the Ministry of Public Security, and Deputy Minister of Public Security, Lieutenant General Tran Quoc To, chaired the discussion at the Conference.

At the Conference, the Party Committee of the Ministry of Public Security thoroughly understood and unanimously implemented the action slogan: "Following Uncle Ho's teachings - Innovating thinking, enhancing knowledge - Regularizing and modernizing - For the Party, for the people"; and identified 09 groups of tasks and 3 breakthrough solutions for 2026.

Prime Minister Pham Minh Chinh awarded the title of Hero of the People's Armed Forces to a collective belonging to the Department of Foreign Security.

Prime Minister Pham Minh Chinh presented the Military Merit Order, the Order of National Defense, and the Order of Combat Merit of various classes to leaders with outstanding achievements.

Delivering a keynote address at the Conference, on behalf of the Party and State leaders, Prime Minister Pham Minh Chinh affirmed that the People's Public Security Force has made important contributions to the overall achievements of the country; he congratulated and commended the great results and achievements that the People's Public Security Force has achieved in 2025.

The year 2026 holds special significance for the People's Public Security Force, marking the first year of implementing the Resolution of the 14th National Congress of the Party and the Resolution of the 8th Congress of the Party Committee of the Ministry of Public Security. Alongside advantages and opportunities, it also presents significant challenges to the work of the Public Security Force. Therefore, in 2026, the Public Security Force must continue to innovate more strongly, proactively, and professionally, clearly demonstrating its core role in protecting national security, ensuring social order and safety, and serving as a solid support for the people. The People's Public Security Force must effectively implement the "Three Best" movement: "Most Disciplined - Most Loyal - Closest to the People," and public security work in the new era must ensure "Three Best": "Best Security and Order - Best Contribution to National Development - Best Service to the People," playing a crucial role in creating a safe and healthy environment for double-digit economic growth.

Agreeing with the proposed directions and tasks, Prime Minister Pham Minh Chinh emphasized the key tasks that need to be focused on. These include ensuring absolute security and safety for the 14th National Congress of the Party, the election of deputies to the 16th National Assembly, and the election of deputies to People's Councils at all levels for the 2026-2031 term. Building a solid fortress of political stability; a "strategic security steel shield"; a firm battleground for social order and safety; a "national firewall in cyberspace"; and a "strong foundation of public support on the ideological front".
