Prime Minister directs response to rain, floods in the Central Central region

Prime Minister Pham Minh Chinh has just signed an official dispatch requesting ministries, branches and localities to focus on preventing, avoiding and responding to floods, inundations, flash floods and landslides in the Central Central region.

The Prime Minister requested leaders of the provinces and cities of Ha Tinh , Quang Tri, Hue, Da Nang, and Quang Ngai to continue to direct the implementation of work to ensure safety for ships and vehicles operating at sea, to avoid loss of life and property due to negligence and subjectivity in the direction of the authorities and the response of the people.

Localities continue to review and identify areas at risk of deep flooding, flash floods, landslides to proactively evacuate and ensure people's safety, while guiding and supporting people to move or deploy measures to protect property and limit damage.

The Minister of Industry and Trade directs the safety of hydroelectric dams, power systems and industrial production, and limits damage caused by storms and floods. The Ministers of National Defense and Public Security direct the deployment of forces and vehicles in vulnerable areas, ready to support localities in evacuating residents, responding to floods and conducting rescue operations when required.

On the same day, Deputy Prime Minister Tran Hong Ha, Deputy Head of the National Steering Committee for Civil Defense, chaired a meeting on response to storm No. 12 (storm Fengshen) and rain and floods caused by the storm, connecting online with the People's Committees of Hue City, Da Nang City, and the provinces of Quang Ngai, Quang Tri, and Ha Tinh.

With two long periods of heavy rain forecast, the Deputy Prime Minister assessed that the area affected by Storm No. 12 will face a multi-disaster situation due to rising river and lake water levels, saturated land, and the risk of floods, landslides, and urban flooding. Localities should assess and prepare for the most extreme scenarios in 2020 and 2022 to develop a comprehensive prevention and response plan, with a "combat map" that clearly identifies the level of natural disasters, risk areas, responsible persons, and command plans.

The government and people have prepared thoroughly and effectively implemented the "four on-the-spot" motto. Each household needs a "survival bag" including: water, food, medicine, dry clothes... enough for 3 days when isolated. Localities must equip suitable mobile vehicles such as canoes and rubber boats to proactively rescue in all situations.
