The National Center for Hydro-Meteorological Forecasting said that storm Fengshen (storm No. 12) has weakened into a tropical depression. Early on October 23, the tropical depression was in the sea from Quang Tri to Quang Ngai , and this morning it will enter the mainland area of Hue - Quang Ngai.
It is forecasted that after making landfall, the tropical depression will continue to weaken into a low pressure area on the mainland of Da Nang - Quang Ngai.

Due to the influence of storm circulation combined with cold air, the sea area from Quang Tri to Quang Ngai (including Con Co special zone, Cu Lao Cham island and Ly Son special zone) has strong winds of level 6, gusts of level 8; waves 2-4m high, rough sea.
Coastal areas from Quang Tri to Da Nang have water levels rising 0.3-0.6m due to strong winds.
The hydrometeorological agency warns that coastal areas and river mouths from Quang Tri to Da Nang need to be on guard against large waves combined with high tides and rising water due to strong winds causing flooding in low-lying areas, waves overflowing coastal roads along rivers, and coastal landslides.
Regarding heavy rain, due to the influence of storm circulation and cold air combined with East wind disturbances and terrain effects, from the night of October 22 to the night of October 24, the area from Ha Tinh to Quang Ngai will have heavy rain and thunderstorms with common rainfall of 100-200mm, locally very heavy rain over 300mm.
The forecast is that the area from South Quang Tri to Da Nang will have heavy to very heavy rain with common rainfall of 200-400mm, locally over 700mm. Warning of the risk of heavy rain over 150mm/3 hours in coastal communes and wards.
Heavy rains in the central region are forecast to last until the end of October. There is a high risk of flash floods and landslides in mountainous areas, and flooding in low-lying and urban areas.

The hydrometeorological agency noted that localities need to prepare response plans for flood scenarios on rivers from South Quang Tri to Da Nang, which could reach alert levels 2-3, and in some places above alert level 3. Regarding the newly formed tropical depression , the hydrometeorological agency said that this afternoon this tropical depression will move into the East Sea, then be blocked by cold air and pushed to move south, weaken into a low pressure area and then dissipate over the East Sea.
This tropical depression is not expected to affect mainland Vietnam.
