The information search portal shows that the Medic Skin facility in District 10 belongs to the "Skin Care" category.

In addition, according to regulations, establishments providing aesthetic services must notify in writing that they are qualified within 10 days before operating. However, in the list of 120 establishments that have announced their eligibility to operate aesthetic services in Ho Chi Minh City, from August 8, 2018 to December 8, 2023, there is no name of any establishment belonging to the Medic Skin system.

However, on some Fanpages with information related to this facility such as "Medic Skin International Aesthetic Institute - District 10 Saigon", Medic Skin American Aesthetic Institute - District 10 HCM", "Medic Skin - High-Tech International Aesthetics HCMC" ... are all advertising a number of services related to aesthetics such as hair follicle proliferation, scar treatment, skin rejuvenation, nano whitening spray, fat destruction, vaginal tightening ...

It is worth mentioning that among the advertised services mentioned above, there is a service for treating keloid scars, pitted scars, and removing scars with many images showing technicians using equipment to change the shape and surface of the skin.

Responding to the Journalist and Public Opinion Newspaper earlier, the Ho Chi Minh City Department of Health said that facilities providing internal cosmetic services (skin cosmetic) using drugs, substances, and equipment to intervene in the human body (surgery, procedures, interventions involving injection, injection, pumping, radiation, waves, burning, or other invasive interventions) to change skin color, shape, weight, and defects of body parts (skin, nose, eyes, lips, face, chest, abdomen, buttocks, and other body parts)... must be granted an operating license by the Department of Health.

Thus, if Medic Skin beauty salon in District 10 provides scar removal services using radiation and wave devices to change the color and shape of the skin as advertised without a business license issued by the Department of Health, it means that this facility is conducting illegal medical examination and treatment activities.

In addition, the service advertising content posted on Fanpage and website related to Medic Skin also shows signs of violation when many phrases such as "number 1 in Vietnam", "number 1 in the United States", " number 1 technology ", "number 1 in the world" are used. According to Decree 38/2021 regulating administrative sanctions in the field of culture and advertising, some acts in advertising activities are strictly prohibited, such as using the words "first", "only", "best", "number one" or words with similar meanings without legal documents to prove it.

The Journalist and Public Opinion newspaper contacted Medic Skin beauty salon in District 10 to clarify the above issues, but after many months still received no response.

According to the Ho Chi Minh City Department of Health, to easily identify which cosmetic facilities have full licenses, the Ho Chi Minh City Department of Health has launched the City's Medical Examination and Treatment Information Portal at https:/thongtin.medinet.org.vn, information on medical examination and treatment facility licenses, addresses, practitioners... will be clearly publicized here. People can also monitor and report suspected medical examination and treatment facilities with violations such as the "Online Health" application, hotline to report medical examination and treatment facilities that "fake illnesses and extort money from patients".
