Support lunch money and school expenses for children 3-5 years old

The Government has just issued Decree No. 277/2025/ND-CP detailing the implementation of Resolution No. 218/2025/QH15 of the National Assembly on universal preschool education for children aged 3-5.

The government provides subsidies for lunch and school expenses for children aged 3-5.

According to the decree, the roadmap aims for 50% or more of provinces and cities to achieve universal preschool education for children aged 3-5 by 2028. By 2030, 100% of provinces and cities will have achieved universal preschool education for children aged 3-5.

The decree stipulates policies to support children aged 3-5 and to invest in the development of infrastructure and teaching staff in schools and classrooms.

Specifically, lunch support is provided for children aged 3-5 (360,000 VND per month, for a maximum of 9 months per school year) living in particularly difficult communes and villages in ethnic minority and mountainous areas, particularly difficult communes in coastal and island areas as defined by competent authorities; children aged 3-5 without a source of support; children aged 3-5 from poor and near-poor households; children aged 3-5 who are children of martyrs, children of heroes of the People's Armed Forces, children of war invalids, children of those receiving policies similar to war invalids, children of sick soldiers, children of other policy beneficiaries; and children aged 3-5 with disabilities attending inclusive education programs.

The government also provides financial support for the education of children aged 3-5 who are eligible for subsidized lunches and children aged 3-5 attending private preschools that have been licensed and are operating in accordance with regulations, and whose father or mother or legal guardian is a worker employed in industrial parks, clusters, or export processing zones under a labor contract with the enterprise. Each child receives a monthly allowance of 150,000 VND for no more than 9 months per school year.

The decree also stipulates policies for investing in the development of the network of schools, classrooms, facilities, teaching equipment, supplies, and toys; and policies for developing the teaching staff. Newly recruited preschool teachers from the 2025-2026 school year, tasked with universal preschool education for children aged 3-5, must commit to working at the public preschool they are recruited for at least 5 years and will receive a minimum support allowance equivalent to one year's basic salary (or an equivalent amount when salary policies change).

Principals, vice-principals, teachers, and staff at public preschools participating in the task of universal preschool education for children aged 3-5 years old are entitled to a monthly allowance of 960,000 VND (this allowance is not used for calculating social insurance contributions or benefits).
