(MPI) – On July 12, 2024, the Government Office issued Notice No. 319/TB-VPCP on the Prime Minister's conclusion at the Conference of the Prime Minister working with state-owned enterprises to contribute to promoting growth, stabilizing the macro-economy, and ensuring major balances of the economy.

Accordingly, the Prime Minister assigned the Ministry of Planning and Investment to continue to make more efforts, closely follow the international and regional situation, domestic developments and business activities to always innovate; continue to research and propose to competent authorities policy packages with large enough scale, suitable and feasible to support businesses, especially "leading" businesses, national businesses and promote new growth drivers, new industries and fields such as chips, semiconductors, digital transformation, green transformation...
For ministries, agencies, and localities, be pioneers in removing difficulties, reducing administrative procedures, proposing mechanisms and policies, reviewing legal procedures, and simplifying administrative procedures. Pay attention and accompany businesses in a practical way, "think honestly, speak honestly, do honestly, be effective, and let businesses enjoy truly", "talk less, do more", "if you say you will do it, if you commit to it, you must do it, if you do it, you must produce specific products, achieve quantifiable results, weigh, measure, and count".
The Prime Minister assessed that 2024 is a year of extremely important acceleration, a premise for completing the goals of the 13th Party Congress term. There is not much time left from now until the end of the term, so we must promote the strengths and achievements gained over the past 3 years, and overcome the limitations, weaknesses and shortcomings due to subjective and objective factors.
The announcement clearly stated 05 operational orientations, first, always clearly defining the leading role of the State economy and State-owned enterprises as important and core forces for the task of socio-economic development, promoting growth, stabilizing the macro-economy, and ensuring major balances.
Second, effectively implement approved restructuring projects, development strategies, annual and five-year production, business and investment development plans; thoroughly resolve long-standing issues, accelerate investment progress, complete unfinished projects, projects that have been behind schedule for many years, and finalize completed projects within the prescribed time limit.
Third, focus on improving the operational efficiency, production and business of state-owned enterprises in a fundamental, systematic, comprehensive and sustainable manner through innovation and optimization of production methods, cooperation, technology, administration, human resources, etc.; focus on innovating personnel work, human resources are the key of the key, recruiting and hiring high-quality human resources, considering piloting the hiring of foreign executives and leaders who are not party members; build appropriate compensation and salary mechanisms and policies.
Fourth, accelerate the progress, improve the quality and efficiency of state-owned enterprise development investment projects to promote traditional growth drivers, new growth drivers, especially digital economy, green economy, circular economy and implement three strategic breakthroughs. Thoroughly grasp and clearly recognize the outstanding advantages in terms of resources, capital, assets, technology and high-quality human resources that are being held.
Fifth, prioritize the formation and development of national enterprises and large-scale enterprises to promote their pioneering role in a number of important industries and fields with competitive advantages and the ability to lead the country's industrialization and modernization process.
State-owned enterprises, especially large-scale state-owned enterprises, need to make more efforts, increase accumulation, focus on promoting investment activities, become large locomotives on par with the region and the world, and strive to affirm the prestige and brand of national and ethnic enterprises in the international arena.
With that spirit, state-owned enterprises need to implement 5 pioneering tasks well: (1) Pioneering in innovation, application and mastery of science and technology in the era of the 4th industrial revolution; (2) Pioneering in international integration, effective investment abroad; (3) Pioneering in effectively exploiting the country's resources, along with actively promoting the prevention and fight against corruption and negativity; (4) Pioneering in researching, proposing and implementing breakthrough mechanisms and policies for national development, including enterprise development, socio-economic development along with good social security; (5) Pioneering in training high-quality human resources, smart governance in enterprise development.
The Prime Minister requests that ministries and branches, based on their assigned functions and tasks, promptly review and effectively and promptly handle the recommendations of state-owned enterprises in the attached Appendix, promptly inform the above-mentioned state-owned enterprises of the handling results; and send the results to the Ministry of Planning and Investment in the third quarter of 2024. The Ministry of Planning and Investment shall preside over and synthesize the results of handling these recommendations, and send them to the Government Office before October 20, 2024 to report to the Prime Minister./.
