Support lunch money and school expenses for children 3-5 years old

The Government has just issued Decree No. 277/2025/ND-CP detailing the implementation of Resolution No. 218/2025/QH15 of the National Assembly on universal preschool education for children aged 3-5.

The government subsidizes lunch money and school expenses for children aged 3-5.

According to the decree, by 2028, 50% or more of provinces and cities will meet the standards for universal preschool education for children aged 3-5. By 2030, 100% of provinces and cities will meet the standards for universal preschool education for children aged 3-5.

The Decree stipulates policies to support children aged 3-5 and invest in developing facilities and school and classroom staff.

Specifically, lunch support for children aged 3-5 (VND 360,000 per month and for no more than 9 months/school year) living in communes and villages with special difficulties in ethnic minority and mountainous areas, communes with special difficulties in coastal and island areas according to regulations of competent authorities; children aged 3-5 without a source of support; children aged 3-5 from poor households, near-poor households; children aged 3-5 who are children of martyrs, children of heroes of the People's Armed Forces, children of war invalids, children of people enjoying policies like war invalids, children of sick soldiers, children of other policy subjects; children aged 3-5 with disabilities who are integrated into education.

The Government also supports the cost of education for 3-5 year old children who are eligible for lunch support and 3-5 year old children studying at private preschools that have been licensed by competent authorities to establish and operate in accordance with regulations, whose parents or legal caregivers are workers or employees working in industrial parks, industrial clusters, export processing zones with labor contracts signed by enterprises according to regulations. Each child is supported with a monthly tuition fee of 150,000 VND and is entitled to no more than 9 months/school year.

The Decree also stipulates investment policies for developing the network of schools, classes, facilities, teaching equipment, tools, toys; and staff development policies. Newly recruited preschool teachers from the 2025-2026 school year, performing the task of universalizing preschool education for children aged 3-5, commit to working at a public preschool institution for at least 5 years, and enjoy a minimum support policy of 1 year of basic salary (or equivalent level when there is a change in salary policy).

Principals, vice principals, teachers and staff at public preschools participating in the task of universalizing preschool education for children aged 3-5 years old are entitled to a support fund of VND 960,000/month (the support fund is not used to calculate social insurance contributions and benefits).
